The statement must conform to the requirements of s. 101.161 and shall be placed on the ballot by the governing body of the county. The proceeds of the surtax must be set aside and invested as permitted by law. with the principal and income to be used for the purposes provided in this subsection. Counties and municipalities may use the services of the Division of Bond Finance of the State Board of Administration pursuant to the State Bond Act to issue any bonds through the provisions of this subsection. Counties and municipalities may loin together for the issuance of bonds authorized by this subsection. (e) A surtax imposed under this subsection expires 20~ears after the effective date of the surtax unless reenacted by an ordinance that!~:subiect to approval by a dum.
