HomeMy WebLinkAboutResolution 387-2009 RESOLUTION NO. ~ - 2009 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, REQUESTING mE FEDERAL AVIATION ADMINISTRATION CONDUCT A FEASWILITY STUDY ON THE REMOVAL, REPLACEMENT AND/OR RELOCATION OF THE NON- DIRECTIONAL BEACON AT BIGGS BEACH PARK, A MONROE COUNTY OWNED PUBLIC PARK. WHEREAS, the Federal Aviation Administration (FAA) owns and operates a Non-Directional Beacon (NDB), counterpoise and fencing at Higgs Beach Park, a County owned public park in Key West Florida; and WHEREAS, the Non-Directional Beacon's (NDB) function IS critical for navigation during inclement weather; and WHEREAS, the equipment operating the NDB is outdated and in need of upgrading to modem standards; and WHEREAS, technology now exists that could provide the NDB function from a vastly reduced site footprint; and WHEREAS, the site occupies .61 acres of fenced compound which is not compatible with the surrounding public park; and WHEREAS, during a cursory review in September 2009, The FAA Technical Support Staff (TSS) determined the NDB facility building, older antenna and counterpoise may be eliminated or the fenced area significantly reduced if replaced by a more technically modem (and smaller) antennae; and WHEREAS, the Higgs Beach Park is being considered for renovation requiring a Master Renovation PIan; and WHEREAS, the .61 acres presently occupied by the existing NDB tower, facility building, counterpoise and fencing would greatly enhance the function and use of the resident's and visitor's Higgs Beach Park experience; NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Monroe County that: Section 1. The Board of County Commissioners of Monroe County hereby requests the Federal Aviation Administration to conduct a feasibility study on the Page 1 of 2 outdated Non-Directional Beacon at Higgs Beach Park, Key West, Florida in order to: 1. Determine possible replacement of the outdated NOB with more modem antennae 2. Determine possible relocation of new, more modem antennae 3. Determine the costs associated with removal and relocation (replacement) of a new, more modem antennae 4. Determine the costs in establishing a new facility on an alternate site 5. Timeline to accomplish any of the above Section 2. Upon adoption, the County Clerk is hereby directed to send a copy of this Resolution by United States mail to Congresswoman Ileana Ros-Lehtinen, 18th Congressional District, 2160 Rayburn H.O.B., Washington, DC 20515-3931 Section 3. This resolution shall be effective as of the date of its adaptation. PASSED AND ADOPTED, by the Board of County Commissioners of Monroe County, Florida at a regular meeting on said Board on the 21st day of October A.D., 2009.
