RESOLUTION NO. 511 ,2008
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA AUTHORIZING THE REDUCTION OF
IMPACT FEES BY 25% FOR THE NEXT 18 MONTHS AND AUTHORIZING
THE MONROE COUNTY SHIP ADMINISTRATOR TO APPLY FOR AND
ADMINISTER A SPECIAL AWARD OF DOWN PAYMENT ASSISTANCE
FUNDS FOR MONROE COUNTY; AND THE COUNTY ADMINISTRATOR IS
AUTHORIZED TO TAKE ANY FURTHER CONSISTENT ACTION
NECESSARY TO IMPLEMENT THIS RESOLUTION; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Florida State Legislature provided $20,000,000 in down-
payment assistance funding under the 2008 Appropriation Act including specific
Appropriation 1616; and
WHEREAS, the Florida Housing Finance Corporation is responsible for
administrating and obligating these funds; and
WHEREAS, the Act specifies that the State Housing Trust Fund shall be used for
homeownership assistance in counties and municipalities in the state which have
reduced impact fees within the twelve (12) months prior to the effective date of this
act, or reduce impact fees subsequent to the effective date of this act, by a minimum
of twenty-five percent (25%) for a period not less than eighteen (18) months, or
whi,;h impose no impact fees entirely for homeownership purposes; and
WHEREAS, up to $2,000,000 in funding is available under the program for
Monroe County; and
WHEREAS, the Florida Housing Finance Corporation has selected the State
Housing Initiatives Program (SHIP) as the financial delivery system for these funds;
and
WHEREAS, Monroe County has a county wide SHIP Program; and
WHEREAS, the Monroe County Local Housing Assistance Plan has a
Homebuyer Assistance Strategy which could be utilized for the delivery of funds; and
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners of Monroe County Florida, that the County hereby:
Authorizes the reduction of all impact fees by 25% for the next 18 months, and
authorizes the Monroe County Program SHIP Administrator to apply for and
administer a special award of down-payment assistance funds for Monroe County
and the County Administrator is authorized to take any further consistent action
necessary to implement this resolution.

County, Florida at a regular meeting of said Board held on the 17th day of December,
2008.

DOWN PAYMENT ASSISTANCE
PROGRAM DESCRIPTION
The State of Florida Legislature appropriated $20,000,000 in down payment assistance
funding under the 2008 Appropriations Act. The funds were appropriated from the State
Housing Trust Fund and therefore the Florida Housing Finance Corporation is
responsible for administering and obligating these funds.
In order to be eligible to receive funding under this appropriation, a local jurisdiction or
municipality must currently have no impact fees assessed on any new housing or reduce
all impact fees by an aggregate of at least 25% for 18 months. Upon meeting the
eligibility criteria, a jurisdiction may submit a request for funding which must include the
following:
I. Submit proof of meeting the eligibility criteria.
2. Submit an explanation of the type of activities that the funding will be used
for. If the planned activities are not already being carried out under the SHIP
Program, and included in the approved Local Housing Assistance Plan
(LHAP), then a revision to the LHAP must be submitted and approved.
3. Submit a request for funding amount including the maximum amount that will
be awarded per applicant.
4. Submit an assessment of the housing market detailing the need for the funding
and the ability to expend the funds in a timely manner.
5. Submit a timeline detailing the length of time it will take to expend the funds.
