Dear Mr. Gastesi:
I would like to request that the Commission authorize the following
expenditures from the Law Enforcement Trust Fund:
$ 2,000.00 - Little Conch BasebaU: to help sponsor travel expenses of players and
coaches to attend out of town tournaments.
$ 1,000.00 - Samuel's House, Inc.: to help sponsor "Adopt a Mom" campaign.
S 1,250.00 - Art Behind Bars: these funds will cover printing/mailing the invitations
and underwrite expenses associated with "Art Behind Bars" annual Birthday
Party Show that benefits inmates and helps in lowering recidivism.
$ 1,500.00 - KW Girls Softball League, Inc.: to help sponsor the travel expenses of
players and coaches to attend out of town tournaments.
TOTAL: $5.750.00
I hereby certify that these expenditures are lawful pursuant to the Florida
Contraband Act. There will be no recurring expenses in the existing budget.

Key West Little Conch Baseball will begin the 2008 All-Star Season in May and continue
throughout the summer. This year teams will be participating in tournaments in Key
West, Miami, Coral Springs, West Palm Beach, Miramar, Tampa and at Disney's Wide
World of Sports Complex in Orlando.
Weare looking for sponsors to offset the travel expenses of players and coaches to attend

Kelly* was eight months pregnant and sleeping in the back of the old van she called home when the
police discovered her late one night. She was frightened then. But when a officer told her she'd have to give
up her baby the day it was born she became terrified. If Kelly didn't find a safe haven, her newborn would be
immediately taken from her - perhaps forever.
Like many homeless and desperate mothers, Kelly chose to seek refuge at Samuel's House.
In the last six months alone, II pregnant women delivered healthy babies in . our care while taking vital
steps to become physically and mentally well again. More than 18 other women arrived with as many as six
children each in tow. And the number of pregnant women and mothers with children who arrive in
tremendous need continues to climb.
Now you can help Kelly and dozens like her by supporting our Adopt a Mom campaign.
Why are we asking for your help? You see, the state and county fund only a tiny portion of the
expenses for adult women - nothing for children. Each homeless child costs $75 a day to shelter - that's
$6,750 when they spend 90 days with us. There's no funding to feed or house the children and infants except
through your donations. We're writing to you because you've been a valued supporter of Samuel's House in
the past. Please, in celebration of Mother's Day this year, won't you make a generous contribution to support
the mothers and their children who need it the most?
When you contribute to the Adopt a Mom campaign, you 'II join a special group of donors and be kept
up to date on the progress of mothers and their children at Samuel's house. Contribute $1000 or more and
receive a recognition plaque for display in your business or home. No matter the size of your contribution,
you'll know your dollars are going toward helping women put their lives and families back together - and

It's hard to believe that we're already preparing for our annual Birthday Party Show. IS
year is our 14th!! We hope we can count on you to help us . showexpens , s you

We ask that you cover printing/mailing the invitatio s, [$1250], a the cost of bringing in
Sheila Kay Fox, M.A. from U. of Texas. who will succeeding r. Rachel Williams as
our official outside evaluator. The evaluation is a r uireme 0 receive AlE state
funding, as we have the past 8 years. We've been I' have a show at Div. of
Cultural Affairs' headquarters in Tallahassee, and therefore will need to prepare at least
40 artworks for our Pier House show. We're requesting $3,200 to undelWrite the show
preparation, expenses, and evaluation; reimbursement upon receipts.
This has been an exciting year for Art Behind Bars. We've now served 7,200 students
in our twice-weekly classes, and have made donations of artwork. valued at $92,000 to
370 different non-profits locally and nationally. Some of our former students continue to
thrive, and have been able to turn their lives around with the skills learned in art aass. It
was a pleasure to see you share the stage with Candy Mense when she graduated from
FKCC with honors in addiction therapy studies... need I say more?
The savings to taxpayers, and intangible benefits to the community, in lowering
recidivism cannot be overstated. I'm enclosing several recent articles that showcase how
art can transform lives. As always, I thank you for your ongoing support and commitment
to programs in the jail. Please save Sunday, September 28,5-9 p.m. to join us at our
show. This being your final appearance as Sheriff, we must "surprise" you with a
certificate of appreciation I I hope to hear from you soon.

Art Behind Bars, an inmate-driven
program that helps rehabilitate
offenders while they give back to the
community, celebrates its 1,000th
class with an Upper Duval Cell Block
Gallery Walk from 6 to 8 p.m. March
7 followed by a party at the Square
One restaurant from 8 to 10.
The walk is a progressive cocktail
party that will showcase highlights of
Art Behind Bars' extensive collection
of inmate art, and takes place at the
Lucky Street Gallery (1130 Duval),
Joy Gallery (1124 Duval), McKibben
Studios (1111 Duval) and the Monkey
Apple Art Factory (1022 Duval).

Bars' mission is to give inmates an opportunity to
contribute to society through the donation of artwork
to nonprofit organizations locally and nationally.
In this manner, artwork valued at $91,000 has been
donated to 360 diverse groups since 1994. In
addition, many inmates use the skills they acquire in
art class to help transform their lives upon release.
The program based at the Monroe County Detention
Center on Stock Island has served almost 7,000 students in its 14 years.
Though based in Key West, it puts out a nationwide call for inmate art and has
received works from inmates In 30 states and Thailand.
Art Behind Bars supporters also mentor former inmates making the difficult
transition back into society after release through their Art After Bars project.
Access to art-making while in jail can vastly improve the likelihood for
successful re-entry, and helps to break the cycle of recidivism by improving
inmate self esteem, lowering stress, and improving communication skills.
"The most exciting aspects of Art Behind Bars, besides the artwork itself, are
the transformative effects of art-making on those people who participate, and
the huge volume of community service projects possible," Vantriglia says.
