RESOLUTION NO. 512 ,2008
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA AUTHORIZING THE MONROE
COUNTY SHIP PROGRAM ADMINISTRATOR TO ADMINISTER A
SPECIAL AWARD OF DOWN PAYMENT ASSISTANCE FUNDS FOR
THE CITY OF KEY WEST; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Florida State Legislature provided $20,000,000 in down-
payment assistance funding under the 2008 Appropriation Act; and
WHEREAS, the Florida Housing Finance Corporation is responsible for
administrating and obligating these funds; and
WHEREAS, the primary eligibility factor for requesting these funds is currently
having no impact fees assessed on any new housing or reduction of all impact fees by
an aggregate of at least 25% for at least 18 months; and
WHEREAS, the City of Key West has passed a Resolution reducing all impact
fees by an aggregate of at least 25% for at least 18 months; and
WHEREAS, the maximum award that may be applied for is $2,000,000; and
WHEREAS, the Florida Housing Finance Corporation has selected the State
Housing Initiatives Program (SHIP) as the financial delivery system for these funds;
and
WHEREAS, Monroe County has a county wide SHIP Program; and
WHEREAS, the Monroe County Local Housing Assistance Plan has a
Homebuyer Assistance Strategy which could be utilized for the delivery of funds; and
WHEREAS, the City of Key West has requested the Board of County
Commissioners of Monroe County to administer a special award of down payment
assistance funds utilizing the Monroe County SHIP Program.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners of Monroe County Florida, that the County hereby:
Authorizes the Monroe County SHIP Program Administrator to administer a
special award of down payment assistance funds to the City of Key West, Florida
effective this day and at no cost to the County.
PASSED AND ADOPTED by the Board of County Commissioners ofMomoe
County, Florida at a regular meeting of said Board held on the 17 th day of
December , 2008.
