ITEM BACKGROUND:
As a result of intensified permit process review a need has arisen for additional staffing within the
Building Department to serve as an expeditor and process monitor for various Building Department
functions including but not limited to the development review process, the inspection process and
document management.

RE:
Funding of a New Building Department FTE Position
The intention of this memo is to request the immediate funding of a new FTE position
within the Building Department at a pay grade level 9 for the purpose of permit process
improvement and monitoring.
Pursuant to our discussion at a meeting on Thursday April 23, 2009 and a memorandum
regarding corrective action to answer your declaration of a customer service watch, I am
requesting that a new FTE position be funded by the BOCC within the Building
Department. This position will have the primary responsibility of insuring guaranteed
permit review times by permit class. The position will have the initial responsibility of
evaluating currently unacceptable permit review times by permit class, working with the
Growth Management Director and the Building Official to implement standard operating
procedures, and dispatching inspectors for daily inspection requests.
The position will be instrumental in process improvement and customer satisfaction. The
selected applicant will be required to maintain a tracking system to monitor stalled
applications and requests for additional data. Additional duties will be assigned as the
provision of guaranteed review times evolves and further action is deemed necessary.
A job description is being prepared by the Building Official and will be submitted to
Human Resources for pay grade establishment and advertising following approval by the
BOCC.
