Where Are We Now
This quarter we focused our
reporting on the County's Ad
Valorem funds. The Ad Valorem
funds are in a much more stable
position in comparison to
February 2008. The General
Fund Reserves ended fiscal year
2008 with $16.5 million dollars.
The other Ad Valorem fund
balances are stable at year end,
with the exception of the Fire &
Ambulance fund which will be
corrected this year.
Countywide revenue in the
General Fund (excluding excess
fees & internal transfers) of
$21,175,742 is at 51.7% of
budget ending Q1(Dec. 31,
2008). State shared sales tax
revenues ending Q1 are at
18.7% of budget, actual receipts
are down (-11.6%) from prior
year. The half -cent sales tax
which is split 50/50 with the
General Purpose Municipal
Service Taxing District is tracking
(-13%) below last year's receipts.
The Tourist Impact Tax which is a
locally imposed tax of 1 percent
on transient rentals, appears
stable and is up 3% over last
year for the months ending
October & November. Aggregate
Ad Valorem tax revenues are on
target at 65% collected ending
the first quarter.
Conservatively adopted
revenue budgets should protect
the County against significant
impacts from declining State
revenues. Staff will continue to
monitor revenue very closely and
make recommendations to the
Board as required.
As it stands now the County is
in a positive position for the
2010 budget. The corrective
measures implemented for the
2008 and 2009 budgets were
successful. Additionally, we are
still saving dollars by holding
vacant positions and delaying all
discretionary spending.
The 2010 budget cycle has
begun. At the February regular
BOCC meeting the Board will
approve the 2010 Budget
Timeline. The County
Administrator will give direction
to senior staff at his March 5th
Directors meeting to submit
departmental budgets. These
will be due in to the budget
office by March 19th.
During the third week of April
the Administrator will review
each budget as he continues to
look for ways to streamline the
organization in order to cut costs
and reduce the need for
additional tax dollars.
During May & June OMB will
balance funds, calculate millage,
and prepare the Tentative
Budget, which will be delivered
to the BOCC during a special
budget meeting on July 13th at
the Harvey Government Center
in Key West.

Human Services Advisory Board
The funding cycle for human services providers in
%4 , Monroe County for FY 2010 has begun. On February
11th, 2009 the Human Services Advisory Board will meet
to review the upcoming year's application process and
timeline.
We hope to have applications for HSAB funding available to
provider organizations in late February. Applications will be
due back in April and funding recommendations will be made
by the HSAB in May. While no final determinations on total
funding availability have been made, we are currently
anticipating the same level of funding as last year.
Monroe County salutes the commitment of our local
community -based organization in providing critical health,
prevention and support services to the families and children of
our Keys communities.
Other Mentions...
OMB recently submitted a grant request for $2million for a one-
time Homeowners' Assistance Program through the Florida
Housing Finance Corporation.
FEMA Update: All Project Worksheets have been completed for
both Tropical Storm Fay and Hurricane Ike, Funding Agreements
have been approved, and the State has begun to obligate some
of the approximate $3million in federal and State
reimbursement assistance that can be expected.

GENERAL FUND-001
The General Fund is the chief operating fund of Monroe County and one of the most difficult to predict due to
due to a large number of programs that run through the fund. Expenditures for the Constitutional officers other than the Sheriff
are accounted for in this fund as well as non -profits, Public Works, Libraries, Welfare Services, Emergency Management,
Medical Examiner Services, Administrative Services and others. The majority of Grant Match is provided here.

The original 2008 budget appropriated $2.5 million dollars of fund
balance which could have ended the fiscal year at $11.6 million
dollars, seriously below the required level.
Corrective measures implemented throughout the year had a
positive net change of $2.4 million.
Staff recommendation is to maintain $18-$20 million dollars
in unreserved fund balance.

Overview
A property tax, more specifically called an ad valorem (according to value) tax, is a tax based on the value of the property.
In Florida, there are three factors for calculating the amount of property tax assessed on a piece of real estate: the value of the
property, the amou nt of the value exempted from tax, and the tax rate. Each county's Property Appraiser's Office calculates
property values and Florida law dictates the exemptions. The tax rates are set by the various local governments authorized to collect
property taxts according to Florida law. Local governments may levy ad valorem taxes up to ten mills for county purposes.
The state constituion provides two exceptions to the ten -mill cap. The exceptions include a voted debt service millage and a
a voted m illage not to exceed a period of two years.
Ad valorem taxes are considered general revenue for general-purpose local governments. If ad valorem taxes are levied within a
municipal service taxing unit (MSTU), the expenditure of those funds may be restricted to those services specified in s.125.01(1)(q),F.S.

Revenue Use- General Operating Fund, 001
Overview
Any county creating a land authority pursuant to s. 380.0663(1), F.S. is authorized to levy a 1 percent tax on transient rental
facilities with in the county area designated as an area of critical state concern pursuant to ch. 380, F.S. If the area(s) of
critical state concern are greater than 50 percent of the county's total land area, the tax may be levied countywide.
The tax proceeds are used to purchase property in the area of critical state concern and to offset the loss
of ad valorem taxes due to those land acquisitions.
Authorized Uses
The proceeds are distributed as follows:
1)Fifty percent is transferred to the land authority to be used to purchase property in the area of critical state concern for which the
revenue is generated. No more that 5 percent may be used for administration and other costs related to such purchase.
2)Fifty percent is distributed to the county's governing body and shall be used to offset the loss of ad valorem tax revenue due to
property acquisitions.

Analysis
TIMP tax has remained stable with a year end increase of 2%. The drop in September may not be an indication of declining revenue as
three out of the four prior year's examined had low numbers in the final month of the fiscal year.
This year's budget is comfortably below the FY08 receipts by 10 percent.

Overview
The Florida Revenue Sharing Act of 1972 was a major attempt by the Legislature to ensure a minimum level of revenue parity
across units of local government. Provisions in the enacting legislation created the Revenue Sharing Trust Fund for Counties.
Currently, the trust fund receives 2.9 percent of net cigarette tax collections and 2.044 percent of sales and use tax collections.
An allocation formula serves as the basis for the distribution of these revenues to each county that meets the eligibility requirements.
Authorized Uses
There are no restrictions on these revenues; however, statutory provisions exist that restrict the amount of funds that can be pledged
for bonded indebtedness. Counties are allowed to pledge the guaranteed entitlement proceeds. Additionally, the second guaranteed
entitlement may also be assigned, pledged, or set aside as a trust for the payment of principal or interest on bonds, tax anticipation
certificates.

The State has provided a revised revenue estimate for FY2009 from $1,923,307 to $1,827,142 or -5% .
Staff may reduce budget (124,765) through vacant position surplus funds if required

Local Government Half -cent Sales Tax Program

Has also been allocated to the Parks and Recreation Fund in prior fiscal years
Overview
Authorized in 1982, the program generates the largest amount of revenue for local governments mong the state -shared revenue sources.
The program's primary purpose is to provide relief from ad valorem and utility taxes in addition to providing counties and municipalities
with revenues for local programs. It allocates 8.814 percent of net sales tax proceeds to the Local Government Half -cent Sales Tax Clearing
Trust Fund and allocation formulas serve as the basis for the distribution.
Authorized Uses
The proceeds shall be deemed countywide revenues and shall be expended only for countywide tax relief or countywide programs.

Analysis
This revenue has been relatively stable with a 1 % decrease each year for the last three years. As with TIMP tax September
is typically a low month. The current year budget is 3.1 % below FY 08 receipts. However the State has revised its revenue estimate
from $7,995,311 to $7,515,592 or -6% . Staff may reduce budget through vacant position surplus funds if required
Recommendation
Budget adjustment may be required to both the General Fund, 001 and the GPMSTU, 148 at the end of the 2nd Qrt.
FINE & FORFEITURE
FUND
FINE & FORFIETURE FUND-101
Funds Countywide Policing, Sheriffs operations, County Court System and Jail operations and Truama Star.
The fund had cash flow problems in the past however is currently stable. Ad Valorem tax levy was shifted to
the General Fund for fiscal year's 2008 and 2009 to help stablize the fund, For the 2010 budget that will need to be reversed.
Going forward a minimum of 3 months of operating expenditures should be maintained in reserves to allow for the Sheriff
draw to be cut during the first few months of the fiscal year, prior to the receipt of Ad Valorem Taxes revenues.

Overview
A property tax, more specifically called an ad valorem (according to value) tax, is a tax based on the value of the property.
In Florida, there are three factors for calculating the amount of property tax assessed on a piece of real estate: the value of the
property, the amou nt of the value exempted from tax, and the tax rate. Each county's Property Appraiser's Office calculates
property values and Florida law dictates the exemptions. The tax rates are set by the various local governments authorized to collect
property taxts accourding to Florida law. Local governments may levy ad valorem taxes up to ten mills for county purposes.
The state constituion provides two exceptions to the ten -mill cap. The exceptions includea voted debt service millage and a
a voted millage not to exceed a period of two years.
Authorized Uses
Ad valorem taxes are considered general revenue for general-purpose local governments. If ad valorem taxes are levied within a
municipal service taxing unit (MSTU), the expenditure of those funds may be restricted to those services specified in s.125.01(1)(q),F.S.

Fire & Ambulance Dist. 41 Lower & Middle Keys
Funds the Lower and Middle keys Fire and Ambulance district for the unincorporated areas. The fund has had instability in the past,
and must be monitored closely. Will require an increase in taxes in future years in order to upgrade capital equipment.
Uses of the this fund are dictated by Florida statute and County Ordinance.

This years budget includes funds to replace one ambulance
and one tanker. The 2010 budget will need to fund the
IAFF collective baraganing agreement.
The drop in fund balance was due to overtime that was
cut from the original budget as a result sufficient
tax revenue was not levied.

The ad Valorem taxation in this fund has been stable. This very healthy fund balance allowed for the payment of the
Upper Keys Community pool, which was transferred out of the general fund budget.

The fund Balance has decreased as a result of paying part of the Shadek settlement, in addition, a combination of increased
legal fees, personnel costs and the flucuation of half -cent sales tax revenue which is shared with the General Fund contributed
to the erosion of the fund balance. A new fund specifically for the building department and building related costs was created last
year and is reflected in the current revenue and expense figures. Planning, Zoning, and Code Enforcement will still need to be
subsidised by half -cent sales tax as Ad Valorem taxation is not sufficent to support costs.

of current
or future bonded indebtedness.
Revenue raised by a tax imposed pursuant to 202.19(5,) F.S.,
shall be used for the same
