ITEM BACKGROUND: Recently, a citizen grassroots organization, "Citizens Not Serfs", have hegnn a letter
campaign to reqnest the Connty and FEMA to recognize downstairs enclosures as hahitahle living space. Attended
a recent meeting of the group, this is to update the BOCC on their concerns.
