Albert Appell Dick Adler Bob Shearer Bruce Franck Dick Holland Dennis Kulig Pino Moro Ray Przybyl June 5, 2000 County Administrator Jim Roberts, County Administrators Office Key West, Florida Dear Mr. Roberts: The purpose of this letter is to advise the Monroe County Commissioners of actions taken by the Duck Key Security District Advisory Board at their meeting of May 30, 2000. The Security District Advisory Board meeling was advertised in the Keynoter and the meeting held at the Hawk's Cay Resort on Duck Key. Chairman Bucholtz called the meeting to order at 9:05- AM . Other members present were Dick Adler, Dick Holland, Dennis Kulig, and Ray Przybyl. Also in attendance were Gerald Fortier and Ton Neville. Action and approval by the Monroe County Commissioners on the Security District Contract and appointments of several Advisory Board members to fill vacancies is requested. CONTRACT RENEWAL The current contract with Diamond Security began in January 1, 1999. It was a two year contract which allowed for the possibility of two one year extensions after December 31, 2000. The Security District Advisory 80ard recommends that Diamond Security be given an hOurly rate increase in the amount of the Consumer Price Index effective July 2000. Diamond Security has been providing guard service at the rate of $13,79 since January 1, 1999. The new rate with the CPI increase of 2.5 per cent would be $14.14 an hour. Prior to January 1999 the rate was $13.89. From January 1, 1999 to the present the rate has been $13.79 an hour. At this time we would like the proposal put on the agenda of the Monroe County Commissioners for consideration and approval. APPOINTMENT OF BOARD MEMBERS Names submitted for approval for appointment are : Tom NeveU to replace Board Member Bob Shearer for the remainder of three year term. Bob Shearer Dick Adler Bruce Franck Dick Hofland Dennis Kulig Pino Moro Ray Przybyl MINUTES OF MEETING DUCK KEY SECURITY DISTRICT ADVISORY BOARD May 30,2000, HAWK'S CAY The meeting was called to order at 9:05 by Chairman BucholtZ. Other members present were Dick Adler, Pino Moro. Dennis Kulig, Dick Holland and Ray Przybyl. Guests were in a attendance were Gerald Fortier and Thomas Neville. Notice of the meeting's place and date was advertised in the Keynoter according to County requirements. SECRETARY'S REPORT Minutes from the prior Security Board meeting were react A motion by Ray Przybyl with a second by Dennjis Kulig to approve the minutes as read carried. CHAIRMAN'S REPORT Chairman Bucholtz reported that overall it had been a quiet on Duck Key. There had been car break ins on the island and elsewhere in the Keys. Island security had benefited with noticeable improvement for several months due to the scheduling of periodic patrols by Deputy Petak from the Sheriffs Department. Petak has been transferred to a Court House assignment. Chairman Bucholtz reported he is researching getting a new smaller easier to operate satellite phone. OLD BUSINESS Chairman Bucholtz reported that Monroe Commissioners approved the lease transfer on land for use by the Security District. He reported he is inclined for the present to postpone any request for approval to construct a Security Building on this land until the Duck Key community pursues some direction on the issue of incorporation. Secretary Dick Adler read a letter to the Security Board from Duck Key Property Association Secretary, Joan Norris about establishing a hurricane phone hot line.A letter from June Helbling on security issues was also read. Chair Bucholtz reported that he had spoken to both parties and answered any questions they raised. NEW BUSINESS. Chair Bucholtz reported that the apartment leased for the Sheriffs will no longer be available. The Chair wi\! consider utilizing the money set aside for this purpose to increase security patrols from 8 hours on Fridays to sixteen. Ju~ 06 00 12:20p Commissioner Williams (305) 289-6306 p.6 A motion was made by Dennis Kulig with a second by Dick Holland that a letter be sent to the Sheriff asking for a written plan of the patrol assignments planned for Duck Key. Members questioned the loss of Deputy Petak and commented on_news accounts of assignments of Sheriff patrols to Ocean Reef, a private community. Members discussed other means of securing Sheriff patrols on the island. The motion carried. A motion was passed to recommend Gerald Fortier to replace Bob Shearer as Security Board member. Bob Shearer will be away from the island for several years for purposes of education. A motion was passed to recommend Tom Neville as a replacement for Pino Mora. Pino Mora will be moving to Key Colony. The Chair reported on the contract with Diamond Security. He will recommend that contract rate will increased effective July 2000 by 2.5 per cent, the Consumer Price Index increase. This rate increase stays within allowable limits and the contract will not be put out for rebid. The hOurly rate would then increase from $13.79 to $14.13 Chairman Bucholtz reported experiencing a problem contacting security at the assigned number. He gave Board Members the new emergency phone numbers and reported that all residents within the security District will be receiving stickers with these new numbers as well. The new Security numbers to reach the security patrol are: Nighttime when on duty 786-412-3266. Supervisor's number 7~12-3239 supervisor Ortez's pager number 1-800-983-1482. Bucholtz reported that arrangements with Hawk's Cay for a secure room for guard be to assigned in the event of a hurricane had been reviewed.
