Cold spots have historically referred to those remote or less populated areas that would not connect to the County/FKAA centralized system but would instead contract for installation of on-site systems regulated by the Department of Health. The centralized systems are regulated by the Department of Environmental Protection. Outdoor Resorts has requested that County confirm that regional service is not anticipated to be provided to the west end of Long Key so that wastewater treatment plant (WWTP) expansion can be scheduled. Monroe County’s primary interest is 2010 compliance for those properties on the Oceanside West End of Long Key (WLK-Cold Spot). Connection to Outdoor Resorts or the Layton plant may be a more cost effective alternative that installation of onsite systems. County reviewed the Marlin Engineering Outdoor Resorts of Long Key Wastewater Treatment Plant Feasibility Report of August 8, 2008. County Engineering Wastewater Department is waiting for FKAA updated estimates to connect the WLK-Cold Spot. Obtaining the conceptual collection- transmission system construction cost estimates is necessary to complete this analysis and will be discussed at the next County/FKAA coordination meeting. Staff reviewing Public Private Partnerships utilized by Florida Department of Transportation for application to wastewater projects. Community Development Block Grant (CDBG) Staff is researching and tracking DCA CDBG program for potential funding for sewer lateral construction for lower income residents. Activities include following program development, drafting letter for Administrator signature requesting rule change hearing, attending public hearing (via telephone call in) on program update and communicating with DCA staff to determine whether grant funds will be available for sewer hook ups in future grant cycles. Area of Critical State Concern - 10 Year Plan Reporting No action necessary. Florida Keys Reasonable Assurance Documentation (FKRAD) Successfully recommended revisions to the Central, South-Central, and Southern Reasonable Assurance Documentation (FKRAD) Stakeholder Agreements. Prepared Agenda package requesting approval to execute at December 8, 2008 special meeting. South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt) Working with the Florida Department of Environmental Protection (FDEP) to revise Disbursement Request 3 from FDEP Grant LP6803. Completed Grant Work Plan Form and Agreement Information Form for a $100,000 General Appropriation. Received Grant Agreement for approval to execute at the January BOCC meeting. Began drafting State Revolving Loan Fund (SRF) Loan Application. Promptly provided adjusted pre-payment memos, as needed, to assist property owners with quick turn around for real estate transactions. The prepayment memos provide directions for property owners to payoff the non-ad valorem tax assessment and avoid future interest and administrative fees. Wastewater Report – December 17, 2008 BOCC meeting Page 1 of 5 Staff overseeing FKAA construction on three contracts for collection system installation to insure compliance with County procedures. Responsibilities include site inspection, attending construction progress meetings on all contracts, responding to requests for information from contractors and FKAA and investigating resident complaints and questions. Reviewed final pay application for Contract 1 – Forcemain construction and preparing final project documentation for project close-out and final reimbursement of $174,719. Original Contract Amount: $2,186,480; Contract with Change Orders: $2,368,604. These Change Orders were for forcemain pipe in Conch Circle to the wastewater treatment plant, ductile iron pipe for impacted substrate, upgraded manhole liners, and stainless steel pipe increase while waiting for Florida Department of Transportation permit. The project began in early 2007 and was completed mid 2008. Shark Key collection system 69% complete. Last pay application received from FKAA was #13 through April 2008. This has been approved by Engineering and is under review by Clerk. Percent complete will updated when next pay applications are received. Pay application #s10 and 11 have been approved by Engineering and are under review by Clerk. Applications #12 and 13 are under review by Engineering. Percent complete will updated when next pay applications are received. Geiger and Rockland Key collection system construction underway. County has not yet received pay application for this project. WWTP construction is 46% complete. Last pay application received from FKAA was #9 through August 2008. This has been approved by Engineering. At the monthly County FKAA coordination meeting, FKAA indicated that additional work has been identified at the Key Haven plant that will need to be addressed before further progress can be made toward purchase of the Key Haven system. Cudjoe Regional Wastewater Treatment Facility Submitted permit modification application for Cudjoe landfill to FDEP. Initiated review of Draft Collection System Alternatives Report. Design to complete bid documents for Cudjoe Regional Service Area are estimated by FKAA to cost $8M; $2M has already been advanced; $1M is encumbered. The Scope of Services for the design, permitting and bidding services for the WWTP and transmission system are under review. Cudjoe Regional Collection System Preliminary Design Reports underway. Two proposals for non-ad valorem assessment services under review. Hearing to adopt Resolution of Intent to use the Uniform Method of Collection for wastewater System Development Fees scheduled for December BOCC meeting. Statute requires Resolution of Intent to be adopted by December 31, 2008. This costs is necessary to complete funding analysis for the Duck Key project. Quantified FY08 expenditures for Clerk. Duck Key collection system design is complete and permitted. Design for Duck Key treatment plant upgrade 90% construction drawings under review by FKAA. 73% of 150 EDUs at Conch Key are connected to system. Researching whether State Revolving Funds (SRF) will be available for the Duck Key project and if the Department of Agriculture assistance for rural communities, identified by the University of North Carolina’s Environmental Finance Center, is an alternative. Key Largo Wastewater Treatment District Key Largo Sewer – Monroe County site inspector overseeing construction on KLWTD projects to ensure compliance with County road restoration requirements, including attending pre- construction meetings with contractors, inspecting road repairs, meeting with contractors to determine repairs and replacement of county road signs in project area. Quantified FY08 expenditures for Clerk. Ongoing review and approval of reimbursement requests for MSTU and Sales Tax Revenue Funding sources. Stock Island Key West Resort Utilities (KWRU) has completed construction of the upgrades designed for 2010 AWT compliance. Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3 of the expanded vacuum system are connected. Code enforcement meetings are held monthly and fines are being imposed if design, permitting, and connection deadlines are not met. Engineering is developing a compliance tool to identify properties that still require connection. Engineering reviewed service availability for code enforcement case. Report drafted to describe service availability issues for each distinct real estate property. Copy of as-builts will be included in report. Established policy and procedure for depositing Stock Island consent and acknowledgement down payments. Stormwater Updated scope of services to include acreage benefitting from stormwater improvements to be built under South Florida Water Management District (SFWMD) Grant. Received final reimbursement from 2008 SFWMD grant. Contract Management Reviewed and approved Government Services Group, Inc. final payment for payment database development and first year maintenance.
