A Special Meeting of the Monroe County Board of County Commissioners
convened at 2:00 P.M., at the Harvey Government Center. Present and answering to roll
call were Commissioner Charles "Sonny" McCoy, Commissioner Sylvia Murphy,
Commissioner George R. Neugent, Commissioner Dixie M. Spehar and Mayor Mario
DiGennaro. Also present at the meeting were Roman Gastesi, County Administrator;
Debbie Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney;
Danny 1. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County Staff, members of
the press and radio; and the general public.
FISCAL YEAR 2009 BUDGET
Roman Gastesi, County Administrator presented an Overview of the budget
message for the Proposed Fiscal Year 2009 Budget.
The following individuals addressed the Board: Larry Keys, Louis LaTorre,
Frances Carlisle, Jeff DeLuca, Jeffrey Jo1m DeLuca, David Clark, Marti Brown, RN;
Michael Shields, representing the Library Advisory Board; Jo1m Dolan-HeitIinger, Donna
Windle, Pauline Klein, Pam Martin, representing Helpline-AARP-OAAB; Christine
Russell, Jonathan Crane, Diana Reagan, representing The Keys Center (former PACE
Center for Girls); Jim Cameron, Sheila Barker, Raiette Avael, Ed Swift, Bob Calhoun,
representing Habitat for Humanity of Key West & Lower Florida Keys; Mary Sparacio,
representing Local Paradise TV; Richard Vandervoort, Mike Puto, William Wagner, III,
representing Islamorada Fire Rescue; Bruce Stoll, and Randy Layman, representing Air
Methods.
The Mayor entered into the record two letters dated July 14, 2008, one from
Congresswoman Ileana Ros-Lehtinen and the other from Randy Layman, Florida
Business Director, Air Methods Corporation.

After discussion, motion was made by Commissioner Neugent and seconded by
Commissioner Spehar authorizing the County Administrator to move forward with the
adjustments to the Straw Man Budget, as follows:
. Restore Trauma Star for 6 months in the amount of $900,000.

. Restore the Community Services Division and Director, not the Administrative
Assistant position, using the funded unfilled positions.
. Create a new position in the Office of Management & Budget for the management
part of doing a strategic management plan and assisting with the budget to be
filled by the affordable housing coordinator under a new role.
. Place the affordable housing coordinator function in the Growth Management
Division.
Roll call vote was unanimous.
There being no further business, the meeting of the Board of County
Commissioners was adjourned.
