AGENDA ITEM WORDING: Approval of a resolution by the Monroe County Board of County
Commissioners instructing the Growth Management Division Director to utilize Monroe County
mitigation credits to facilitate an expedited construction schedule for the Florida Department of
Transportation project to create a center turn lane for US 1 traffic through Big Pine Key.
ITEM BACKGROUND:
The County was contacted in July of this year by the Florida Department of Transportation (FDOT)
requesting confirmation of the proposed schedule of construction through US 1 in Big Pine with
contract letting in January of 2010 and of the County's intention to provide the required mitigation
credits for this project. At the December 19, 2007 BOCC meeting, the Board endorsed the proposed
FDOT 5 Year Work Program which identified a project to expand the number oflanes on US 1 through
Big Pine Key to a total of three lanes. Since that meeting, the Draft 2008 US 1 Arterial Travel Time and
Delay Study prepared by URS Corporation indicates that the Big Pine Key segment has fallen from a
level of service standard C to D. Policy 301.2.2 of the Monroe County Comprehensive Plan prohibits
Monroe County from permitting development if the level of service for a segment falls below the
adopted standard. We are requesting an expedited construction schedule from FDOT for the portion of
US 1 which crosses Big Pine Key. This project will have an impact on threatened and endangered
species and will require mitigation in compliance with the Big Pine KeyINo Name Key Habitat
Conservation Plan.

RE: FDOT Expansion of US 1 in Big Pine Key
The intention of this memo is to provide additional clarification concerning the FDOT expansion
of US 1 through Big Pine Key to include a turn lane.
FDOT has requested clarification of the County's position regarding a proposed project
to add a turn lane to the Big Pine Key (segment 10) area of US 1. This project was
originally conceived as an answer to the level of service (LOS) moratorium which lasted
for approximately 10 years beginning in 1995. The project is included in the FDOT 5
year work program which the BOCC endorsed in December of 2007. The FDOT would
like for the Commission to reaffirm its desire to proceed with the project and to allow
Growth Management to utilize reserve mitigation credit to facilitate the project.
The emphasis for this project has been in decline since the completion of the key deer
overpass section US 1 on the north side of Big Pine. However, I have received a draft
version of the annual assessment of level of service for US 1, the 2008 US 1 Arterial
Travel Time and Delay Study, which is prepared by our consultant URS. This study has
indicated that the median vehicular speed, which equates to level of service, for this
segment has been in a steady state of degradation since the year 2000 at a rate of
approximately .03% annually. The 2008 draft report indicates that travel speed for this
segment has fallen from a LOS C to a D. The adjusted level of service C criteria for this
segment of US 1 is a median travel speed of 37.7 mph. The draft report indicates that the
observed median travel speed for the segment is 35.7 mph. It is anticipated that the
additional proposed turn lane will alleviate time delay associated with turning against
traffic from the normal lane of travel. This should allow for a higher consistent median
travel speed for this segment.
This proposed project was identified in the Big Pine & No Name Key Livable
Comunikeys Plan (master plan) as well as the Big Pine/No Name Key Habitat
Conservation Plan (HCP). Currently development within the Big Pine Key area is
governed by the federal Incidental Take Permit. This permit allows limited mitigated
threatened and endangered species impacts associated with development. The required
mitigation associated with this project was anticipated in the development of the HCP.

The Growth Management Division maintains the mitigation credit and debits for all
projects within this planning area. At present, the County has a reserve bank of
mitigation credit for use to facilitate public projects that totals 1.6 and we anticipate the
maximum mitigation need for this public project to be .017 pursuant to early construction
information from FDOT (memo attached). Presently, with the inclusion of this project,
the total schedule of public projects to be completed using this bank of mitigation totals
0.82. If the BOCC authorizes the use of the mitigation bank to facilitate an expedited
project completion schedule the available total remaining for additional unanticipated
public projects would be .8. This total would be sufficient to complete the projects
currently identified in the HCP. We are closely monitoring the available mitigation bank
to ensure that public projects can go forward as planned.

RE: Mitigation needed for US 1 Road Widening in Big Pine Key
Variation
Below is the data for the US 1 road widening in Big Pine Key. There are three (3)
segments. Each segment has a proposed width and an additional varied width. Segment
1 has a proposed width of eight (8) feet and an additional varied with of 6.5 feet.
Segment 2 has a proposed width of twelve (12) feet and an additional varied with of 10
feet. Segment 3 has a proposed width of 10 feet and an additional varied width of 7.5
feet.

Below are the H values for the public projects. Key Deer Boulevard is finished, the U. S.
1 Road widening is estimated at the high end of H since the bid letting has not been
completed yet and FDOT has not compiled final proposed width numbers. The library,
public offices, emergency facility expansion and public uses are estimates compiled from
the Livable Communi Keys Master Plan, Table 2.3. However, the emergency facility
expansion H value, if used for the permitted Big Pine Key Fire station, would then
become a duplicate and only exceeding the budgeted amount by O.0045H, thus increasing
the H bank balance by .OllOH

CONSTRUCTION SCHEDULES FOR THE FLORIDA

PINE KEY
WHEREAS, at a regularly scheduled meeting on December 19, 2007 the Board
of County Commissioners (BOCC) endorsed the proposed Florida Department of
Transportation (FDOT) 5 year work program which identified a project to expand the
number of lanes on US 1 through Big Pine to a total of three (3); and
WHEREAS, on July 25, 2008 FDOT, by email, requested confirmation of the
proposed schedule of construction with contract letting in January of 2010 and
confirming that the County would provide required mitigation credits for the project; and
WHEREAS, the project as proposed will have an impact on threatened and
endangered species which will require mitigation in compliance with the Big Pine
KeylNo Name Key Habitat Conservation Plan; and
WHEREAS, the Growth Management Division holds in reserve mitigation
credits for public projects which were planned at the time of completion for the Big Pine
and No Name Livable Communikeys Plan and the Big PinelNo Name Key Habitat
Conservation Plan; and
WHEREAS, policy 301.2.2 of the Monroe County Comprehensive Plan prohibits
Monroe County from permitting development which in combination with existing
development would significantly (more than 5%) degrade the level of service (LOS) for a
segment below the adopted LOS standard; and
WHEREAS, Monroe County has received the Draft 2008 US 1 Arterial Travel
Time and Delay Study from its consultant URS Corporation which indicates that the Big
Pine Key segment has fallen from a level of service standard C to D ( beyond the 5%
allowed threshold) even though traffic volumes have decreased for this segment from
documented 2007 numbers; and
WHEREAS, LOS standards are based on vehicular travel speed through a
particular segment and the Big Pine Key segment has decreased in travel speed by 3.3
mph; and

WHEREAS, policy 301.1.2 of the Monroe County 2010 Comprehensive Plan
requires that Monroe County maintain a level of service (LOS) standard within five (5)
percent of LOS C;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: The BOCC confirms its continued support for the proposed US 1 lane addition
throughout Big Pine Key and requests an expedited construction schedule.
Section 2: The BOCC authorizes the Growth Management Division Director to release
reserve mitigation credits in an amount to facilitate the proposed project for Big Pine Key
but not to exceed the estimated maximum need ofO.0173H.
