Confirmation of Administrator's appointment of Townsley I. Schwab as the Senior Director of

Section 102-21(b)(1) to the Land Development Regulations.
ITEM BACKGROUND:
Monroe County Code, section 102-21(b)(1) states that the Director of Planning and Environmental
Resources is the department head and shall be selected by the County Administrator and confirmed by
the Board of County Commissioners.

Supervise the operations of the Planning and Environmental Resources Department and direct the
Comprehensive Planning, Development, and Environmental Review functions of the County. Perform
general budgetary, personnel, and management functions. Provide staff support and serve as Chief
Planning Advisor to Planning Commission. Direct Comprehensive Planning functions in compliance with
Florida Statues and coordinate with other departments, agencies and levels of government. Direct
programmatic responsibilities for review and/or approval/disapproval of development and conditional use
permits in accordance with Chapter 9 of Code.

administration, budget, membership, fund-raising, personnel, and special events/activities. Supervised and
coordinated the operation, maintenance and improvements of the Society grounds and facilities.
Designed, managed, directed and implemented the annual Flower & Garden Show including all
administration, planning, scheduling, site design, contracts, marketing, public relations, and sponsorships.
Secured and coordinated all show elements and features including exhibit gardens, marketplace,
lectures/demonstrations, children's activities, volunteer program, and special attractions (Walt Disney World
and Cypress Gardens).

Director of Planning, Downtown Development Authority (DDA): West Palm Beach FL. Coordinated
and directed DDA related planning, design and improvement efforts. Project Coordinator for the design
and construction phases of the $1,500,000 Clematis Streetscape (main retail street) improvements
project, which included Urban Mass Transit Authority (UMTA) grant, property assessment, and Community
Redevelopment Agency (CRA) funding. Project Coordinator for the $4,500,000 construction phase of the
Narcissus Streetscape, Centennial Square plaza and fountain, and amphitheater site. Funding included
property assessments and CRA tax allocations. Project manager for relocation of two historic structures
from the Palm Beach International Airport Noise Abatement Project to downtown West Palm Beach.
Project involved State Historic Preservation Grants as partial funding sources. Other projects included
facade improvements, downtown signage, supplemental security/maintenance program, downtown mass
transit, and other urban revitalization projects.

Special Projects Consultant, Downtown Development Authority (DDA); West Palm Beach FL.
Service contract to manage and coordinate implementation of urban revitalization projects. Projects
included banner programs, facade improvements, signage programs, storefront window treatment/ retail
space marketing program, and downtown police services evaluation/monitoring program. Assisted in
numerous DDA projects and activities, including streetscape projects, graphic presentations, workshops,
and various studies and reports.

Shreveport, LA. Managed and administered all aspects of design firm including daily administration,
marketing, project procurement, contracts, design, project management, and construction management/
supervision. The scope of projects ranged from master planning to construction documents and
construction supervision. Project involvement ranged from sub -consultant to prime consultant on large
multi -discipline projects. Projects included residential landscape design; urban, regional and state parks,
and urban planning/design projects. Streetscape projects included the concept and preliminary design
phases for the $12,500,000 Shreveport, LA, Downtown Streets and Drainage Project. (For project

Metropolitan Planning Department. City Landscape Architect for major parks expansion program totaling
$6,700,000 in land acquisition and construction funds. Developed master plans for park facilities, directed
and coordinated design consultants, and construction phases of projects including Cargill Park which
incorporated a 5 diamond softball complex with support facilities. Developed recreation master plan for The
Clyde E. Fant Memorial Parkway. Designed, secured grants as partial funding source, and managed
construction phases of the Red River bicycle trail. Developed and implemented planting plans for numerous
parks, open spaces and urban areas.

coordinated and supervised development of Louisiana Purchase Gardens and Zoo, City Parks
