Agenda Item il. c";J:: G . / Function: Staffing: Funding: Scope: Proposal for Natural Areas Land Management Function The Board of County Commissioners will establish a function of County government devoted to the management and stewardship of natural areas, as per the Comprehensive Plan (Policy 102.9.3, Monroe County Natural Heritage and Park Program). 1) A new position of Land Steward will be established. This position will report directly to the County Administrator, will require education, experience and background in natural resource planning and management, and will be responsible for land stewardship programs. In addition, this employee, at a significant managerial level (not a Division Director), should have a history of prompt, timely response to contractual obligations, as well as a documented history of required reports for projects turned in before or on their due dates. 2) A coordinating committee consisting of the County Administrator, Land Authority Executive Director, and County Growth Management and Public Works staff will meet periodically with the Land Steward to coordinate land stewardship issues pertaining to County and Land Authority property. 3) Labor crews and equipment for the implementation of stewardship programs will be provided either by the Public Works Division or by private contractors and, where available and appropriate, volunteers associated with environmental organizations. General fund and/or infrastructure sales tax revenue and grants Representative duties of the Land Steward position: . Write and implement land management plans for all natural areas owned by the County Commission and those owned by the Land Authority within unincorporated areas, addressing issues such as invasive exotic vegetation, fire management, restoration, and security. . Provide technical support to the Administrator in the formulation of land management policies to be recommended to the Board. . Serve as the County's representative on the Florida Keys Invasive Exotics Task Force. . Coordinate land management issues with County staff, Land Authority, US Fish and Wildlife Service, Florida Fish and Wildlife Commission, Florida Department of Environmental Protection, and other agencies as appropriate. . Establish formal agreements on land management responsibilities with local, state and federal entities as appropriate; respond to all contractual obligations in a timely fashion, as reports and requirements become due . Apply for grant funding for land management activities. . Respond to citizen inquiries regarding natural areas.
