KEY WEST INTERNATIONAL AIRPORT
NOISE EXPOSURE MAPS UPDATE
SCOPE OF SERVICES
Key West International Airport submitted a Noise Exposure Map (NEM) update in 2008, which
was accepted by the FAA on August 27, 2008. The revised NEMs resulted in Phase 7 being re-
accepted into the Noise Insulation Program. Subsequent to the acceptance of the revised
NEMs, an error was identified in the Integrated Noise Model version 7.0, which was used to
produce the noise contours for the NEM update. FAA release INM version 7.0a on September
17, 2008. INM Version 7.0a corrected a problem with the application of behind start-of-takeoff-
roll noise directivity. The directivity is applied for departure flight path segments that are on the
ground. This also could result in the incorrect application of reverse thrust. As a result, Key
West by the~ Sea condominiums, as well as additional homes along Flagler Avenue, are now
within the DNL 65 dB contour. The 2009 NEM update is required in order to receive FAA
funding to include the residents within the DNL 65 contour in the Noise Insulation Program.
TASK 1
PROJECT MANAGEMENT
Throughout the duration of the project the Project Manager will be coordinating, as necessary,
with KWIA staff and others, to ensure that the project and schedule are progressing as planned.
This on-going coordination will provide KWIA staff with a consistent, single point-of-contact
throughout the duration of the project. Included under this task will be any coordination
meetings required outside the scope of the meetings with the Ad-Hoc Committee, and all project
review meetings.
TASK 2
UPDATE AIRCRAFT OPERATIONS DATA
Data was already collected by URS in order to produce the 2008 and 2013 Noise Exposure
Maps. Data collected and analyzed included the following:
· Fleet mix
· Number and type of operations
· Flight tracks and usage
· Day/night usage
· Ground run-up and maintenance activities
· Airspace and air traffic considerations and operational constraints
· Run~vay end utilization
The 2008 ~Joise Exposure Map has been verified to be representative of 2009 conditions;
therefore thE~ previously modeled inputs will not be revised.

Because the Future Condition NEM must be five years following the existing condition, the 2013
NEM will b~3 updated to 2014. The FAA TAF published in December 2008 will be the basis for
determining the number of operations for the 2014 Future Condition.
TASK 3 EXISTING NOISE CONTOURS
Task 3.1 Rerun Existing Noise Contours
-rhe existing condition inputs have already been developed, the only modification to
the existing condition is that the case will be modeled in INM v 7.0a. This version
provides a correction to on-the-runway noise levels.
r\Joise contours representing the combination of flight operations and engine run-up
operations will be generated at DNL 65, 70, and 75 dB.
Task 3.2 Evaluate Impacts of the Existing Condition Noise Contours
lrhe DNL 65, 70, and 75 dB noise contours which were developed in Task 3.1 will be
incorporated into the GIS database in order to more accurately quantify noise
E~xposure in terms of population, households, and land use. Tables will be updated
tlD describe the noise exposure estimates for the Existing Condition. Graphics which
illustrate the noise contours superimposed over the base mapping and land use will
be revised. Noise compatibility will be determined by comparing the anticipated DNL
noise levels with existing land use and the FAA Land Use Compatibility Guidelines
provided in Table 1 of Appendix A of title 14 CFR part 150.
TASK 4 FUTURE NOISE CONTOURS
Task 4.11 Develop Future Condition Noise Contours
l.he aircraft and airport operations, developed for the 2013 NEMs, will be updated to
determine the operational characteristics for the average annual day for the forecast
period, based on the December 2008 TAF. INM v 7.0a will be used to model the
2014 noise contours.
f\loise contours representing both flight operations and engine run-up operations will
be generated at DNL 65, 70, and 75 dB.
Task 4.2: Evaluate Impacts of the Future Condition Noise Contours

TASK 5
NEM CONSULTATION AND PUBLIC INVOLVEMENT
The project will include sufficient consultation and public involvement to meet the requirements
of the Part 150 process. The airport operator must afford interested persons adequate
opportunity to submit their views, data, and comments concerning the correctness and
adequacy of the draft NEM and forecast aircraft operations.
Task 5.~1 Notify ~ 150.21 (b) "Consulted Parties"
'-itle 14 CFR part 150, Airport Noise Compatibility Planning, 9 150.21 (b) requires
tlhat each NEM and related documentation must be developed and prepared in
consultation with states, and public agencies and planning agencies whose area, or
any portion of whose area, of jurisdiction is within the DNL 65 dB contour depicted on
tile map, FAA regional officials, and other Federal officials having local responsibility
for land uses depicted on the map. This consultation must include regular
a.eronautical users of the airport. URS Corporation, in coordination with KWIA staff,
~/ill identify and notify by letter the parties, including but not limited to: Federal
PLviation Administration, City of Key West, Monroe County, Florida Department of
T'ransportation, American Eagle, Continental Airlines, Delta Airlines, USAirways,
F'edEx, DHL, Island City Flying Service, and the Airport Traffic Control Tower. URS
,^,ill notify all previously-identified "consulted parties" of the 2009 NEM update.
Task 5.2: Present Information at Ad-Hoc Committee Meetings
UIRS Corporation will present information on the progress of the study at the regular
Ad-Hoc Committee meetings that are scheduled during the duration of the study. The
Ad-Hoc Committee meets the first Tuesday of every other month. KWIA staff is
rE~sponsible for placing ads in the local newspaper announcing the date, time, and
IClcation of the Ad-Hoc Committee meetings. KWIA staff should request "proof of
publication" from the newspaper to document that meetings were appropriately
advertised.
URS will prepare hand-out materials summarizing key elements of the study for
distribution with the Ad-Hoc Committee agenda package. Additional copies of the
hand-out materials will be provided for distribution to members of the public who
attend the meetings.

(~opies of the newspapers ads announcing the meetings, agenda, meeting minutes,
and hand-out materials will be included in an appendix to the NEM document.
Task 5.:3 Present Information to the Board of County Commissioners
lJRS Corporation will attend one Monroe County Soard of County Commissioners
(SaCC) meeting in order to present the results of the study. A handout package will
be prepared for distribution to the sacc. URS will prepare the hand-out and provide
an electronic (PDF format) copy of the handout to KWIA staff for inclusion in the
sacc Agenda Package.
(~opies of the agenda, meeting minutes, and hand-out materials will be included in
an appendix to the NEM document.
TASK 6
NEM REPORT PREPARATION
Work conducted in Tasks 2 through 5 will be compiled and formatted to create the Noise
Exposure Maps and Supporting Documentation, which will be submitted to FAA for their
consideration u~der title 14 CFR part 150. Three versions of the N EM document will be
prepared over t e course of the study. Quantities of each version are estimates of KWIA's
needs. The! co estimate is based on the quantities indicated below. If additional copies are
determined to be necessary, they will be printed and charged to KWIA on a per copy basis.
In addition to the hard-copies, electronic copies (PDF format) of all versions will be provided to
KWIA staff c~n CD.
Task 6.1 Prepare NEM Version 1
V'ersion 1 of the Noise Exposure Maps and Supporting Documentation is based
on the previously accepted update. It will be presented to the KWIA staff, Ad-Hoc
C:ommittee, and the sacc for comment. An Executive Summary of Version 1 will be
provided for distribution to the Ad Hoc Committee and the sacc.
Task 6.2 Prepare NEM Version 2
Version 2 of the Noise Exposure Maps and Supporting Documentation will
incorporate comments from the KWIA Staff, Ad-Hoc Committee, and sacc, and will
bf3 the version submitted to the FAA for their review and acceptance. FAA requires 5
hard copies and one CD.
