ITEM BACKGROUND: Ms. Rose Rhodes' mobile home sustained damage from Hurricane Wilma and she does not have the resources to bring the house to code. Ms. Rhodes applied for financial assistance through the City of Key West CDBG Countywide Disaster Recovery Program and was awarded $95,000 for the necessary health and safety repairs to comply with program and county code requirements. Ms. Rhodes is income eligible and the trailer replacement is allowable under the CDBG program. A CDBG deferred payment loan will be recorded against the propelty for any amount of Recaptured CDBG funds expended in the favor of Monroe County. WHEREAS, The Monroe County Housing Authority is the County's program administrator for the County's recaptured funds from prior Community Development Block Grant Programs with the State of Florida; and WHEREAS, Hurricane Wilma damage to the subject property has caused a serious health and safety risk to Ms. Rhodes which requires immediate attention. NOW THEREFORE BE IT RESOLVED, by the Board of County Commissioners of Monroe County, Florida, that Monroe County hereby: Authorizes the expenditure by the Monroe County Housing Authority offunding in an amount not to exceed $6,000f;om Fund #100-1005-530340 recaptured under previous Monroe County Community Development Block Grant Programsfor reimbursement/paymentfor approved costs for health and safety property improvements to the property of Ms. Rose Rhodes, a very low income, elderly, handicapped household. Manuel Castillo, Sr., Executive Director Monroe County Housing Authority FROM: Deanna Lloyd, Program Coordinator Meridian Community Services Group ~.....r'._--""".., SUBJECT: Request for Additional Fundingf::l'_ DATE: March 28, 2008 This request is made on behalf of the elderly, very-low income, handicapped household of Rose Rhodes, 6500 Maloney Ave., #85, Key West, Florida. Mrs. Rhodes retired from the Monroe County Sheriff's Department in 1998 and has undergone numerous surgeries since that time. In the aftermath of Hurricane Wilma, Mrs. Rhodes contacted Habitat for Humanity and was told her 1971 mobile home was "un-repairable." Since the storm, Mrs. Rhodes has lived with family members on the mainland due to the condition of her home and health. Last May, Mrs. Rhodes applied for disaster recovery assistance through the COBG ~ City of Key West County-Wide Disaster Recovery Program. As the only government program available to homeowners that reside in mobile homes, it does not authorize the renovation of a mobile home manufactured prior to 1995. Mrs. Rhodes has met the program requirements and has entered into a contract for the replacement of her 1971 mobile home. She hopes to return to her home in the very near future. The scope of work calls for the replacement of the trailer and due to her physical condition the construction of a handicapped ramp. The CDBG - Disaster Recovery program will provide up to $95,000 of funding to this household as authorized by the Community Development Block Grant Program Disaster Recovery Housing Assistance Plan for the City of Key West. It is. likely that Mrs. Rhodes will need the entire amount. For this reason, additional funds need to be identified to cover the costs of constructing the handicapped ramp. It is anticipated that the amount of funds required to cover those costs would be an amount not to exceed $6,000. These improvements are those that will be required during the construction process and/or required by the Monroe County Building Department. Please contact this office if any additional information or documentation is required. It is my understanding, that if approved, the money would be paid directly to the contractor.
