Dear Mr. Gastesi:
I would like to request that the Commission authorize the following
expenditures from the Law Enforcement Trost Fund:
5 541.07 Monroe County Sheriff's Office: to purchase/replace equipment for the
MCSO Honor Guard. The MeSO Honor Guard is requested for functions
throughout the County.
515,000.00 Monroe County School District: to help fund an additional
counseling position for the start-up program of The Keys Center
(formerly PACE Center for Girls).
$ 5,000.00 Key West High School Girls Softball: to help cover expenses.
$ 1,000.00 Marathon AYSO: on behalf of the Marathon Under 12 Girls
Soccer Team to assist with tournament expenses.
$ 2,000.00 Monroe County Sheriff's Office: to help the MCSO Animal Farm with
items that are needed to continue "Easter on the Farm" and "Christmas on
the Farm" for the year 2009 for the children of Monroe County.
$20,000.00 Monroe County Education Foundation: to help the student.
mentoring program providing fully paid scholarships for low-
income families.
510,000.00 Monroe County Education Foundation: for a one-week
leadership camp for 50 new Take Stock middle school children,
organized by the Florida Sheriff' s Youth Ranch.

Dear Sheriff Roth:
Thank you again for meeting with me last week to discuss the financial challenges faced by The
Keys Center, (former PACE Center for Girls). As you may recall from our discussion, we are
seeking assistance from the Sheriff's Department in the amount of $37; 000 to fund an additional
counseling position for our start-up program. Currently we serve 50 girls in all 3 centers and
have a waiting list for the Key West program, where an additional counselor is needed.

The Keys Center program is designed to meet the academic and counseling needs of at-risk girls
throughout Monroe County with an individualized academic program that focuses on getting the
girls back on track to graduate high schooL The counseling program focuses on reducing the risk
factors that first brought the girls to our program through crisis intervention, family counseling,
and psycho-educational groups. The counselors and staff monitor a 24 hour crisis phone for girls
and their families to ensure that someone is always available should a need arise.
The Keys Center is a positive alternative education and counseling center established to meet the
individual needs of some of our most challenged students and the only voluntary prevention
program of its kind in Monroe County. Currently, we serve all areas of Monroe County with 3
centers strategically located to meet the needs of all areas of the Keys. Our main Center (serving
20 girls) is located on the campus ofFKCC in Key West. with the Middle and Upper Keys being
serving 15 girls each which are located on the campuses of Marathon and Coral Shores High
Schools. Our goal is to expand the Key West program to 45 girls by year end and add in a boys
section at the beginning of the 2009/2010 school year.
Current funding for The Keys Center academic program is supported through FTE funding by
the school district, while the counseling component is supported entirely through grant funding,
private donors 3;I1d fund raising activities.

One of the secrets to our success is truly understanding the relationship between victimization
and juvenile crime, and then creating a safe environment where the students share their
experiences and begin the healing process, To accomplish this we value all students and teach
them to believe in themselves. We help them understand their potential and realize that they
deserve a life that focuses on their potential not the poor choices they made in the past. We look
for opportunities to recognize their success, help them build self-confidence, and understand the
importance of a positive perspective. Our goal is for each student to become a productive citizen,
who will take responsibility and help others. We help them get back on track academically,
graduate high school, and begin careers or go on college.
This solid foundation for the program has ensured its success for over 11 years.(first as PACE
and now as The Keys Center). The data supporting the success of the program has been
substantiated through the quality assurance reviews conducted by The Department of Juvenile
Justice, PACE Inc., and The Monroe County School District where results include:
. 98 % of the girls while enrolled in our program reduced or eliminated their high risk
behavior
. 96% of the girls who left the program., 6 months earlier, had no recidivism associated with
the high risk behavior that brought them to the program
. 96% of the girls had no recidivism, after 1 year oftransitioning from the program
. 93% of the girls who were in the program for 30 days or more improved school success,
youth employment and self-sufficiency .
. 8']0;0 of the girls improved their academic functioning while attending the program
. While attending the program all girls substantially reduced the risk factors that initially
brought them to here (i.e. runny away, drug and alcohol use, incidences of abuse, school
failure, truancy)
. Significantly increased the number of dropouts who retutn.ed to school and went on to
graduate
. Substantially increased the number of girls who participate in and successfully complete
college level dual enrollment classes
. Significantly increased the number of girls who attend college
But greater evidence of the success of the program comes from the students who have graduated
from our program. Myrna, a 2008 graduate, whose home life was filled with violence and drug use
during her time in the program, had this to say about P ACElThe Keys Center and it's affect on her
life:
"Things are going very well for me up here i like it a/ot.Oob corp) I am class president of my
class, 1 am room captain of my dorm, I am a tutor because my T.A.B.E test scores were so high
and I am also running/or secretary of the Student Government Association (S. G.A). The culinary
Arts class is full until January. So im thinking about doing computer tech. but I'm not quite sure
yet. I was just writing to tell you how much i appreciate everything that not only you have done
but what the entire pace staff has done for me. You all have helped me so much words cant
explain. You have taught me positive things that I use everyday in my daily routine. When I was
ever having trouble or the slightest doubt about any kind of situation you were always there to
lend a helping hand because of your kind and helping heart and positive feedback im staying out
of trouble and doing something with my life. Thank you so much for everything its highly
appreciated and because of it i feel that i am highly favored and blessed Once again thank you
so much!!! "
To continue to meet the needs of at~risk girls like Myrna, we need additional funding from our
all of our community partners including the Sheriff's Department.

The results of this additional funding will allow us to eliminate the current waiting list in the Key
West Center and to expand our enrollment to include a total of 45 girls. The funding would be
the financial foundation on which we will move forward with adding a boys' component to the
program, and will help ensure that the program continues to meet the needs of the most challenged
students throughout Monroe County.

As I explained, my granddaughter, Alexandra Ramberg who is a member of the Marathon
Under 12 Girls Soccer Team. I've attached a picture of Alex and one of her team) These
girls have worked very hard throughout the soccer season to have reached the
',-- tournament stage. They recently won the Conch Cup Tournament held in Marathon last
weekend. I've attached a copy of the write up from the Marthon Free Press. Their team is
gearing up for their next tournament, the State Tournament, January 17, 18, 2009 which
will be held in Wellington, FL. The team pays their own expenses for these tournaments
including registration, hotels, meals, etc. These girls are outstanding athletes and most
are honor students and they need your support. Help us to help them continue to reach

This is to confirm our telephone conversation of today.
I write on behalf of the Monroe County Education Foundation. We are requesting the
continued financial support from Sheriff Bob Peryam and the Sheriffs Department for
Take Stock In Children. In recent prior years, the Department has allocated up to $50K
each year, and has continued to be a "Leadership Donor."
This year, we are requesting $10K for Crossroads Adventure, a one-week leadership camp
at Inglis, Florida for the exclusive use by about 50 newly-signed Take Stock 7th and 8th
graders from all of Monroe's middle schools, organized by the Florida Sheriffs
Association.
Further, we are requesting $20K for the traditional Take Stock scholarship fund.
Contributions from all Leadership Donors are matched by Monroe's citizens and other
donors, and the total is again matched in Tallahassee by Project Stars, a program
within the Florida Pre-paid Found' which supports Take Stock scholarships for youth
from poverty-level families.
Our total request at this tim is $30K. our checks should be made payable to the Monroe
County Education Foundatio , and r ceived by January 20, 2009. Thank you.
