Approval of a Memorandwn of Agreement among the Department of the Navy. the Florida State
Preservation Officer, the Advisory Council on Historic Preservation, and Monroe County in reference
to the rehabilitation and lease/transfer of the Navy Commissary building in Key West.
ITEM BACKGROUND:
Monroe County has been pursuing the transfer of the Navy Commissary to the County for County
Health, Social Services, and administrative facilities. The Key West Local Redevelopment Authority
has included the County as part of the Local Navy Properties Reuse Plan submitted to the Federal
Government. Lease negotiations have been underway for the purpose of signing a lease so that design
work can begin and shortly thereafter having a property transfer to the County. In furtherance of that
goal, this Memorandum of Agreement provides the understanding as to the rehabilitation of this
historic structure. It is a prelude to the signing of the lease.

G. OIspute Resolution
Should any signatory or concurring PBItr to this agntement object within 30
dllY' of any future undertaking or actions propoHd by the Navy or a tenants to this
building, the Navy ahlJJ conlult With the objeGtlng party to resolve the obJtctlon. If
the Navy dotenninn that the problem cannot be rwolved, the Navy will fvlward all
documentation relevant to the dispute to the CounciL WIthIn 3D days .r rewipt of
all pertinent documentation, the Council will tither:

Approval for the County to submit an Application for Obtaining Real Property for Historic Monument
Purposes to be submitted to the National Park Service, U. S. Department of the Interior, under the
Historic Surplus Property Program and for the appropriate County officials to sign the documents.
ITEM BACKGROUND:
The Board of County Commissioners bas been pursuing the transfer of the Commissary Building in
Key West to the County for a health and administrative facility. One of the manners of transfening
that from the Navy to the County is a Public Benefit Conveyance which can take place under the
auspices of the National Park Services Historic Surplus Property Program. Once this application is
submitted, the County can then conclude a lease agreement with the Navy and design work can begin.
PREVIOUS REVELANT BOCC ACTION:
The Board of County Commissioners has taken various steps to acquire the Commissary Building
under the Surplus Property Program.
