RE: Selection Committee for Geospatial Land Cover Dataset Development
This intent of this memo is to describe the selection committee evaluation process to
select a consultant to develop a geospatial land cover dataset for the Florida Keys.
The selection committee for RFP-GMD-371-49-2008-PUR/CV met on Tuesday,
December 2, 2008 at 10 a.m. at the Marathon Government Center, 2798 Overseas
Highway, Marathon, Florida. The following members were present: Andrew Trivette,
Monroe County Growth Management Division Director; Ralph Gouldy, Monroe County
Senior Administrator of Environmental Resources; Kim Rohrs, Monroe County Senior
GIS Planner; and Bryan Davisson, Monroe County GIS Planner. There were no
members of the public in attendance.
The selection committee reviewed the proposed project, score sheet, and insurance and
requirements. Each of the twelve responses was then evaluated to determine if they met
the minimum qualifications.
The selection committee reviewed and discussed 12 responses. After discussion, each
committee member, working independently, scored each of the twelve respondents. Due
to time constraints the meeting adjourned at 1:30 and was scheduled to continue on
Friday, December 5, 2008 at 10:30. A final ranking was determined during the second
meeting by averaging each respondent’s scores. The maximum possible score is 110.

The selection committee unanimously agreed that Photo Science should be recommended
to the Monroe County Board of County Commissioners as the selected contractor for this
project. Photo Science scored high marks in the project experience category based on the
firm’s experience in developing geospatial land cover datasets for projects similar in size
and scope in South Florida. Photo Science also ranked high among the technical
knowledge and education of staff category. The firm’s project approach and
methodology also scored high marks reflecting an understanding of specific project
requirements.
Additionally, the selection committee agreed that if a contract could not be negotiated
with Photo Science, the County should pursue a contract with the next highest ranked
respondent, Ecospatial Analysts.

Note: Photo Science will provide the County with monthly progress reports and, if requested, preliminary
draft map products on a monthly basis.
Note: If the County chooses Photo Science to not conduct a Thematic Accuracy Assessment, then a draft
land cover data set will be delivered to the County for review by April 6, 2009. Assuming the County
requires four weeks to review this delivery, all final edits, metadata and the final report will be delivered to
the County on or before May 29, 2009. If the County takes less time to review this delivery then the final
due date will adjust accordingly.
