AGENDA ITEM WORDING: Adoption of a resolution formally creating the Green Ribbon
Building Code Task Force pursuant to previous BOCC direction for the evaluation and
recommendation of green building techniques to be included as a local technical amendment to the
Florida Building Code.
ITEM BACKGROUND:
Commissioner Spehar requested that the BOCC approve the creation of a green team within Monroe
County, consisting of interested parties from the community and assisted by Growth Management Staff
to be responsible for the evaluation of green building techniques which can be used in residential and
commercial development for possible inclusion in a local technical amendment to the Florida Building
Code. This resolution formally creates the Green Ribbon Building Code Task Force and stipulates the
membership criteria, duties and sunset date for the task force.

RE: Green Building Code
Please accept this revised resolution for the creation of the Green Building Code Task
Force correcting my misunderstanding of Board direction. The name and membership
are changed slightly from the previously furnished Resolution.

A RESOLUTION BY THE MONROE COUNTY BOARD
OF COUNTY COMMISSIONERS ESTABLISHING A
GREEN BUILDING CODE TASK FORCE TO RECOMMEND
GREEN STANDARDS FOR NEW BUILDING CODES
WHEREAS, at its meeting of April 16, 2008, the Board of County Commissioners
(Board) approved the creation of an advisory board to recommend green standards for
building to be adopted as local technical amendments into the Florida Building Code;
and
WHEREAS, this approval included terms of office and determination of the appointment
process;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners for
Monroe County, Florida:
Section 1. There shall be a Green Building Code Task Force composed as follows:
a. Two members shall be appointed by each commissioner from his or her district,
shall be ratified by the Board, and shall be voting members.
b. The following utilities and municipalities throughout the keys shall appoint a
representative directly involved and familiar with the operation of the utility, the
municipality, or the building code to serve on the Green Building Code Task Force
as follows:
Florida Keys Aqueduct Authority
Florida Keys Electric Cooperative
Keys Energy
Village of Islamorada
City of Layton
City of Key Colony Beach
City of Marathon
City of Key West
c. Representatives from the municipalities shall be voting members of the task
force. Other utility representatives shall sit with the task force and provide input and
comments, but shall not vote.
Section 2. Each member shall serve a term of one year which term may be renewed
for one additional year. Any vacancies shall be filled for the duration of the term.
Section 3. The purpose of the Green Building Code Task Force shall be to make
recommendations to the Building Department to pursue a local amendment to the
Florida Building Code to include environmentally sound "green" building practices. When
such recommendations are finalized and made to the Building Official, he shall present
them to the Board to determine whether a cost/benefit analysis should be done in order
to mandate Local Technical Amendments to the Florida Building Code.
Section 4. The task force shall meet at least quarterly during business hours. A
quorum shall not be necessary to hold a meeting; however, no action may be taken
except by a majority of a quorum at any meeting. Growth Management shall provide
staff to take minutes and coordination.
Section 5. The Building Official and another member of the Growth Management
Division designated by the Division Director shall attend each meeting.
Section 6. The Green Building Code Task Force shall sunset August 1, 2010, unless
it has accomplished its purpose earlier, in which case it shall be terminated.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida at
a regular meeting held on the day of ,2008.

RE: Green Ribbon Task Force (Building Code Revision)
The intention of this memo is to provide additional clarification concerning the creation
of the Green Ribbon Task Force charged with the identification of green building
techniques suitable for inclusion in the Florida Building Code as a local technical
amendment.
Monroe County and the Division of Growth Management have promoted green building
through the provision of ROGO incentives for inclusion of green building techniques for
approximately 13 years. These incentives were eliminated through the adoption of the
Tier System which deleted many of the additional points available to an applicant in an
attempt to simplify the process of pennit application and award.
This loss of incentives was to be compensated through the inclusion of the same building
techniques in the Florida Building Code as a state wide construction requirement or at the
very least a South Florida Requirement. This amendment did not occur through the
legislative process.
The Green Ribbon Task Force is charged with the analysis of various traditional and
innovative green building techniques for both residential and commercial development.
The task force shall evaluate the potential impact of these techniques on these trades and
recommend those elements which will further promote a smaller carbon footprint in
Monroe County to the BOCC, asking for further direction to the Growth Management
Division to pursue a local technical amendment to the Florida Building Code. This
technical amendment if approved will result in the requirement for green building design
in both commercial and residential applications within unincorporated Monroe County.
The Commission has directed that the Green Ribbon Task Force shall consist of two
nominated members from each commissioner and a voluntary representative from each
municipality all of which shall be voting members. The task force shall also have
advisory members from each utility interested in participating and two staff liaisons from
the Growth Management Division.
