OF THE MONROE COUNTY
BOARD OF COUNTY COMMISSIONERS

Board of County Commissioners
Thursday, September 14, 1995
Key West
A Special Meeting of the Monroe County Board of County
commissioners convened at 5:00 P.M., on the above date, at the
Holiday Inn Beachside, Key West, Florida. Present and answering
to roll call were Commissioners Keith Douglass, Wilhelmina
Harvey, Mary Kay ReiCh, Jack London and Mayor Shirley Freeman.
Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis,
Deputy Clerk; James T. Hendrick, County Attorney; James Roberts,
County Administrator; County Staff, members of the Press and
Radio; and the general public.
ADDITIONS, CORRECTIONS AND DELETIONS
Motion was made by Commissioner Harvey and seconded by
Commissioner London granting approval of Additions, Corrections,
and Deletions to the Agenda. Motion carried unanimously.
PUBLIC HEARINGS
A Public Hearing was held concerning the proposed
Fiscal Year 96 Residential Solid Waste Collections, Disposal and
Recycling Rates. There was no public input.
A Public Hearing was held concerning the proposed
Fiscal Year 96 Commercial Solid Waste Collection, Disposal, and
Recycling Rates. There was no public Input.
A Public Hearing was held concerning the Tentative
Fiscal Year 96 Budget. County Administrator, James Roberts
addressed the Board. The following individuals addressed also
the Board concerning the tentative Fiscal Year 1996 Budget:
Reverend steven Torrence, Helen V. Divoll, H. T.
pontin, Mel Gossard, representing C&M Electronics, Linda Yorde,
Michael Haring, representing the Layton Volunteer Fire
Department, Skip Haring, Helen Gerbracht, representing the Key
West Alliance for the Mentally Ill, Marsh Wolfe, representing the
Care Center of the Florida keys, Jose Caballero, representing the
Faro Newspaper, Paul Galloway, John Rolli, representing the
Sugarloaf Volunteer Fire Department, and Leslee Keys,
representing the Historic Florida Keys Preservation Board.

Danny Kolhage, Clerk, read a letter into the record
from the Legendary Key Largo Chamber of Commerce.
Public Works Director, Dent Pierce, and Public Safety
Director, Reggie Paros addressed the Board.
Motion was made by Commissioner Harvey and seconded by
Commissioner Reich directing the County Administrator to
reinstate the receptionist position in the Social Services
Department for approval at the final hearing.
social Services Director, Louis LaTorre and County
Attorney, James T. Hendrick addressed the Board.
Roll call vote on the above motion was taken with the
following results:

DISTRICT #1
LOWER AND MIDDLE KEYS FIRE AND AMBULANCE DISTRICT
BOARD OF GOVERNORS
The Board of Governors of District #1 Lower and Middle
Keys Fire and Ambulance District convened. Present and answering
to roll call were Mayor Shirley Freeman, Commissioners Jack
London, Hal Halenza and Chairman Keith Douglass. Absent was
Mayor Samuel Feiner.
A Public Hearing was held concerning District I Board
of Governors amendments to the Tentative Fiscal Year 1996 Budget.
Paul Galloway and County Administrator, James Roberts
addressed the Board.
There being no further business, the meeting of the
Board of Governors of District #1 Lower and Middle Keys Fire and
Ambulance District adjourned.

commissioners present.
COMMISSIONERS' ITEMS
Mayor Freeman discussed the Cabinet Aides being invited
to Monroe County to discuss the Monroe County Land Use Plan.
This item was referred to the County Administrator.
Commissioner Harvey discussed a letter she received
from the united states District Court concerning the availability
of the Federal Court facility on simonton street to conduct
County Commission meetings.
There being no further business to come before the
Board, the meeting was adjourned.
