ITEM BACKGROUND: On June 5, 2000 a letter was written to Mayor Freeman from FDOT District Secretary Jose Abreu advising us that Monroe County is eligible to receive funding from the Small County Outreach Program. $25 million is available statewide annually from this program. Work must be performed on county roads and is limited to resurfacing, reconstruction, or constructing capacity or safety improvements. The two candidate projects need to be resurfaced. Both roads are used for hurricane evacuation. The cost of the project will be split between FDOT - 75% and Monroe County - 25%. County funding will be provided using Card Sound Road and Toll District revenue. PREVIOUS RELEVANT BOCC ACTION: None STAFF RECOMMENDATION: Approval as stated above. Project 1: Resurfacing of C90S, Key Largo from US 1 to Ocean Reef Project 2: Resurfacing of Card Sound Road, Key Largo from C90S to MonroelDade County Line The attached form is provided in response to the project eligibility questions. Includes small Counties with 150,000 or less in population as determined by the most recent official estimate pmsuant to Section 186.901, Florida Statutes. The official annual estimate dated April 1, 1999 is being used for the 2000-2001 program. 2. The Department may consider whether the County has attempted to keep county roads in satisfactory condition. . 3. The County must provide 25% of the project costs. The Department will fund the other 75%. For Project Eligibility (as a minimum): 1. The project must be on the county road system. Yes 2. The primary criterion is the physical condition of the road as measmed by the Department. 3. Whether the road is used as an evacuation route. Yes 4. Whether the road has high levels of agricultural travel. No . 5. Whether the road is considered a major arterial route. Yes 6. Whether the road is considered a feeder route. Beginning in fiscal year 2000-2001 and for the following two years, this program provides up to $25 million annually frOm the State Transportation Trust Fund for county road improvement projects. This program is in addition to the Small County Road Assistance Program' (SCRAP) funded last year through Section 339.2816, Florida Statutes. The statute provides for the Department to fund 75% of the cost of these projects. A summary of the county and project eligibility requirements found in the statute is attached. Monroe County has been determined to be eligible for this program. To accomplish this program for fiscal year 2000-2001 funding, we will need a list of two candidate projects from Monroe County by July 1, 2000. From this list of projects from all eligible counties, we will develop the fiscal year 2000-2001 and 2001-2002 work programs for use of this funding. It is anticipated that probably no more than one project per eligible county will be funded in the first year of this program.. In March 2001 we will request you to update this list for the 2002-2003 program. Dependent upon the cost for selected projects, all eligible counties may not have a project in each year. The program will be coordinated and managed by the District Office.
