Five-Year Work Program for Fiscal Year 2002 thru 2006.
ITEM BACKGROUND: Each year FDOT presents their proposed 5 Year Work Program to the County
Commission for consideration.
PREVIOUS RELEVANT BOCC ACTION: On 12-8-99 the FDOT presented last year's work program.
As a result, the Commission passed Resolution 615-1999 (see attached). To our knowledge, most items
contained in the resolution have not yet been completed.

FDOT Five- Year Transportation Plan
FY 2002-2006
We have reviewed FDOT's Five-Year Work Program as it relates to roads, bridges, and
enhancement projects. Listed below are projects of interest and/or changes from last
year's plan.
1. Project 4105042 - "Florida Keys O/S Heritage Trail" - New project scheduled for FY
2006. Description of work/location to be determined.
2. Project 2504451 - "New Jewfish Creek Bridge" - project was scheduled for FY2002,
but has been rescheduled to FY 2006.
3. Project 2504461 - "18 Mile Stretch Widening" - This project was deleted from the 5
Yr. Plan last year and is not in the proposed work program.
4. Project 2505482 - "AlA Reconstruction" - This Key West project is still scheduled
for FY2005. About $5 mil of right-of-way is required to be purchased in advance.
5. Project 2505711 - "Bike Path Connecting Bahia Honda to Little Duck Key"-
This project is still scheduled for FY2003.
6. Project 2505712 - "Paved Shoulders - Bahia Honda to Little Duck Key" - This
project is still scheduled for FY2001. Projects scheduled for FY 2001 do not appear
in the work program.
7. Project 2505341 - "3 Lane Big Coppitt" - Project was scheduled for FY2002, but has
been rescheduled to FY 2005.

8. Project 2505651 - "Bike Path MM 11-15" - New bike path connecting Big Coppitt to
Bay Point still scheduled for FY2001. Projects scheduled for FY 2001 do not appear
in the work program. Bids being sought.
9. Project 2505671 - "Knight's Key Pedestrian Facility" - This project, located at the
Marathon end of the Old 7 Mile Bridge, is still scheduled in FY2001. Projects
scheduled for FY 2001 do not appear in the work program.
10. Project 2505681 - "Bike Path in Grassy Key" - This project is still scheduled for FY
2001. Projects scheduled for FY 2001 do not appear in the work program.
11. Project 2505851 - "Bike Path MM5.2 - 9.6" - This bike path project connecting Key
Haven to Big Coppitt is still scheduled for FY2003.
12. Project 2505483 - "N. Roosevelt Blvd." - New project to reconstruct roadway
scheduled for FY 2006. Over $2 million of right-of-way is required to be purchased
in advance.
13. Project 2505642 - "US lIKey Deer Blvd. Expanded Intersection Improvement" -
This Big Pine Key project is still scheduled for FY200 1. An additional thru lane is
being added at the intersection so that the intersection operates more efficiently. Bid
opening scheduled for June 2001.
14. Project 4055821 - "Intersection Improvements, Various Locations, Phase 1"-
This project is still scheduled for FY2002.
15. Project 4055822 - "Intersection Improvements, Various Locations, Phase II"-
This project was scheduled for FY2002, but has been rescheduled to FY 2006.
16. Project 4056301 - "Bike Path MM59.2 - 65.2" - This bike path project connecting
Grassy Key to Long Key was scheduled in FY2004, but has been rescheduled to FY
2003.
17. Project 4056321 - "Bike Path MM25 - 37" - This bike path project connecting
Summerland Key to Bahia Honda is still scheduled in FY2004.
18. Project 4056331 - "Bike Path MM16.5 - 24.5" - This bike path project connecting
Lower SugarloafKey to Summerland Key is still scheduled in FY2004.

19. Project 4056341 - "Bike Path MM68.4 -73.8" - This bike path project connecting
Layton to Lower Matecumbe is still scheduled in FY2004.
20. Project 2505721 - "Bike Path Connecting Bay Point to SugarloafKey" - This
project is still scheduled for FY2002.
21. Project 2505641 - "USl Key Deer Underpass" - Project still scheduled
for FY 2001 and extends into FY 2002. Bid opening scheduled for June 2001.
22. Project 4056121 and 4058061 - "BPK Habitat Conservation Plan" - This project is
still scheduled for FY 2002.
23. Project 4082922 - "Drainage Improvements" - US1 Monroe County. Project
scheduled for FY2003.
24. Project 2514571 - "Flagler Ave. Landscaping" - scheduled for FY 2003.
25. Proj ect 2514471 - "N 0 Name Bridge" - Preliminary engineering scheduled in FY
2002 for bridge replacement.
In addition to these projects there are various road resurfacing projects and bridge
rehabilitation projects. Also, funding is provided for Planning Services, Airports, and
various other projects.

Section 1. The following are requests made of FOOT regarding th20epartmeifls

1. More detailed project descriptions and materials be provided to the County
Commission as soon as possible prior to the workshops.
2. A safety action plan to make the current 18 Mile Stretch safer even if the road
is not widened.
3. Response to concerns about traffic congestion and accidents on Big Pine Key
as soon as possible.
4. Safety improvements on Crane Boulevard. where Sugarloaf Elementary and
Middle Schools are located.
5. Consideration of traffic signals on US 1 at Big Coppitt Road; East College Road.
Stock Island; and High Point Road on Plantation Key at site of proposed Sheriff's facility.
6. The immediate construction of one two-lane bridge over Jewfish Creek on the
18 Mile Stretch.
7. Notification by fax or e-mail to the County Commission prior to the placemenf
of advertisements of hearings. (See attached contact list.)
8. Realign and/or replace Mile Markers on US 1 which were damaged or
destroyed by hurricanes or otherwise.
9. Approve the placement of "No Wake Zones" as requested by Monroe County
Marine Resources and the Board of County Commissioners.
10. Signs in the Big Pine Key area be illuminated or improved in order to make
travelers more aware of the need for protection of the Key Deer population.
11. Repair non-working lights on Boca Chico bridge.
12. level out the bumps on the old Seven Mile Bridge.
Section 2. The Board would like to thank FDOT for its efforts to make the US 1
corridor safer for non-motorized users in the proposed $12 million design and construction of
the Overseas Heritage Trail. .
Section 3. The Clerk is hereby requested to forward a copy of this Resolution to the
Florida Department of Transportation.

Florida, at a regular meeting of said Board held on the 8th day of December, 1999.

I'd like to offer some reasons ,"vhy the 4-lane bridge (actmtlly two, very wide two-lane bridges)
proposed by FIX)T is not a good idea and why a redesigned. single, fixed span, 2-lane bridge ro
replace the existing drawbridge at Jewfish Creek is a much better and more cost-effective solution.
1. Jewfish Creek drawbridge is only the eighth most-severe hurricane-evacuation critical link on
the Army Corps of Engineer's most recent list, well behind two critical links in Florida City in
terms of severit\!. The soon-to-be released "Miller Monroe County"~ evacuation studv does not
identify the Jew{ish Creek Bridge as a critical link at all. This means replacing the bridge\vould not
improve hunicane evacuation. It is. after alL locked in the down position during an evacuation.
2. FDaf has proposed to build these two bridges to replace the Jewfish Creek bridge if the
"three/four-Ianing'. of the I8-mile stretch does not come to pass and the I8-mile stretch remains a
two-lane road. The "US-l South" project (as the three/four lane project is known) has not been
approved by the Army Corps of Engineers. They have called for FDOT to produce a Secondary
Environmental Impact Statement. to address the "secondary impacts" or those impacts that are not
directly a result of building the project, like the increa'led pressure on the infrastructure of the Keys
and the coral reef.
3. Why vvould one ,",'ant to build two 45-foot wide bridges that emptied onto one 2-lane road?
The bottom of this bridge at the north end would seem to be a very unsafe spot to have a
guaranteed traffic jam during an evacuation. The north end of the two 2-lane bridges \,vould
become one of the most critical links in the entire e.vacuation route.
4. This traffic jam would occur regularly, net just during an evacuation. The argument to four-
lane the remainder of the road north of the two 2-lane bridges will be bolstered considerably
because of thispel"peJual traffic jam. This is why many feel that both the two 2-lane bridges and the
three-lane high\vay are Trojan horses. Both increase the likelihood that the entire four-lane project
is built eventually. by delivering near-term misery in the form of perpetual tfaffic jams and
decreased safety (the three-lane highway is less safe, according to FDOT 1) which would cause the
public to clamor for the completion of FDOT's original. complete four-lane highway.
5. Traffic safety is probably a valid reason te replace the bridge, but since hurricane evacuation is
aoJ olle of the reasons, the extra northbound lane on the bridge is unnecessary. Two 2-1ane bridges
would be superfluous and one safe. two-lane, fixed span bridge would provide all the hunicane
evacuation, level of service. navigation and safety improvements that \\ie need for the foreseeable
future (the goals of FDOT for till s project).
6. Two 2-lane bridges are simply wasteful.
7. The two most frequent locations of accidents (within the project limits) are 1. Jewfish Creek
bridge, and 1. The first one-quarter mile section of US-I north of Abaca Road prior to the. bridge
(the southern end of the project area). The two 2-lane bridges project, as currently designed, would
Iillt fix the first-quarter-mile problem. ~o significant improvements are planned for this traffic-
safety problem area. Either version of the bridge would fix the Jewfish Creek bridge problem area.
A redesigned. single two-lane bridge could fix both problems! This is an excellent reason to send

8. I btlieve two 2-lane bridges would induce traffic, meaning that there would be more traffic in
the Keys as a direct result. An attractive new fIxed-span bridge which replaces a cantankerous
dmvbridge qualifies as an attractor of traffic, That means that the construction of this bridge would
produce secondary impacts of the sort we are concerned about for the whole project. Thus, a new
fixed span bridge at Je\vfish Creek of any description confirms the U,S, Army Corps of
Engineer's call for a Secondary Environmental Impact Statement.
9. It has been said by FOOT officials that they need a fOUf-lane bridge because trucks could
cause a traffic slow-dm":n if thev did not haye an extra lane into which they could divert so faster
traffic could pass. Presumably this is meant to be a concern related to hurric.ane evacuation. I don't
think it is meant to be a criticism of everyday traffic, because we live with the absolute stoppage of
traffic right now when the drawbridge is open. Any road that eliminated the drawbridge would be a
significant improvement.
10. I believe the trw.:k-slmvir.g argument to be spurious for several reasons: As has been
established in other documents, the ideal evacuation speed is approximately 30 miles per hour. Any
self-respecting truck can maintain 30 miles per hour up this bridge, so there shouldn't L)e a problem
during an evaCUation. If trucks do haye trouhle '.making the grade" on this bridge, either this
bridge is not designed as well as the other similar span bridges within the. Keys, or we have lived
with such a problem for a long timt: and it is not an issue-anymore than it is with the other
bridges. The probabIlity of traffic slowing down as a result of a truck climbing the bridge is much
lower than the probability of traffic SlQ-J2plng because there are two lanes of northbound traffic at
the bottom of the north end of the bridge feeding into one northbound lane,
II. Each of the two. 2-1ane bridges that would comprise the four-lane bridge complex. as
described in the SF\VMO application, is 45 feet wide. Post, Buckley has determined that three.
lanes can be madc out of the 35-foot wide bridges in the 26 miles between Mile Marker 54 and 80.
If an extra northbound lane is deemed essential for the possibility that a truck would slo\\" down or
for evacuation, a 4S-foot wide bridge could easily be converted to three lanes, with 10 feet left over
(compared to the 35-foot bridges). We live with many miles of 35-foot-wide bridges throughout
the Keys today. How logical is it to criticize a 45-foot-\vide two-lane brIdge as not being wide
enough?
12. The traffic statistics for the County-\vide Hunicane Georges evacuation proved conclusively
that none of the 18-mile stretch is an impediment to evacuation even with the (locked-in-the-down-
position) old drawbridge at Jewfish Creek. There were actually more vehicles that "evacuated"
three weeks earlier after Labor Day Weekend-also with no problem.
13. A smgle, wide-enough-for three-lane. 45-foot wide fixed span would be more than adequate
to fulfill all our requirements for years to come.

PATH PLAN, (page 4) to Item F.4. FOOT 5
YEAR TRANSPORTATION PLAN, (page 10).
Both have projects indicating paving/resurfacing of
CR-905.
However, The "County" price is $950,000
compared to the "FDOT" price of$4,303,OOO.
(a) Are both the "County" and "FOOT' contributing towards
the project for a total of$5,253,OOO?
(b) The "County" plan allocates ftmds in 2000-1001, while
FOOT is allocating fimds for 2002.
a. Which year is the project being scheduled for?
b. Or, are we getting "Paving" in 2000-2001 and
"Resurfacing" in 2002?
CONCLUSION aDd CONCERN: We had public input last year regarding -Y /'
the "paved shoulder and swale" along CR-905. PLEASE, make sure this
project is only resurfacing the existing pavement. It is not, we need to have
(another) Public Hearing.

1. CARD SOUND ROAD IN DADE COUNTY - At the FOOT 5 year
work plan public hearing we asked ifFDOT could reswface the Dade
County portion of Card Sound Road. {Quite frankly, I don't believe the
public request will go very filr lBlless our Commissioners ask FDOn.
This section of the CR-90SICard Sound Road is in great need of repair and I
believe this also goes to the Hurricane Evacuation Issue.
We may get some cooperation from Dade COWlty and/or FOOT, if our
Commissioners start asking for the entire length of Card Sound Road to be
resurfaced. Now, is the time for BOCC discussion and to ask FOOT, or it
will be another year before they are back for input.
2. INFORMATIONAL TRAILER DURING THE CURRENT JEW
FISH CREEK BRIDGE REPAIRS - The message is too long. Drivers are
past the "trailer" before the entire message displays. Drivers wmecessarily
take Card Sound Road (and pay the toll). (Speaking:from experience). We
told the Toll Bridge attendee we would complain to our County
Commissioners, he said, "I wish you would". He gets a lot of complaints
about the infonnation trailer message being too long! Solution: When Jew
Fish Creek Bridge is closed, the trailer, in Florida City, should have a large
flashing arrow pointing to Card Sound Road and stating "To Key Largo".

our customer's are being provided the most detailed information available for' them to be infonncd
on the transpDrtation projects being planned for their communities.

need for additional lanes on the l8-mile stretch. The study should be completed by the fall of this
year. The Department continues to believe the current plans for the 18-mile stretch offers the

Program interim intersection improvements on US-! and Key Declf Boulevard and this project is
scheduled for construction in fiscal year 2000/2001. Also programmed in the tentative S-year
Work Program is the Key Deer Crossing and related improvemcn, projects which are currently in
the final design phase with conatruction scheduled in fiscal year 200012001. These improvements
wiD help to alleviate some of the traffic congestion problems as wcU as providing the Key Deer
herd a safer path by crossing under US. I. Finally. the Departmen'L is in the process of conductin&
along with various governmental and environmental partnerl, the Big Pioe Habitat Conservation
Plan (RCP) which once completed will provide additional recommendations for highway
improvements as weB as wolking on ~crous environmental and wild life issues of concern to
the residents of Monroe County.
