In Support of Florida’s 10 Annual Statewide Drug Court Graduation Celebration
WHEREAS, 2009 marks the 16th anniversary of the Monroe County Drug Court, the
fifth drug court in the nation. Sixteen years of restoring lives, reuniting families and
transforming communities, drug courts have had the most profound impact on substance abuse
and crime.
WHEREAS, 2009 marks the Twentieth Anniversary of the Miami-Dade Drug Court, the
first Drug Court in the nation. That court sparked a national revolution that changed the face of
the American Justice System; and
WHEREAS, for the past twenty years Drug Courts have been restoring lives, reuniting
families and making communities across this nation safer; and
WHEREAS, drug courts provide the focus and leadership for community-wide
partnerships, bringing together public safety and public health professionals in the fight against
drug abuse and criminality; and
WHEREAS, 60 to 80 percent of drug offenders sentenced to prison and over 40 percent
sentenced to probation recidivate, and whereas fewer than 17 percent of Drug Court Graduates
recidivate; and
WHEREAS, drug courts combine intensive judicial supervision, mandatory substance
abuse treatment and drug-testing with escalating sanctions and incentives in order to break the
cycle of drug addiction and concomitant crime and turn defendants into productive, law-abiding
members of our society; and

Drug Court Graduation Celebration on May 15 2009, which recognizes practitioners and
participants who make drug courts work and the significant contributions drug courts have made,
and continue to make, in reducing drug usage and crime in Florida and throughout the nation.
