Project. I Included with this narrative are an updated schedule, reflecting aU cha~ and

conferet!toe call. Addttional documentation related to the project will be provided uhder
separate cover to the appropriate parties.
A conferIence call between the stakeholders took place on Tuesday, November 6, 2007 at
1:00 PM EDST. Parties to the conference call were:

The ~Economic Monitoring Program documents (DRAFT) were forwarded to the FWC
on Octp 26, 2007. The Biological and Structural Monitoring Program documents were
~ by REEF and Stevens Institute of Technology, respectively and forwa_ to the
FWC ota November 1, 2007. AU three plans were forwarded to the Florida Keys NItional
Merine ISanctuary on November 8" for their review.
The knPJe removal took place on October 6,2007. The crane barge, Cape Fear, arrived at
the V2a" .. at 0900 on October 6". Specifications from the rated load chart Of the Cape
Fear . provided in the minutes of October 10", 2007. The knuckles were t'8f11Oved from
the aft .. .. . (see Figure 1.) The knuckles were lifted from the Vandenberg to a barge tied
to the pOrt side of the ship. The weights of the knuckles are as follows:
· Aft knuckle 61 Tons
· Amklahips 87 Tons
· Forward 65 Tons
The removal took three hours and forty five minutes from arrival of the Cape Feeruntil the
third knUckle was pieced on the barge.
The r8rrJoval resulted in a decrease in draft of approximately six inches aft and 2 inches
forward. The knucldes will remain on the barge until disassembfy.
VISIT V~DENBERG was held October 8", 2007. There were approximately 65 guests in
a~. Guests included stakeholders, regulatory agencies, government offtci8la and
membelts of the White House Staff. Two television stations filmed the event and s* print
media proYkled coverage also (See Figure 2.)
Bill Hon1 of the FWC remained for Tuesday, October 9", 2007 to continue his inV8$tigation
and evaluation of the project.
R~ntatives from MARAD, Willie Barnes, Kris Gilson and Zoe Goss, toured the
Vandenberg on October 23, 2007.
During this reporting period cleaning and preparation has been concentrated in the area of
DOteniieIv PCB containing material in the form of cable and ventilation gaskets anclt removal
Of industfal debris.
PCB renjIoval continued throughout this reporting period. It is the intent to remove ,II
ma:. .. .. sl.lllpllCted of ~ PCBs to IknIt the need for testing. Cable ~... of
108,000. andpotentiefly PCB ooMIining pakela totaling 50,4&5 pounds were f8moVed
from the lab during the month of October and disposed by TW Services.
There ~ no remove I from site of genera, debris by Waste Management Services: during
this reporting period. SIMS removed 14,800fbs of scrap metal for recycling.

The Vandenberg is scheduled to go into drydock on November 16th and be removed from
drydock December 7". While in drydock, the following will be addressed:
1. Reduce stack profile
2. Remove/relocate main mast
3. Removelrelocete kIngpoat mast
4. Remove debris from Nr 1 and Nr 2 hold
5. Complete hull cleaning
6. Hull repairs
7. Remove deck gear located on foe's'le and port side (forward of
amidships )
8. Remove propeller
9. Cut accesses to ER and AMR; close when work complete
10. Remove scrap and components from ER and AMR
11. Remove exfoliating paint on hull
12. Dewater/clean Nr 5 Port DB and fore peak tanks
13. Remove topside exfoliating paint
14. Continue removal of interior electrical cabte
15. Continue removel of ventilation ductwork flanged joints
16. Continue cleaning effort ahead of interior exfolt8ting. paint removal
17. Remove interior exfo'iating paint
18. Remove aft capstan and steering gear components
John Wait, insurance surveyor, is scheduled to visit the Vandenberg while in drydock.
In ~ to drydock preparations and completion of dry dock items, the knuckles! are to be
diaa88embled and removed from site for recycling.
OepIo~nt planning is underway. The tow plan was received from Chief Akroyd an
~. .. .. 1, 200. 7 for the open ocean tow from. Norfolk. VA to Key West, FL. . The DRAFT
~t plan. is presently being prepared and will be available for review prior to

Frame cOnstruction for cutting charges is underway. Purchase of charges is schedUled for
late November.

inspectio". be completed in coordination with the drydock event. Contact of the appropriate
regulator)t agencies and scheduling of inspections will be addresses in November .00 early
