Holmes: On behalf of Monroe County Board of County Commissioners, I am pleased and proud to express the County’s willingness to work with U.S Navy and Naval Air Station Key West to acquire the Gulf Seafood property in Stock Island in order to protect and preserve it for commercial fishing purposes and thereby prevent or diminish future issues posed by this parcel continuing to have redevelopment rights. When the County is fully apprised of the entire scope of conditions of the Partnering Program, it will be able to determine whether to execute the documents necessary to enter into a partnership with the U.S. Navy and Naval Air Station Key West. This letter sets forth our intent to work toward that goal. The County recently applied for state funding to acquire this critical working waterfront parcel through the Stan Mayfield Working Waterfront Grants program, administered by the Florida Communities Trust. However, additional funding will be required. This parcel lies in close proximity to the Naval Air Station, in or very close to the AICUZ, which the Naval Air Station has requested that the County adopt but which has negative impacts on individual property rights. As such, this project would be an ideal applicant for funding through the Navy’s Encroachment Partnering Program. Successful acquisition of this parcel will enable us to restrict in perpetuity the parcel’s uses to commercial fishing and prevent any future AICUZ issues for the neighboring air station.
