A conference call between the stakeholders took place on Tuesday, August 12, 2008 at 1 :00 PM. The Vandenberg has been moved from W3 Marine to Colonna's Shipyard, Inc. under court ordered care custody and control. 1274 N Church Street, Moorestown, New Jersev ORaS7 (f,nQ) ':!C;'),t;7on A request to amend the Florida Department of Environmental Protection permit # 44- 0170771-002 for an extension was forwarded by Mayor McPherson July 18, 2008 to the Florida DEP. A teleconference with the EPA following the Vandenberg Stakeholders Monthly Teleconference call took place. Teleconference participants included: Laura Casey, Ken Feely, Laura Johnson, Joe Krulik, and Chris Adryan. Kent Edwards was in on a portion of the call. The objective of the call was to update status of Vandenberg Cleanup and documentation. As discussed, the EPA received the final Vessel Preparation Plan, PCB Sampling Plan and PCB Cleanup Plan on August 1, 2008 incorporating all of the items addressed by the EPA during document reviews. Final approval is awaiting the final report. Preparation of an "Interim Final Report" was discussed and the concept was received favorably by all teleconference participants. The Interim Final Report will be developed upon receipt of funding. Funding progress is being made by project organizers. On June 11, 2008 Florida Governor Crist signed the Florida State Budget which designated $1 Million of Florida Fish and Wildlife money to be used for the Vandenberg Artificial Reef Project. The City of Key West has continued in their fund raising efforts. City Commissioner Bill Verge has contacted OTTED for additional funding. A post deployment revenue plan is also under development. One of the possibilities is a Medallion program. This program is presently under review by Dr. Vernon Leeworthy of NOAA> A teleconference with the three banks backing the Vandenberg Construction Loan was held on Friday July 25th, 2008. Participants to the teleconference were Bill Verge - Key West Commissioner, Jay Hall- BB&T, Jeff Smith - Orion Bank, Kurt Lewin -1st State Bank, Jon Dodrill - FWC, Bill Horn - FWC, JoEllen Sullenger - Artificial Reefs of the Keys (ARK), Jeff Dey -Reefmakers, Joe Weatherby - Reefmakers, Sheri Lohr - ARK, and Robert Morell. Specifics discussed included the $1.3 million of the original loan agreement that had not been dispersed, the current need to keep the insurance in force, and the availability of the FWC funds ( $1 Million discussed above) for the project contingent upon assurances of the bank that the project would move forward. Insurance premiums were released by BB&T to continue coverage. Due to the new mooring location, the insurer required a marine surveyor visij. L10yds designated Alyn Fife to complete the inspections. Inspections were completed on August 5, 2008. A Heavy Weather Plan for the new mooring location has also been required to maintain insurance coverage. The pre-deployment monitoring has been completed. Raw log data was delivered to Bill Horn (FWC) on July 31, 2008. The data report is under development. Upon fulfillment of project funding requirements, project reporting/documentation will be completed. This includes the Interim Final Report for the EPA as discussed above and the Quarterly Financial Report. Norfolk preparations to include inclining, development of a new tow date and subsequent revisions to the deployment schedule and inspections of the Vandenberg by the USCG will also be completed upon release of funding. The new tow date will be after hurricane season. ~~ There have been changes to personnel related to US Coast Guard transfers. LTJG Byron Rios is replacing L T Wes James in Sector Hampton Roads and LCDR Mike Herring is replacing L TCDR Dan Silvestro in Sector Key West. Due to concerns of many call participants related to impending hurricane conditions, the call was rescheduled for September 16'h, at 1:00pm. E- mail notification was sent to all participants on September 8'h, 2008 and the teleconference line was open at the originally scheduled call-in time to allow for some participants not receiving the revision. No one called in at that time. A document package related to funding was prepared in response to Governor Crist's request on August 15'h 2008 and forwarded. Included in the package was a new production schedule outlining the remaining in-Norfolk activities and Key West activities within the anticipated time-frame. 1274 N. This program is being evaluated as a continuing revenue stream in support of the project post-deployment. A meeting between Jeff Smith of Orion Bank, Joe Weatherby (REEFMAKERS™) and Bob Smith (ARK) to discuss the project and answer questions took place on August 26'h, 2008. All information requested by L10yds was received, including a Heavy Weather Plan to be implemented for the Vandenberg while moored at Colonna's facility. As per an e-mail received by REEFMAKERS™ on September 4,2008, the insurance surveyor is comfortable with the arrangements at Colonna's at this time. No additional requests were made.
