County approval is required before the State will fund the project. Key. I am writing to request 50% funding for this project through the County Incentive Grant Program. We are requesting this allocation out of the available balance ofFDOT FY 2000/2001 funds. The Village of Islamorada will provide the matching funds for this project and by signature on this letter I am certifying that this project is funded in our current year budget. Monroe County will have no fiscal or managerial responsibility for this project, however this grant program does require county approval. Combined, these paths are approximately three miles in length. The terrain limits the width to six feet but this width matches the existing bike path system. These paths are designed to ~atch and fill in gaps in the current bike path system. The location is alongside USl in the FDOT right of way. The Village has received an endorsement from the Overseas Heritage Trail Project for these bike paths. Total estimated cost for the project is $267,837. This includes $252,877 in construction costs and $14,960 for design and engineering. The Village has already expended the $14,960 for design. We are requesting 50% of the total cost, which equals $133,918. Village funds for this project are budgeted in the current year. The Village has advertised for and selected a contractor for this project and submitted plans to various permitting agencies. Regarding the Florida Keys Overseas Heritage Trail (OHl) Master Plan, the Upper Matecumbe Key portion of your project does not coincide with the proposed alignment ofllie OHT. Therefore, it poses no conflict with the Division's future development and management responsibilities. The Plantation Key portion of your project does coincide with the planned alignment of the OHT. We understand that portions of this section are located in an environmentally constrained section of the trail corridor. Therefore, the six-foot facility you are designing cannot be located the recommended 12 foot distance from US 1 through the majority of the constrained area and meet requirements for environmental pennits. How the OHT Master Plan will be implemented in this and other constrained sections along the corridor has not been determined at this time. The Division of Recreation and Parks has no objection to your proceeding with the project, since there is currently no alternative solution. The Division does not want to impede the Village's efforts to connect existing bike paths with new six-foot wide facilities. We do request that the design of the project on Plantation Key provides the maximum possible separation from the highway, and that the alignment be set to accommodate future construction of an additional six feet of width, wherever the existing right of way width and adjacent vegetation will allow those conditions to be met. Our intent is to coordinate your construction project with the future widening and landscaping projects that will ocem as the OHT is developed, avoiding, to the extent possible, conflicts with the eventual design of the recreational greenway. As we have discussed, the Division plans to schedule an inter-agency workshop to examine alternatives for the construction ofthe OHT through constrained sections such as the one on Plantation Key. Goal 301 of the Monroe County 2010 Comprehensive Plan - Traffic Circulation element has been established "to provide a safe, convenient, efficient, and environmentally compatible motorized and non-motorized transportation system for the movement of people and goods in Monroe County." Goal 1201 directs Monroe County to "provide a recreation and open space system to conserve valuable natural resources and to provide recreational opportunities adequate to serve the present and future population of Monroe County, including permanent residents and visitors."
