02/04/2009 Special 25 MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Special Meeting Board of County Commissioners Wednesday, February 4,2009 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 9:00 A.M., at the Harvey Government Center. Present and answering to roll call were Commissioner Heather Carruthers, Commissioner Mario DiGennaro, Commissioner Sylvia Murphy, Commissioner Kim Wigington, and Mayor George R. Neugent. Also present were Roman Gastesi, County Administrator; Debbie Frederick, Assistant County Administrator; Suzanne Hutton, County Attorney; Isabel C. DeSantis, Deputy Clerk; County Staff, members of the press and radio; and the general public. Suzanne Hutton, County Attorney advised the Board that the Navy would make their presentation first, the Department of Community Affairs next, and then County staff. The Board will then accept written questions from the general public that will be answered by the government officials, after which the public will be able to voice their opinions for three (3) minutes. SPECIAL MEETING A Special Meeting was held by the Department of Defense on behalf of the Naval Air Station Key West regarding compatible uses development surrounding the Air Station and other military facilities within Monroe County. The Department of Defense will be presenting the concept of a Joint Use Study. A Joint Land Use Study is a tool offered by the Department of Defense to assist local governments with identifying compatible uses and to develop strategies to ensure compatible uses development near military facilities. Both Monroe County staff and the Florida Department of Community Affairs will be providing additional information. The following officials were present: Captain Steve Holmes, representing the Naval Air Station Key West; Rebecca Jetton, Area of Critical State Concern Administrator - representing the Florida Department of Community Affairs; Jay Sweat, Project Manager - representing the Office of Economic Adjustment and Office of the Secretary of Defense; and Walker Banning, Community Program Manager - representing the Florida Department of Community Affairs. Power point presentations were given by the above officials. Andrew Trivette, Growth Management Director also gave a power point presentation regarding Florida State Statute requirements to coordinate with the military. Suzanne Hutton, County Attorney read into the record written questions received from members in the audience which were answered by the appropriate governmental agency. 26 The following individuals addressed the Board: Reece Palley, Kim Villone, Diana Flenard, Don Riggs, President of the Tamarac Homeowners Association; John Hammerstrom, John Marsons, Ed Swift, and Paul Shea. The Board of County Commissioners discussed with representatives from the Department of Defense and the Naval Air Station the compatible use development surrounding the Naval Air Station and other military facilities. The Board indicated a future meeting will be held in Key West. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
