Church Street, Moorestown, New Jersey 08057 (609) 352-5389 The prinpipal efforts completed during this period were cleaning and removals in support of reef preparation. Care custody and control transferred from Colonna's Shipyard, Inc. to ..........TM on FebtVary 1 st. All services and equipment were procured to facilitate smooth transition. Shipboard removals continued with removal of the steering gear and capstan and other shipboafd equipment. Removal of debris, interior electrical cable pigtails, and the remaining ventila~ ductwork flanged joints continued throughout this period. Exfoliating paint removal and clean up also continued throuohout this ~riod. During ~ month of February Waste Management Services removed 5.73 tons. of general debris frbm theW3 site "and SIMS removed 96.83 tons of scrap metal for recycling. TW Service$ did not remove any potentially PCB containing material from the site. On Febrluary 1 It Lt. Brett Chmiel and other USCG inspection team members inspected the #8 port and starboard tanks, partially filled, and determined them to be satisfactory. Upon compledon of this inspection twenty six (26) cubic yards of concrete were pumped l into shaft alley. ~ February 25th, the USCG tank inspection team completed inspection of 14 starboarld, #4 center, #4 port, #5 starboard, #5 center, #5 port, #6.starboard, M5 center and #6 port tanks in a partially filled state. All were determined satisfactory. rank ~cking and inspection procedures and tracking documents for coordination of US Coast uard sectors Key West and Hampton Roads will be provided to both Coast Guard Marine afety groups. Inspe~s were scheduiedfor February 14, 2008. A meeting between the inspecting parties and m.bers of the .......,.....TM team took place on February 13th, the evening prior to the "pections, from 7:00 to 8:30 pm. Documents were provided to the inspectihg team to assist with their inspection process and a discussion of the inspecting team's plan transpired. The insJl>>eetions began shipside at 7: 17 am with a tailga~e safety meeting.. And conctuded at 5:45 pm. Remedial Action Workplan and the ISt.ven's Institute Tow StUdy. The towl date scheduled for March 1, 2008 has been delayed in response to dela~ related to crane a*ail8bility due to the weather and other issues, the inclining scheduling and. MOC cleanup. The ins~rance marine surveyor, JQhn Waite, completed a ship visit on February 29" and March 1St to review inclining preparations and towing arrangement preParations. ~ Items tOibe addressed during the month of March are as follows. General cleaningiwill continue throughout the month and wUI include removal of general debris and s_ping up and rempV81 of paint chips. Remediation of Meterials of Concemwill be completed:. Reef prepara$ons will continue with attachment of dishes to the barbettes, preparations for tab cutters, non watertight-restricted preparation that are apPrOpriate prior to the tow will be continued. Preparations to the Vandenberg scale model at Steven's Institute of Technology to reflect chang~ as a result of preparations are to be made the first week in March. Sink tests are scheduWtd for March 12 - 14, 2008 at Davidson Laboratories, Hoboken, New Jersey. Prepe~1on$ for the tow will continue th~hout this period. The inclining ex. penment is sched~ to take place between March 28 and 31 st. Contingency preparations for other towers is underway as are coordinating efforts for support vessels and services. The He.vy Weather Plan will be completed and submitted to the appropriate authorities during tt!.8 month of March. The ~I is scheduled to leave Norfolk, VA on or about April 1 , 2008. At present 'the sink date ha. not changed. If a change does occur, Capt. Brad Williams will require 20 to 30 days notice fdr coordination of security. The date set for the deployment is May 15~ 2008. The ship has been at W3 Marine adjacent to ColonDa's shipyard Norfolk, V A since March 20, 2007 when it was removed from the MARAD James River Reserve Fleet. The ship has been through two dry dock cycles at the adjacent Colonna' s shipyard and has been substantially cleaned and prepared for cleaning. Reeftnakers on the project. A binder was given to all participates consisting of deck diagrams and 74 pages of work sheets listing the various spaces on the ship and the ,possible cleanup iSS\leS in that space. This was to be used by participants to identify the specific issues and locations to be addressed by further clean up activities. This proved very helpfUl. The walkthrough plan was to follow the order of the spreadsheets in the binder, beginaiDg at the bow and coverbtl all decks of each of 10 sub-sections of the ship based on flame number desipations (1 to 215). Items of concern referenced by the EPA were the amount and location of any bulkhead insulation that may contain PCBs particularly in the glue materials that may have been used to connect the insulation. They also expressed concern about any 1 caulking that may be used in windbws, portholes and other water tight seals. Another concern expressed was the impact of the cutting changes on encapsulated asbestos from nearby pipes or bulkheads. All participants met at the ship at 1:30 AM, February 14,2008, signed release fonns and began the walk through. Weather 'conditions at that time were about 300 F, strong northern winds, some light snow on the ship and a wind chill of about 130 F. Due to ice on the deck causing unsafe conditions, the expo$ed upper decks were left until after lunch to view. Wes Roots and Kevin Weatherby led the group with Chris Adryan following the group to make sure the group stayed together. The group did Dot leave a room or space on the ship until all participants had their COBCerDS adclre$sed. Photos were allowed at any time; Bill Hom took 121 photos of the sJnp during the day. The morning session lasted until about 11 :30 AM coving the forward half of the ship &om ftames 1 to 102. The second half of the walkthroup began around I :30 PM and began in the auxiliary machine room (frames I 02 to 124), and covered the remaining portions of the ship toward the stern, including the engine an~ steering rooms. Most participaats completed the walkthrough and were off the shil' by 5 PM, however Wes Roots and Laura Johnson continu-'the walkthrough in additional areas not seen earlier and they were finished by 5 :45 PM. Several tanks have been. pressed (filled with potable water to top), re-inspected and tIleD sealed for ballast purposes. All rem~1 taIIks wiD be re-inspected aad left sealed either dry or pressed prior to leaving Norfolk. The USCG will oversee these operations. ___....."..-...lKlIIl The decision was made early in the project not to apply for an EP A Risk-Based PCB disposal permit (like theex-Orisbny project) that would allow. materials with PCBs above the repl.ory disposal limit of SO parts per million (ppm) to remain on board when tbe VmdeDherg was sunk. In an. attempt to be COlt effective and not expend resourees on UDJleCCSS8l"y samplu"the assmaption was .made that all wiring and ventilation gaskets would contain ,PCBs. These materials were to be treatodas haaardous materials and removed with out tf.1stinl. AppIoxiillatdy 810,000 linear feet of electrical wire potentially containing solid PCBs in the insulation, aIolll with 1, I 00 ventilation gaskets, also potentially containin8 PCBs, have been removed from the vessel. P8int samples were .receJltly taken from. 12 locations on the vessel and analyzed for PCBs. Only one oftbe 12.paint samples had a detectable PCB level and it did not exceeditbe 50 ppm EP A disposal threshold. In qonsultation with the EP A, 30 additional sampleS of paint were taken and 30 samples of various materials were also taken the week of January 2 28, 2008. These results are not yet available. The EP A has reviewed and commented on the PCB sampling plan. ~r ,.....-. ~I All additional hazardous materials indentified in a detailed room-by-room inventory of the ship have been removed or are, in the process of being removed. All major friable asbestos items have been removed or ideBti.fied (e.g., cuts in piping exposing insulation which will be sealed). The ship is due to leave the Norfolk area for Key Weston March 1, 2008 weather pennitting. It was armounced in January that the time for any inspection and viewing of the ship by any stakeholders or gowemment agencies should be before February 1 S, 2008 so that enough time be allocated to co.plate major cleanup issues that might arise . from the walk-through. The intent of tIlis walk-dlroup was to jointly review the clean-up status of the ship in reference to tile joint EP A/M.ARAD National Best Management Practices (May 10(6) ..---IIJItIen..... ..-...: This was my fourth time aboard the Vandenberg. Wiring and ventilation gaskets were almost entirely removed. I only ~ed two missed veatilation gaskets aDd one length ofwiriJ)g Ion... than 10 feet. SoQie short 2 to-3 foot 1_8ths of wiring were observed throusb bulkheads and were QOtecl for removals. Many rooms still have switches and electrical transformers attached. These wore noUMI amd will be removed without PCB testing. Three terse electrical paaeIs will remain in place, to be removed in K.ey West for use in a plamled museum or otherWise disposed of. All fuel tanks observed were clean or filled.. This was to be done earlier but mainteJ!lance issues with the crane . delayed tlte operations. Four types of wall covering were identified, some with spun fiberglass insulation hhind it and coverinp with no insulatiob backina. In aJI.casesthe coverina and insulation were connected to the btdkheads with metal bolts attadted to I.. (2 inch diameter) mcb1 washers that held the wall coveri~a and iasulatioa..in place. No glue or adbesive residues were observed behind any insulation on the fOur types of wall covering ideDtifiedby myselfon the ship. Pbotosof several of these areas were taken. All portholes and windows will be removed with any caulkiag or wIShers. It 'was determiDed that canvas washers were on the portholes, not felt.TM ..~room was the only area of ~ ship that still contains oil and this was :beiDg actively addressed by the crew of 20 worlc1ers the day we were on the ship. 3 Overall Ithe ship had much work to be done prior to sinking. The main work items I will be the rempval of loose large metal objects, additional el<<=Ctrieal equipment and paint bhips. The lar,er items will be removed by March 1, 2008 in N~tfolk and g_eraI non hazardqUs material cleanup and sirtking preparation activities will CODtiBue for another two mo~ths while th.e ship is in K~ West priOr to the May 1 S, 2008 sink date.
