A Special Meeting of the Monroe Counti Board of county
Commissioners convened at 9:00 a.m., on the above date, at the
Harvey Government Center at Historic Truman School. Present and
answering to roll call were Commissioner Keith Douglass,
Commissioner shirley Freeman, Commissioner Wilhelmina Harvey,
Commissioner Mary Kay Reich, and Mayor Jack London. Also present
were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk;
Stuart Schurr and Suzanne Hutton, Assistant County Attorneys;
James Roberts, County Administrator; County Staff, members of the
Press and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
ADDITIONS, CORRECTIONS, AND DELETIONS
There were no additions, corrections or deletions to
the agenda.
FISCAL YEAR 1999 BUDGET MEETING
Motion was made by Commissioner Reich and seconded by
Commissioner Harvey to add the proposed Fiscal Year 1998-99
Budget for the Land Authority to todays agenda. Motion carried
unanimously.
LAND AUTHORITY
Executive Director of the Monroe County Land Authority,
Mark Rosch discussed with the Board the proposed Fiscal Year
1998-99 Budget for the Land Authority.
CLERK OF THE COURT
Clerk of Court Danny L. Kolhage discussed with the

Board the proposed Fiscal Year 1998-99 Budget for the Clerk of
Court's Office. County Administrator James Roberts addressed the
Board.
MANAGEMENT SERVICES
County Administrator, James Roberts discussed with the
Board the proposed Fiscal Year 1998-99 Budget for the Management
Services Department.
John Carter, Senior Director - Office of Management &
Budget discussed with the Board the proposed Fiscal Year 1998-99
Budget for the Office of Management & Budget. Mr. Roberts
addressed the Board.
Human Resources Director Sheila Barker discussed with
the Board the proposed Fiscal Year 1998-99 Budget for the Human
Resources Department. Mr. Roberts addressed the Board.
UPPER KEYS TRAUMA
Elaine Gorman, Director of the Upper Keys Trauma
District discussed with the Board the proposed Fiscal Year 1998-
99 Budget for the Upper Keys Trauma District.
VETERAN'S AFFAIRS
Director of Veteran's Affairs Charles Ingraham
discussed with the Board the proposed Fiscal Year 1998-99 Budget
for the Veteran's Affairs Department.
PUBLIC SAFETY
Public Safety Director Reggie Paros discussed with the
Board the proposed Fiscal Year 1998-99 Budget for the Public
Safety Department.
MEDICAL EXAMINER
Mr. Paros, on behalf of Dr. Robert Nelms discussed with
the Board the proposed Fiscal Year 1998-99 Budget for the Medical
Examiner's Office.

DISTRICT #1
LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT
BOARD OF GOVERNORS
The Board of Governors of District #1 Lower and Middle
Keys Fire and Ambulance District convened. Present and answering
to roll call were Commissioner Shirley Freeman, Commissioner
Yvonne Harper, Mayor Jack London and Chairman Keith Douglass.
Absent was Commissioner Art French.
The Board of Governors discussed the proposed Fiscal
year 1998-99 Budget for District #1 Lower and Middle Keys Fire
and Ambulance District. Public Safety Director Reggie Paros
addressed the Board.
There being no further business, the meeting of the
Board of Governors of District #1 Lower and Middle Keys Fire and
Ambulance District adjourned.

Commissioners present.
TOURIST DEVELOPMENT COUNCIL
Office Manager Lynda Stuart discussed with the Board
the proposed Fiscal Year 1998-99 Budget for the Tourist
Development Council.
HEALTH DEPARTMENT
Monroe County Health Department Administrator Stephanie
Walters discussed with the Board the proposed Fiscal Year 1998-99
Budget for the Health Department.
The following individuals addressed the Board: Linda
Yorde, Eugene Paxton, and Joanie Nelson.
John Carter, Senior Director - Office of Management &
Budget also addressed the Board.
SHERIFF'S DEPARTMENT
Sheriff Richard D. Roth, Major Steve Casey; and Finance
Director Eva Limbert discussed with the Board the proposed Fiscal

Year 1998-99 Budget for the Monroe County Sheriff's Office.
PROPERTY APPRAISER
Property Appraiser Ervin Higgs discussed with the Board
the proposed Fiscal Year 1998-99 Budget for the Property
Appraiser's Office.
JUDICIAL
Chief Judge Sandra Taylor and Court Administrator
Theresa Westerfield discussed with the Board the proposed Fiscal
Year 1998-99 Budget for the 16th Judicial Circuit.
STATE ATTORNEY
Chief Assistant State Attorney Jon Ellsworth discussed
with the Board the proposed Fiscal Year 1998-99 Budget for the
State Attorney's Office.
PUBLIC DEFENDER
Public Defender Rosemary Enright discussed with the
Board the proposed Fiscal Year 1998-99 Budget for the Public
Defender's Office.
SUPERVISOR OF ELECTIONS
supervisor of Elections Harry Sawyer discussed with the
Board the proposed Fiscal Year 1998-99 Budget for the Supervisor
of Elections Office.
COUNTY ADMINISTRATOR
The Clerk announced the three (3) Public Hearing dates,
times and places to consider and adopt the final 1998-99 Monroe
county Budget and Millage Rate:

Property Appraiser of the proposed millage rate for TRIM Notice,

and Tentative Millage Rates will be adopted.
