WITNESSETH: That the Contractor, for the consideration hereinafter fully set out hereby agrees with the OWNER as follows: WHEREAS, the parties hereto, for the consideration hereinafter set forth, mutually agree as follows: 1. That the Contractor, shall furnish all materials, and perform all of the work in the manner and form as provided by the following enumerated Instruction to Bidders, Form of Bid Proposal, General Provisions, Special provisions, Technical Specifications, Form of Contract, Drawings and Addenda, which are attached hereto and made a part hereof, as fully contained herein, for the construction of: Quick Response Vehicle Aircraft Rescue Fire Fighting Vehicle on Ford F550 Crew Cab 300 Gallon Pump Module Quad-Agent 2. That the Contractor shall commence the work to be performed under this agreement on a date to be specified in a written order of the OWNER and shall fully complete all work hereunder and deliver the completed vehicle within one-hundred twenty (120) calendar days from the Notice-to-Proceed. 3. The OWNER hereby agrees to pay to the Contractor for the faithful performance of the agreement, subject to additions and deductions as provided in the specification or proposal in lawful money of the United States as follows: Approximately Three Hundred Seventeen Thousand Seven Hundred Forty Seven and 01/100 Dollars ($ 317,747.01) in accordance with lump sum and unit prices set forth in the proposal. 4. All specifications have been read and carefully considered by the Contractor, who understands the same and agrees to their sufficiency for the work to be done. Under no circumstances, conditions, or situations shall this Contract be more strongly construed against the OWNER than against the Contractor. Any ambiguity or uncertainty in the specifications shall be interpreted and construed by the OWNER, and his decision shall be final and binding upon all parties. 5. This Agreement may be executed in any number of counterparts, each of which shall be regarded as an original, all of which taken together shall constitute one and the same instrument and any of the parties hereto may execute this Agreement by signing any such counterpart. The Contractor shall be responsible for providing a complete unit in compliance with all applicable laws, rules and regulations. 1.03 DEFINED TERMS Terms used in the Instructions to Bidders are defined and have the meanings as follows: OWNER: Airport, Board, Board of County Commissioners, Buyer, County, Florida Keys Marathon Airport, Marathon Airport, Monroe County, OWNER are synonymous and is the Board of County Commissioners, Monroe County, Florida Bidders: Bidder, Contractor, Fire Equipment Supplier, Proposer, Respondent are synonymous and used interchangeably within this document. 1.04 COPIES OF BIDDING DOCUMENTS A. Only complete sets of Bidding Documents will be issued and shall be used in preparing bids. The OWNER does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets. B. Complete sets of Bidding Documents may be obtained in the manner and at the location stated in the Notice of Calling for Bids. 1.05 QUALIFICATIONS OF BIDDERS (TO BE SUBMITTED WITH BID) A. Each bid must contain evidence of the bidder's qualifications to perform the work intended. B. To demonstrate qualifications to perform the work, each bidder shall submit written evidence as to previous successful contractual and technical experience in similar work including references, description, volume of present commitments, evidence of possession of valid state, county, and local licenses, as applicable. 1.06 DISQUALIFICATION OF BIDDERS A. One Bid: Only one bid from an individual, firm, partnership or corporation under the same or under different names will be considered. In the event evidence is discovered which indicates a bidder has interest in more than one bid for the work involved, all bids in which such a bidder is interested may be rejected B. NON-COLLUSION AFFIDAVIT: Any person submitting a bid or proposal in response to this invitation must execute the enclosed NON-COLLUSION AFFIDAVIT. If it is discovered that 3 collusion exists among the bidders, the bid or proposals of all participants is such collusion shall be rejected, and no participants in such collusion will be considered in future bids for the same work. C. DRUG-FREE WORKPLACE FORM: Any person submitting a bid or proposal in response to this invitation must execute the enclosed DRUG-FREE WORKPLACE FORM and submit it with his bid or proposal. Failure to complete this form in every detail and submit it with your bid or proposal may result in immediate disqualification of your bid or proposal. 1.07 EXAMINATION OF CONTRACT DOCUMENTS A. Each bidder shall carefully examine the specifications and other contract documents, and inform himself thoroughly regarding any and all conditions and requirements that may in any manner affect cost, progress, or performance of the work to be performed under the contract. Ignorance on the part of the CONTRACTOR will in no way relieve him of the obligations and responsibilities assumed under the contract. B. Should a bidder fmd discrepancies or ambiguities in, or omissions from, the specifications, or should he be in doubt as to their meaning, he shall at once notify the OWNER. 1.08 INTERPRETATIONS, CLARIFICATIONS, AND ADDENDA No oral interpretations will be made to any bidder as to the meaning of the contract documents. Any inquiry or request for interpretation received seven (7) or more days prior to the date fixed for opening of bids will be given consideration. All such changes or interpretation will be made in writing in the form of an addendum and, if issued, will be mailed or sent by available means to all known prospective bidders prior to the established bid opening date. Each bidder shall acknowledge receipt of such addenda in the space provided therefore in the bid form. In case any bidder fails to acknowledge receipt of such addenda or addendum, his bid will nevertheless be construed as though it had been received and acknowledged and the submission of his bid will constitute acknowledgment of the receipt of same. All addenda are a part of the contract documents and each bidder will be bound by such addenda, whether or not received by him. It is the responsibility of each bidder to verify that he has received all addenda issued before bids are opened. 1.09 GOVERNING LAWS AND REGULATIONS A. The bidder is required to be familiar with and shall be responsible for complying with all federal, state, and local laws, ordinances, rules, and regulations that in any manner affect the work. 4 B. The bidder shall include in his bid prices all sales, consumer, use, and other taxes required to be paid in accordance with the law of the State of Florida and the County of Monroe. Monroe County BOCC is tax exempt from all local, state, and federal sales taxes. 1.10 PREPARATION OF BIDS A. Signature of the bidder: The bidder must sign the Proposal forms in the space provided for the signature. If the bidder is an individual, the words "doing business as ", or "Sole OWNER" must appear beneath such signature. In the case of a partnership, the signature of at least one of the partners must follow the firm name and the words "Member of the Firm" should be written beneath such signature. If the bidder is a corporation, the title of the officer signing the bid on behalf of the corporation must be stated along with the Corporation Seal Stamp and evidence of his authority to sign the bid must be submitted. The bidder shall state in the bid the name and address of each person interested therein. B. Basis for Bidding: The price bid for each item shall be according to the proposal form. The bid prices shall remain unchanged for the duration of the contract. 1.10 SUBMISSION OF BIDS A. Two (2) signed originals of each bid shall be submitted. B. The bid shall be submitted in a sealed envelope which shall be marked so as to clearly indicate its contents and the name of the bidder. If forwarded by mail, the above mentioned envelope shall be enclosed in another envelope addressed to the entity and address stated in the Notice of Calling for Bids, and preferably by certified mail or overnight courier; if forwarded otherwise than by mail, it shall be delivered to the same address. Bids will be received until the date and hour stated in the Notice of Calling for Bids. C. Each bidder shall submit with his bid the required evidence of his qualifications and experience, as outlined in Article 1.05. 1.11 WITHDRAWAL OF BID Any bid may be withdrawn prior to the time scheduled in the Notice of Calling for Bids for the opening thereof. All other bids received must remain valid for a period of ninety (90) days. 1.12 MODIFICATION OF BIDS A. Written bid modification will be accepted from bidders if addressed to the entity and address indicated in the Notice of Calling for Bids and received prior to bid due date and time, and marked on the outside: Bid Modification for (QRV) Aircraft Rescue Fire Fighting Vehicle for the Florida Keys Marathon Airport. 5 1.13 RECEIPT AND OPENING OF BIDS Bids will be received until the designated time and will be publicly opened and read aloud at the appointed time and place stated in the Notice of Calling for Bids. Monroe County's representative authorized to open the bids will decide when the specified time has arrived and no bids received thereafter will be considered. No responsibility will be attached to anyone for the premature opening of a bid not properly addressed and identified. Bidders or their authorized agents are invited to be present. 1.14 DETERMINATION OF SUCCESSFUL BIDDER The OWNER reserves the right to reject any and all bids and to waive technical errors and irregularities as may be deemed best for the interests of the OWNER. Bids which contain modifications, are incomplete, unbalanced, conditional, obscure, or which contain additions not requested or irregularities of any kind, or which do not comply in every respect with the Instruction to Bidders, and the contract documents, may be rejected at the option of the OWNER. Exceptions to any part of the Technical Specifications shall be clearly and completely identified by the Bidder, including an explanation of the reason(s) why an exception is necessary. Monroe County has in effect a LOCAL PREFEFENCE IN BIDDING ORDINANCE, Section 2-349, Chapter 2, Article VI, Monroe County Code. 1.15 AWARD OF CONTRACT A. The OWNER reserves the right to reject any or all bids, or any part of any bid, to waive any informality in any bid, or to re-advertise for all or part of the work contemplated. If bids are found to be acceptable by the OWNER, written notice will be given to the selected bidder of the acceptance of his bid and of the award of the contract to him. B. If the award of the contract is annulled, the OWNER may award the contract to another bidder or the work may be re-advertised or may be performed by other qualified personnel as the OWNER decides. C. The OWNER reserves the right to award and/or negotiate a contract in the best interest of the County to a conforming bidder complying with the applicable conditions of the contract documents. D. The OWNER also reserves the right to reject the bid of a bidder who has previously failed to perform properly or to complete contracts of a similar nature on time. E. All bids, including the recommendation of the County Administrator and the requesting Department Head, will be presented to the Board of County Commissioners of Monroe County, Florida, for final awarding or otherwise. 1.16 EXECUTION OF CONTRACT The bidder to whom a contract is awarded will be required to return to the OWNER four (4) executed counterparts of the prescribed contract within fifteen (15) days from the date of notice of acceptance of the bidder's bid. 6 SECTION TWO TECHNICAL SPECIFICATIONS Quick Response Vehicle Specification Aircraft Rescue Fire Fighting Vehicle on Ford F550 Crew Cab 300 Gallon Pump Module Quad-Agent 8-25-09 GENERAL The following paragraphs will describe in detail the apparatus required. It shall meet the requirements of the Federal Aviation Administration Advisory Circular for a Class 2 vehicle. INFORMATION At time of delivery, complete operation and maintenance manuals covering the apparatus shall be provided. A permanent plate shall be mounted in the driver's compartment specifying the quantity and type of fluids required including engine oil, engine coolant, transmission, pump transmission lubrication, pump primer and drive axle. ISO COMPLIANCE The manufacturer of the vehicle must operate a Quality Management System under the requirements of ISO 9001. These standards sponsored by the "International Organization for Standardization (ISO)" specify the quality systems that are established by the manufacturer for design, manufacture, installation and service. Equipment from manufacturers that are not ISO compliant will be rejected. PERFORMANCE When the apparatus is fully loaded it shall be capable of a continuous run of no less than ten (1 0) miles. During that time the apparatus will show no loss of power nor will it overheat. The transmission drive shaft or shafts and the axles will run quietly and be free of abnormal vibration or noise. The apparatus will meet NFP A 414 acceleration requirements and NFP A 414 braking requirements. The apparatus when fully loaded will not have less than 25% or more than 50% on the front axle and not less than 50% or more than 75% on the rear axle. COMPLIANCE The ARFF / RIV shall meet the requirements of the FAA Advisory Circular No. 150/5220-10D Guide Specifications for Aircraft Rescue and Fire Fighting Vehicles and Federal aiI]1011 certificatioll regldation Title 14, Code off"ederalRegttlations (Cf"R), Part 139. The vehicle shall also comply with the higher performance capabilities as outlined in Advisory Circular 150/5220-10D, paragraph 4.13, table 2. 7 WARRANTY A warranty statement shall be provided with each proposal which shall list all limitations and exclusions. The fire fighting portion of the unit shall be warranted against defects in material and workmanship for a period of not less than one (1) year to the original purchaser. The OEM chassis warranty shall be passed through the fire equipment supplier to the end user without modifications. 11. CHASSIS CHASSIS The chassis, a Ford F-550 XLT Crew Cab, will have four passenger doors and supplied with the following equipment: SEATING CAPACITY The seating capacity in the cab will be four (4). WHEELBASE The wheelbase of the vehicle will be 200 inches with a cab to axle of 84" GVWRATING The gross vehicle weight rating will be 19,500 lbs. FRAME The steel frame rails will be single channel type with a section modulus of 7.2 in3, yield strength of 36,000 psi. FRONT AXLE The front axle will be a driving type, with a 7,000 pound capacity rating at the ground. The front axle hubs will be manually operated. TRANSFER CASE A two (2) speed, electronically shifted with auto locking hubs, transfer case will be provided. FRONT SUSPENSION - Coil Spring Type - Capacity at Ground: 7,000 pounds - Shock Absorbers: Double acting, 1.375" gas-type - Front Stabilizer Bar Shock absorbers will be provided on the front axle. REAR AXLE The single reduction limited slip rear axle will have a ground rating capacity of 14,700 pounds. The rear brakes will be hydraulic disc type. 8 PARKING BRAKE The parking brake will be located on the rear axle service brake. REAR AXLE RATIO A rear axle with a ratio of 4.88 will be provided by the chassis manufacturer. REAR SUSPENSION The rear suspension will be a leaf spring type, with a capacity at ground level of 14,700 pounds. The rear stabilizer bar will be included. ANTI-LOCK BRAKE SYSTEM The vehicle will be equipped with an anti-lock braking system. The ABS will provide anti-lock braking control on both the front and rear wheels. It is to be a digitally controlled system that utilizes microprocessor technology to control the anti-lock braking system. Each wheel is to be monitored by the system. When any particular wheel begins to lockup, a signal is to be sent to the control unit. This control unit then will reduce the braking of that wheel for a fraction ofa second and then reapply the brake. This anti-lock brake system will eliminate the lockup of any wheel thus helping to prevent the apparatus from skidding out of control. FRONT BRAKES The front brakes will be hydraulic disc type. RADIATOR - Pressurized System, Tube and Fin - Anti-Freeze Protection to -20 degrees Fahrenheit AIR INTAKE EMBER SEPARATOR The air inlet will be equipped with a stainless steel mesh to separate water and burning embers from the air intake system such that particulate matter larger than 0.039 in. (1.0 mm) in diameter cannot reach the air filter element. This will comply with NFP A 1901 and 1906 standards. EXHAUST SYSTEM The exhaust system will include a diesel particulate filter and a diesel oxidation catalyst to meet current EP A standards. The exhaust will terminate with a horizontal tailpipe and diffuser on the right side behind the rear wheels. A heat deflector shield will be provided where the tail pipe is routed under any side compartment. HIGH IDLE A high idle setting will be provided inside the cab. It automatically maintains a preset engine rpm. This controller will be designed and provided by the chassis manufacturer. COOLANT LINES Premium rubber hose will be used for all engine coolant lines installed by Fire Equipment Supplier. Hose clamps will be the "constant torque type" to prevent coolant leakage. They will expand and contract according to coolant system temperature thereby keeping a constant clamping pressure on the hose. FUEL TANK The fuel tank provided will be 40 gallon capacity and mounted behind the rear axle by the chassis manufacturer. It will comply with all DOT regulations. It will be designed and installed so that it does not interfere with the mounting of the pump, plumbing or other components. A minimum of one auxiliary fuel tap will be provided. As provided by the chassis manufacturer, there will be no means to drain the fuel tank. This apparatus will be non-compliant to NFP A 1901, Chapter 12.3.4.7, effective at time of contract execution. TRANSMISSION A five (5) speed automatic overdrive transmission will be provided by the chassis manufacturer. TRANSMISSION COOLER 10 A transmission oil cooler will be provided in the lower tank of the radiator. TRANSMISSION WARRANTY The transmission will have the standard warranty as supplied by the chassis manufacturer. nRIVELINE The driveline will be a heavy duty metal tube type. A splined slip joint will be provided in each driveshaft. STEERING The steering will consist of a hydraulically driven steering system. The steering gear ratio will be 20.3: 1.00. The steering wheel will be 15.00" in diameter. TIRES. FRONT The front tires will be 225/70RI9.50, radial all season tread. WHEELS. FRONT Wheels for the front axle will be 19.50" x 6.00" forged alloy disc, eight (8)-hole pattern. TIRES. REAR The rear tires will be 225/70R19.50, radial all-season tread. WHEELS. REAR The rear wheels will be 19.50" x 6.00" forged alloy disc with an eight (8)-hole pattern. MUD FLAPS Mud flaps will be installed behind the front and rear wheels by Fire Equipment Supplier. WHEEL CHOCKS One (1) pair of folding, aluminum alloy Quick-Choc wheel blocks with horizontal mounting brackets will be provided. Chocks will be provided as ship loose items. CAB Type: Conventional (engine forward) Crew Cab will have four passenger doors. They will be charcoal gray in color and constructed with materials as provided by Ford Motor Company. This step package as provided by the chassis manufacturer is non-NFPA compliant as it does not provide adequate stepping surface. MIRRORS The mirrors will be black, power, foldaway type. The mirrors face will be power controlled, and the mirror head will manually telescope in/out for view adjustment. NFP A 414 and 1901 requires all primary rear view mirrors used by the driver will be adjustable from the driver's position. BUMPER The factory supplied bumper will be removed and replaced with a Black painted "Buckstop" steel bumper. Mounted in the bumper will be a fully enclosed 12,000 lb. winch with top hinged access door. FRONT TOW HOOKS Two (2) painted, forged steel tow eyes will be provided. FRONT WINCH A Warn Series 12, 12,000 pound electric winch will nested in the front bumper enclosure. A door for maintenance and access to the winch direction control lever and remote control plug will be provided. Winch will be mounted on a surface that will not flex when the winch is in use, since it could bind working parts of the winch. Winch will be braced by a three (3) point mount, as recommended by the winch manufacturer. Winch will have 125 feet of .375" galvanized wire rope with hook, pre-spooled on drum (14,400 pound rating). 12 Winch will have planetary gearing. Electric motor will have a thermal overload protection switch. Wire cables to battery will be two (2)-gauge or larger. Speed and amperage draw of winch will be variable depending on winch load. Winch will have a remote control cable 32 feet long. A four (4)-way roller fairlead will be supplied of sufficient strength to accommodate the winch capacity. A label shall be placed on or near the mount that states the maximum winch load rating and the maximum rope load rating that the mount can support. SEATING FRONT DRIVER Seating inside the cab for the driver will consist of a cloth bucket seat with shoulder belt on the outside seat position. SEATING FRONT OFFICER The factory officer side bucket seat will be removed and replaced with an HO Bostrom Tanker 400CT SCBA fixed seat with high-back. The SCBA cavity will be adjustable front to rear in 1.50" increments to accommodate different size SCBA bottles. Moving the SCBA cavity will be accomplished by unbolting, relocating and rebolting in the desired location. Officer seat will be furnished with three point shoulder type seat belts. SEAT BELT WEB LENGTH The chassis seat belt web length as supplied by the commercial chassis manufacturer. AIR BOTTLE HOLDER OFFICER SEAT ONLY A Ziamatic model ULLH SCBA holder will be mounted in the back rest of the SCBA seat for the officer only. This bracket will be compliant with NFPA 1901-04 Section 14.1.10.1 and will include a backplate, a footplate and the model LLS ("Load & Lock") strap to hold the bottle in the bracket. The bracket seats will be a "one size fits all" style seat and will accommodate SCBA cylinders from the high pressure 3D-minute to the high pressure 60-minute. The color of the seat will match the interior of the cab color scheme. REAR SEATING The factory furnished folding bench seat will be removed and replaced with two (2) HO Bostrom Tanker 450/ ABTS seats with SCBA holder. A console type storage platform constructed out of .125" aluminum sheet will be installed between the rear seats, painted to match the cab interior color, onto which one (1) Ziamatic ULLH-ES SCBA mounting brackets will be supplied and mounted on the vertical surface and two (2) Streamlight Lite Boxes, model SL45 will be mounted on the horizontal surface and wired to the constant 12-volt system for charging. 13 Final mounting positions and design will be determined at the preconstruction meeting. ENGINE COMPARTMENT LIGHT One (1) engine compartment light will be installed under the engine hood, of which the switch is an integral part. This light will be installed by the manufacturer. STEP LIGHTS There will be four (4) Ri-Tar, Model M27, clear LED step lights provided. There will be one (1) light installed at each cab and crew cab door, one (1) light per doorstep. The lights will be activated when the adjacent door is opened. AIR CONDITIONING Air conditioning with integral heater and defroster will be installed be the chassis manufacturer. CAB INSTRUMENTATION Instrument panel controls and switches will be identified to function by imprinted word(s) adjacent to each item. Actuation of the headlight switch will illuminate ("back-lite") wording for after dark operation. Turn signal and high beam headlight indicator lights will also be provided. To avoid confusion, warning indicators will be (where possible) the "dead front" type, meaning the warning light and word identification of the same, does not show up unless it is necessary. The built-in emergency light switch panel will have a master switch plus individual switches for selective control. Switches will be rocker type containing an indicator light, which is an integral part of the switch. Instrument panel gauges, vehicle lights and other electrical accessories will have proper size wiring to accommodate the expected current load. Wiring will meet SAE J-l 128 specifications for high temperature (250 degrees Fahrenheit minimum) conditions and will be color, number and function coded. Cab instruments and controls will be conveniently located within the forward cab section. Gauges and emergency vehicle switches will be installed on removable panels for ease of service. The following gauges and controls will be furnished: CAB INSTRUMENTS - Engine Temperature Gauge - Engine Oil Pressure Gauge - Speedometer - Odometer - Engine Tachometer - Engine Hourmeter - Fuel Level Gauge - Voltmeter - Air Restriction Indicator EMERGENCY LIGHT SWITCH PANEL An emergency light switch panel will be provided in the cab. The switch panel will be located on the floor 14 mounted console. ENGINE HOUR METER The engine hourmeter will be part of the digital display of the chassis instrument panel. CAB OPERATING CONSOLE A center console will be provided between the driver and officer seats. The top will be hinged to provide access to the wiring. Both emergency warning light switching and fire controls will be positioned to provide either operator equal access to the controls. The console controls will include: - System propellant activation switch - Compressed air foam activation switch - Purge ON indicator - Bumper turret agent system activation switches - Hose reel agent system activation switch - Siren head with microphone - Emergency lighting switch panel - Two (2) cup holders, one on each side of console - Turret control joystick with on joystick agent selection and control - Agent level indicator displays - System propellant pressure gauge - One (1) map slot located in the rear most position - One (1) console light - Blank slots for the installation of three (3) radios - Pump engine start switch - Pump engine warning indicating light - Pump engine throttle control - Pump master pressure gauge - Foam proportioning system ON/OFF switch The console will be constructed out of aluminum and painted semi-gloss black. The console top will be constructed out of scratch resistant vinyl coated aluminum. BATTERY SYSTEM A single starting battery system will be provided consisting of two (2) 12 volt, 750 CCN78A, maintenance- free, group 31 batteries. The battery system will have a total of 1500 CCA. MASTER BATTERY SWITCH A master battery switch, to activate the battery system, will be provided inside the cab within easy reach of the driver. The master battery disconnect switch will be wired between the starter solenoid and the remainder of the 15 electrical loads on the apparatus. A green "battery on" indicator light, visible from the driver's position will be provided. BATTERY CHARGER A Kussmaul Autocharge 1000, model 091-56-12 battery charger with internal battery saver will be provided. A bar graph display indicating the state of charge will be included. The battery saver circuit will be capable of supplying up to three (3) amps for external loads such as handlight or auxiliary radio batteries. The battery charger will be wired to the 120-volt shoreline to activate automatically when power is connected. KUSSMAUL AUTO EJECT FOR SHORELINE One (1) auto eject shoreline will be provided at the rear of the body to operate the dedicated 120-volt circuits on the truck without the use of a generator. The shoreline receptacle (s) will be provided with a NEMA 5-15, 120 volt, 15 amp, straight blade Kussmaul Super auto eject plug with a red weatherproof cover. The cover is spring loaded to close, preventing water from entering when the shoreline is not connected. The unit is completely sealed to prevent road dirt contamination. A solenoid wired to the vehicle's starter is energized when the engine is started. This instantaneously drives the plug from the receptacle. An internal switch arrangement will be provided to disconnect the load prior to ejection to eliminate arcing of the connector contacts. The shoreline will be connected to the battery charger. A mating connector body will also be supplied with the loose equipment. 110 VOLT WIRING One (1) duplex, four place household receptacle will be provided in the rear storage area of the cab, and One (1) four place household receptacle will be provided in the front body compartment to accommodate the charging of equipment while the apparatus is connected to the shoreline at the fire station. Location to be the lower center of the crew cab shelf area. ELECTRICAL SYSTEM Alternator: Dual alternators, internally regulated, with a capacity of 12-volt 320 amperes. EXTERIOR LIGHTING Exterior lighting will meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements in effect at this time. 16 Front headlights will be halogen type and comply to all FMVSS requirements. Five (5) clearance/marker lights will be installed across the leading edge of the cab. BACK-UP ALARM An ECCO, Model SA917-PM2, solid state electronic audible back-up alarm that actuates when the truck is shifted into reverse will be provided. The device will sound at 60 pulses per minute and automatically adjust its volume to maintain a minimum five (5) db above surrounding environmental noise levels. PLACARDS. SIGNS. and LABELS The following placards will be provided. · Overall maximum height of the vehicle. · Maximum number of passengers to be carried in the cab / crew cab area. · "OCCUPANTS MUST BE SEATED AND BELTED WHEN APPARATUS IS IN MOTION. · Fuel fill to be labeled "Diesel Fuel Only" · List of all apparatus fluids to include: Engine Oil Engine Coolant Transmission Fluid Drive Axle Lubrication Fluid Transfer Case Fluid Power Steering Fluid Air Conditioning Refrigerant Front Tire Cold Pressure Rear Tire Cold Pressure MANUAL. CHASSIS OPERATION One (1) chassis operation manual will be provided with the completed unit. 12. FIRE SUPPRESSION SYSTEM (MEETS 4.13 TABLE 2 OF 150/520-10D) WATER TANK Tank will have a capacity of 300 usable gallons and be constructed of black polypropylene plastic. Tank will be rectangular in shape and have top fill capability and fill overflow port. Tank joints and seams will be nitrogen welded inside and out. Tank will be baffled in accordance with NFP A requirements. Baffles will have vent openings at both the top and bottom to permit movement of air and water between compartments. All partitions will interlock and will be welded to the tank bottom and sides. Tank top will be constructed of .50" polypropylene. Tank top will be sufficiently supported to keep it rigid during fast filling conditions. 17 Mounting provisions will be provided to keep the tank in position while the vehicle is moving. Mounting system will be approved by the tank manufacturer. WATER T ANK WARRANTY Tank will have a lifetime warranty. FOAM TANK The foam tanks will be an integral portion of the polypropylene water tank. The cells will have a total capacity of 40 gallons with the intended use of Class B foam. The foam cell will not reduce the capacity of the water tank. The foam cell will have a screen in the fill dome and a breather in the lid. The tank will also include ports for foam level indicators. Provision will be made to actuate the system from the hose reel position or inside the cab for the front bumper turret. COMPRESSED AIR FOAM lCAF) A compressed air foam (CAF) system will be included for improved fire suppression capability. CAF can be selected at the driver's console or at the rear hose reel. CAF performance will meet the specifications called out in the FAA 5220/I50-IOD. PNEUMATIC DELIVERY for DRY CHEMICAL AND CLEAN AGENT High pressure storage bottles capable of storing dry breathing air at a minimum of 4500 PSI. Minimum system operating pressure is 300 PSI. Provision will be made to actuate the system from the hose reel position or the cab center console. DRY CHEMICAL SYSTEM The vehicle will be provided with a 500 lb. dry chemical system with the ability to deliver dry chemical powder (dry) to minimum of90 feet at a minimum rate up to 8lbs. per second using Pulse Delivery@ technology. Provisions will be made to activate system from the hose reel position or the cab center console. Dry Chemical will be delivered using on board high pressure dry breathing air. The dry chemical storage tank will be re- serviceable from the driver's side panel, ground level for safety. CLEAN AGENT SYSTEM The vehicle will be provided with 120 lbs of clean agent (Halotron) with the ability to deliver the agent to over 40 feet at 1 lb per sec independently from the bumper turret and handline, or entrained in the dry chemical stream at a rate of 1/3 lb per sec to over 90 feet from the handline. Provision will be made to actuate the system from the hose reel position or the cab center console. The system will be re-serviced from the ground level with driver's side fill. QUAD-AGENT BUMPER TURRET The vehicle will be equipped with an Akron "FIREFOX" remote power operated bumper turret. The turret will include a dry chemical Pulse Delivery@ nozzle and a clean agent nozzle for the delivery of multiple agents which will be operable when the vehicle is moving from within the cab. The turret discharge controls will provide a variable pattern of water or water/foam from a stream to a full dispersal, and allow discharge of dry chemical powder and clean agent individually or simultaneously from control buttons on top of the joystick. 18 The turret will be able to be rotated 900 to either side and depressed 200 and raised 450. Either water/foam/CAF, dry chemical or clean agent, as selected by controls on the joystick in the operator cab, will discharge from the turret. The discharge orifice will be non-clogging and the turret will have the following performance characteristics: Water/Foam Minimum 60 GPM Range - 85 feet with a non-aspirating nozzle Dispersed far point range - 20' Dispersed width - 20' CAF @ 45 GPM with a range of 85 feet Dry Chemical Flow up to 8 lbs. per second Delivered "dry" to an effective minimum distance of 90 feet (Dry means independent of any other agent - no entrainment) Clean Agent (Halotron) Flow Up to 1 lbs. per second Delivered to an effective minimum distance of 40 feet QUAD-AGENT HANDLINE and HOSE REEL A Multi-agent, electric rewind, hose reel will be supplied with a capacity of 150 feet of bundled hose and a QuadAgent@ nozzle. The handline is mounted at the rear of the body and will have the following performance characteristics: Water/Foam 60 GPM Range - 85 feet with a non-aspirating nozzle CAF @ 45 GPM with a range of 85 feet Dry Chemical Flow up to 8 lbs. per second Delivered "dry" to an effective minimum distance of 90 feet (Dry means independent of any other agent - no entrainment) Clean Agent (Halotron) Flow up to 1 lbs. per second Delivered to an effective minimum distance of 40 feet or, flow up to 1/3 lbs. per second cast over 90 feet with Pulse Technology when entrained in dry chemical PUMP MODULE The vehicle will be equipped with an engine driven centrifugal water pump capable of producing 250 GPM @ 100 PSI and 60 GPM @ 200 PSI. 19 Powering the pump is a 30 HP, oil cooled, diesel engine with engine start and throttle control functional from the cab center console or pump module panel. The pump module frame will be made from 6160 aluminum tubing with the operator's panel on the left side and hinged maintenance door on the right. The front is to be covered with bright aluminum tread plate. The pump module is to be rigidly mounted directly behind the cab. The top of the pump module is to be fitted with one (1) cross-lay hose bed and hose connection. STRUCTURAL OPERATORS PANEL A structural operator's panel will be provided on the left side of the pump module. The system includes a Hypro triplex plunger pump with 12 volt DC motor assembly and a constant duty solenoid to supply power when system ignition is on. The system is capable of delivering up to 6% foam during full discharge. RE-SERVICING PANEL The primary re-servicing for all agents will be performed from ground level eliminating the need to re- fill agents from the top of the vehicle increasing safety. The re-serving panel will be located in the "D-2" compartment of the body. 20 Re-serving controls and connections will include: Dry Chemical Panel · Fill control valve and fill port · Vacuum valve and connection · Vent valve and chemical return connection · Dry chemical system "full" light · Tank Pressure gauge Clean Agent Panel · Fill control valve and fill port · Vent valve · Clean agent level indicator · Tank pressure gauge Purge Panel · System purge valve Water Fill Panel · Open/Close valve with 1-1/2" NH direct tank fill connection and garden hose connector · Water level indicator Stored Dry Breathing Air Panel · Tank pressure gauge · Fill control valve and fill port Auxiliary Air Panel · 120 PSI regulated control valve · Air outlet port Foam Fill and Control Panel · Fill control valve and fill port · Foam fill pump switch · Foam level indicator All associated and/or related appurtenances, equipment andlor devices required for re-servicing of all agents from ground level are to be identified and provided by Fire Equipment Supplier. A sufficient quantity for initial servicing and one (1) re-servicing of each agent (excluding water) will be provided by Fire Equipment Supplier. FLUSHING SYSTEM A flush system will allow the foam metering valve, all water system plumbing and the discharge devices to be cleaned. The flushing capability will allow water to pass through the foam valves and plumbing. The dry chemical hose line will have the ability to be purged back into the on board storage tank through the dry chern. return port on the re-service panel 21 MANIFOLDS AND CONNECTIONS All pump manifold piping and connections will be made of stainless steel, or bronze, with clamp type couplings except where flexible high pressure hoses are used or required to facilitate removal of piping or to minimize stress. There will be a drain located at the lowest point of the system which will be controlled from a side panel. A preset pressure regulator will maintain the desired working pressure at all rates of flow. All water system piping will be tested on the suction side of the pump to detect possible leakage. I 3. TRUCK BODY COMPARTMENT CONSTRUCTION The body and compartments will be fabricated of .125", 5052-H32 aluminum with a tensile strength range of 31,000 to 38,000 psi. The body is a modular design welded to heavy duty support frame work. There is a minimum of four (4) cross members that extend the full width of the body door frames to support the compartments. The rigid main body support frame consist of 6061 - T6 AL extruded square tubing 2.00" x 2.00" x .25" and 2.00" x 3.00" x .25" thick aluminum. Aluminum storage compartments three each side. Complete body to be 96" wide, 120" long, and 70" tall. Side compartments will be an integral assembly with the rear body wall constructed from .125" bright aluminum treadplate. Compartment flooring will be of the sweep out design. The compartment door opening will be framed by flanging the edges in 1.50". The top of the compartments will be covered with bright aluminum tread plate rolled over the edges on outward side to prevent water from entering the compartments. The front facing compartment walls will be covered with .125" bright aluminum tread plate. All screws and bolts which protrude into a compartment will have acorn nuts on the ends to prevent injury. Rear fender panels will be constructed from .125" aluminum sheet painted job color. AIR BOTTLE STORAGE A total of six (6) composite air bottles will be provided and accessible from the rear access door. The bottles will remain on board in their mounted position during dry breathing air refill. ROOF ACCESS FLIP DOWN STEP Flip down steps (4) will be provided on the right front side of the body for access to the roof. 22 The steps will be located to not interfere with opening the pump module access door when the steps are in a closed position. Grab handles will be located to allow for operator safety when accessing and leaving roof area. MOUNTING TRACKS There will be ten (10) sets of tracks for mounting shelves in compartments identified with shelves. These tracks will be installed vertically to support the adjustable shelves. COMPARTMENT CONFIGURATION Drawings which detail the cab/chassis and aluminum body are to be provided. Drawings will show front, rear, driver's side, passenger side and top views of the vehicle. Dimensions shown may be approximate and may be subject to minor deviations as may occur or be necessary in construction. The truck body will be constructed in the following compartment configuration: COMPARTMENT. DRIVER'S SIDE "D-3" A full height, roll-up door compartment ahead of the rear wheels will be provided. The interior dimensions of this compartment will be 30.00" wide x 66.00" high x 20.88" deep. The height of the compartment will be measured from compartment floor to the bottom edge of ceiling above the door. The depth of the compartment will be calculated with the compartment door closed. The compartment interior will be fully open from the compartment ceiling to the compartment floor and designed so that no permanent dividers are required between the upper and lower sections. The clear door opening of this compartment will be 55.75" high x 24.75" wide. Closing of the door will not require releasing, unlocking, or unlatching any mechanism and will easily be accomplished with one hand. ADJUSTABLE SHELVES There will be two (2) adjustable shelves located in "D-3" with a minimum capacity of215 pounds. The shelf construction will consist of .125" pan-shaped aluminum with 2.00" sides. Each shelf will be infinitely adjustable by means of a threaded fastener, which slides in a track. "D-2" A roll-up door compartment over the rear wheels will be provided. This compartment will house the agent re- service panel and therefore will not be available for storage. The interior dimensions of this compartment will be 52.00" wide x 45.00" high x 20.88" deep. The height of the compartment will be measured from compartment floor to the bottom edge of the ceiling above the door. The depth of the compartment will be calculated with the compartment door closed. The clear door opening of this compartment will be 42.25" wide x 36.75" high. 23 Closing of the door will not require releasing, unlocking, or unlatching any mechanism and will easily be accomplished with one hand. "D-l " A full height, roll-up door compartment behind the rear wheels will be provided. The interior dimensions of this compartment will be 38.00" wide x 60.00" high x 20.88" deep. The height of the compartment will be measured from compartment floor to the bottom edge of ceiling above the door. The depth of the compartment will be calculated with the compartment door closed. The compartment interior will be fully open from the compartment ceiling to the compartment floor and designed so that no permanent dividers are required between the upper and lower sections. The clear door opening of this compartment will be 32.25" wide x 52.00" high. A removable wall to protect the wire for the DOT and warning lights will be provided on the back wall. This will reduce the working space inside the compartment to 35.00" wide. Closing of the door will not require releasing, unlocking, or unlatching any mechanism and will easily be accomplished with one hand. SLIDE-OUTtrIL T -DOWN TRAY There will be one (1) slide out drop down shelf provided in "D-1". The capacity rating (in the extended position) will be 215 pounds minimum. Approximately two-thirds of the tray will slide-out from its stored position and will tilt 30 degrees down from horizontal. The vertical position within the compartment will be adjustable. Construction will consist of .188" thick aluminum for the tray bottom and end, and special aluminum extrusions for the tray sides, front and tracks. The tray comers will be welded for strength and rigidity. The tray will be equipped with ball bearing rollers for smooth operation. Two spring loaded locks will be provided at the front of the tray, one on each end. Rubber padded stops will be provided for both the in out tray position. ADJUSTABLE SHELVES There will be one (1) adjustable shelves located in "D-l" with a minimum capacity of 215 pounds provided. REAR COMPARTMENT A roll-up door compartment at the rear of the vehicle will be provided. This compartment will house the hose reel and therefore will have a limited amount of storage area. The interior dimensions of this compartment will be 50.00" wide x 38.75" high x 119.88" deep. . The height of the compartment will be measured from compartment floor to the bottom edge of the ceiling above the door. The depth of the compartment will be calculated with the compartment door closed. The clear door opening of this compartment will be 42.25" wide x 31.75" high. Closing of the door will not require releasing, unlocking, or unlatching any mechanism and will easily be accomplished with one hand. 26 TOP ACCESS DOOR OVER THE REAR COMPARTMENT Two (2) hinged reinforced lift-up, bright aluminum tread plate doors will be provided on the top of the compartment, with chrome grab handles. The doors will have lipped edges with a rubber seal for weather resistance, and an inner pan with one (1) recessed light. The doors will be hinged on the front side and will be held open with pneumatic stay arms. One (1) socket and plunger type latch will be provided with each door to hold the doors in the closed position. A 4.00" diameter light will be mounted to the underside of each hatch door. The light will be recessed, rubber mounted, have a diffuser lens and have a shock protected bulb. Also, it will be wired to an automatic door switch and to the "open door" indicator light inside the cab. UNDERBODY SUPPORT SYSTEM Due to the severe loading requirements of this truck, a method of body and compartment support suitable for the intended load will be provided. The backbone of the support system will be the chassis frame rails which is the strongest component of the chassis and is designed for sustaining maximum loads. The support system will include 6061 - T6 AL extruded square tubing 2.00" X 3.00" X 0.25" thick aluminum tubing supports clamped to the chassis frame rails. This support system will support up to 5,000 lbs in the bed area including auxiliary equipment with a maximum load of 400 lbs in anyone compartment. The actual load capability of the completed unit may be limited by the GVWR. BODY MOUNTING Rubber cushions, .75" thick x 3.00" wide x length of the body, will be placed on the main body supports that lay on the chassis frame. The body is held in place by three (3) sets of .50" "U" bolt clamps with self-locking nuts. All mounting hardware will be painted black. BODY WARRANTY A copy of the fire apparatus manufacturer's warranty will be included with the bid. The warranty will state that the body will be free of structural failures caused by defective design or workmanship for a warranty period of ten (10) years from the date the new vehicle is first delivered and that defective parts, under the warranty, will be repaired or replaced without charge to the original purchaser. 27 DOORS. SIDES and REAR COMPARTMENTS All roll-up door(s) will be of an anodized satin finish, double faced, aluminum construction and manufactured by A&A Manufacturing (Gortite). Lath sections will be an interlocking rib design and will be individually replaceable without complete disassembly of door. Between each slat at the pivoting joint will be a PVC inner seal to prevent metal to metal contact and prevent dirt or moisture from entering the compartments. Seals will allow door to operate in extreme temperatures ranging from plus 180 to minus 40 degrees Fahrenheit. Side, top and bottom seals will be provided to resist ingress of dirt and weather and be made of Santoprene. All hinges, barrel clips and end pieces will be nylon 66. All nylon components will withstand temperatures from plus 300 to minus 40 degrees Fahrenheit. Hardened plastic will not be acceptable. A polished stainless steel lift bar will be provided for opening door. Lift bar will be located at the bottom of door and have latches on the outer extrusion of the door's frame. A ledge will be supplied over lift bar for additional area to aid in closing the door. Door(s) will be constructed from an aluminum box section. The exterior surface of each slat will be flat. The interior surfaces will be concave to provide strength and prevent loose equipment from jamming the door from inside. To conserve space in the compartment(s), the spring roller assembly will not exceed 3.00" in diameter. A roll- up door that retracts below the compartment ceiling (garage door style) will not acceptable. The header for the roll-up door assembly will not exceed 4.00". A heavy-duty magnetic switch will be used for control of "open compartment door" warning lights. All mechanical components of the door will be warranted to be free from defects in materials and workmanship for the lifetime of the vehicle. All parts covered under this warranty will be to the original OWNER. LOUVERS All body compartments will have a minimum of one (1) set of louvers stamped into a wall to provide the proper airflow inside the compartment. The louvers will be designed to prevent water from dripping into the compartment. The louvers will be formed into the metal and not added to the compartment as a separate plate. AGGRESSIVE WALKING SURFACE All exterior surfaces designated as stepping, standing, and walking areas shall comply with the required average slip resistance ofNFPA 414 section 4.12.4. Step surfaces such as running boards, tailboards, wedge steps, and comer steps shall have an aggressive edge break to increase traction when stepping on and off the apparatus. T AILBOARD The tailboard will be located at the rear of the body and constructed of .125" bright aluminum tread plate. It will be supported by a structural aluminum assembly. The tailboard will be a minimum of 8.00" deep. 28 REAR FLIP DOWN STEP A hinged flip down step will be mounted to the tailboard on the driver's side. The step will held up with a pneumatic stay arm. The step will be made from extruded aluminum with a non-slip surface. When lowered, the step height will not exceed 19" from the ground. LOWER BODY TRIM Bottom edge of the side compartments will be trimmed with bright aluminum tread plate. Trim will be 2.00" high with a 1.00" flange turned inward for rigidity. The trim will not be an integral part of the body construction, which allows replacement in the event of damage. BODY FENDER CROWNS Stainless steel fender crowns will be provided around the rear wheel openings. A rubber welting will be installed between the body and the crown to seal the seam and restrict moisture from entering. A dielectric barrier will be provided between the fender crown fasteners (screws) and the fender sheet metal to prevent corrosion. I 4. ELECTRICAL ELECTRICAL All 12-volt electrical equipment installed by the apparatus manufacturer will conform to modem automotive practices. All wiring will be high temperature crosslink type. Wiring will be run in loom or conduit where exposed and have grommets where wire passes through sheet metal. Wiring will be color, function and number coded. Function and number codes will be continuously imprinted on all wiring harness conductors at 2.00" intervals. Exterior exposed wire connectors will be positive locking, and environmentally sealed to withstand elements such as temperature extremes, moisture and automotive fluids. Electrical wiring and equipment will be installed utilizing the following guidelines: (1) All holes made in the roof will be caulked with silicon. Large fender washers, liberally caulked, will be used when fastening equipment to the underside of the cab roof. (2) Any electrical component that is installed in an exposed area will be mounted in a manner that will not allow moisture to accumulate in it. Exposed area is defined as any location outside of the cab or body. (3) Electrical components designed to be removed for maintenance will not be fastened with nuts and bolts. Metal screws will be used in mounting these devices. Also a coil of wire will be provided behind the appliance to allow them to be pulled away from mounting area for inspection and service work. (4) Corrosion preventative compound will be applied to all terminal plugs located outside of the cab or body. All non-waterproof connections will require this compound in the plug to prevent corrosion and for easy separation (of the plug). 29 (5) All lights that have their sockets in a weather exposed area will have corrosion preventative compound added to the socket terminal area. (6) All electrical terminals in exposed areas will have silicon (1890) applied completely over the metal portion of the terminal. All emergency light switches will be mounted on a separate panel installed in the cab. A master warning light switch and individual switches will be provided to allow preselection of emergency lights. The light switches will be "rocker" type with an internal indicator light to show when switch is energized. All switches will be properly identified and mounted in a removable panel for ease in servicing. Identification of the switches will be done by either printing or etching on the switch panel. The switches and identification will be illuminated. All lights and reflectors, required to comply with Federal Motor Vehicle Safety Standard #108, will be furnished. Rear identification lights will be recessed mounted for protection. Lights and wiring mounted in the rear bulkheads will be protected from damage by installing a false bulkhead inside the rear compartments. An operational test will be conducted to ensure that any equipment that is permanently attached to the electrical system is properly connected and in working order. WIRING DIAGRAMS As built wiring diagrams will be furnished with the completed apparatus. DO NOT MOVE APPARATUS INDICATOR A flashing red indicator light (located in the driving compartment) will be illuminated automatically per NFP A (1996 edition, 9-11 or 1999 edition 11-11). The light will be labeled "Do Not Move Apparatus If Light Is On". ELECTRONIC LOAD MANAGEMENT A Kussmaul Load Manager 2 will be provided on the apparatus. The device is an electronic load management (ELM) system that monitors the vehicles I2-volt electrical system, and automatically reduces the electrical load in the event of a low voltage condition and by doing so, ensures the integrity of the electrical system. The ELM will monitor the vehicle's voltage while at the scene (parking brake applied). It will sequentially shut down individual electrical loads when the system voltage drops below a preset value. Two (2) separate electrical loads will be controlled by the load manager. The ELM will sequentially re-energize electrical loads as the system voltage recovers. REAR FMVSS LIGHTING The rear stop/tail and directional LED lighting will consist of the following: Two (2) Whelen model 600 red LED stop/taillights. One (1) Whelen model 700 red LED high stop light. Two (2) Whelen model 60AOOT AR amber LED arrow turn lights. Two (2) Whelen, Model: 60JOOOCU, backup lights. The above lights will be placed in a three (3) place bezel. One set, each centered on the rear of body between the side of the body and the roller door. The high center stop light to be centered on the rear of the body between the top of the roller door and the top of the body. 30 Four (4) red reflectors will be provided. A Weldon, Model 23882-2600-00, license plate bracket will be mounted on the driver's side above the warning lights. A Weldon, Model 9186-23882-30, step lamp will illuminate the license plate. The three (3) identification lights located at the rear will be installed per the following: Truck-Lite, Model 35, Red LED As close as practical to the vertical centerline. Centers spaced not less than six (6) inches or more than twelve (12) inches apart. All at the same height. The four (4) clearance lights located at the rear will be installed per the following: Truck-Lite, Model 35, Red LED To indicate the overall width of the vehicle. One (1) each side of the vertical centerline. All at the same height. As near the top as practical. To be visible from the rear and the side. One (1) each side, facing the side. One (1) each side, facing the rear. Per FMVSS 108 and CMVSS 108 requirements. OPEN DOOR INDICATOR LIGHT A large red flashing "open door" indicator light will be provided inside the cab, in clear view of the driver, to warn of an open compartment door. COMPARTMENT LIGHTING There will be one (1) pair of On-Scene LED compartment light strips provided in each body compartment. Strips will be mounted vertically along each side of the door framing. The light strips will be centered along the vertical side of the doorframe. Opening the compartment door will automatically turn the compartment lighting on. GROUND LIGHTING. CAB There will be a total of two (2) Truck-Lite, Model 44042C, LED, 4.00" grommet mount weatherproof light provided for each side of the cab. Lighting will be designed to provide illumination in cab area, which will be activated automatically when the exit doors are opened. The lighting will be capable of providing illumination at a minimum level of one (1) foot-candle on ground areas within 30.00" of the edge of the apparatus in areas which personnel climb in or out of the apparatus or descend from the apparatus to the ground level. GROUND LIGHTING. ROOF ACCESS STEP There will be a total of one (1) Truck-Lite, Model 44042C, LED, 4.00" grommet mount weatherproof light located under the right pump module step. 31 One (1) switch located in the cab on the switch panel will control all ground lighting except for cab. GROUND LIGHTING. BODY REAR There will be a total of two (2) Truck-Lite, Model 44042C, LED, 4.00" grommet mount weatherproof lights provided under the tailboard area on the apparatus. The lights will be spaced one (1) each side of apparatus in- line with the stop/tail and signal lights. One (1) switch located in the cab on the switch panel will control all ground lighting except for cab. The lighting will be capable of providing illumination at a minimum level of one (1) foot-candle on ground areas within 30.00" of the edge of the apparatus in areas designed for personnel to climb onto the apparatus or descend from the apparatus to the ground level. FRONT UPPER ZONE WARNING LIGHT lLIGHTBARl One (1) 52", Whelen, Model: Freedom LED lightbar will be mounted on the cab roof. This lightbar shall include the following: Two (2) red flashing forward facing LED modules. Two (2) clear flashing forward facing LED modules. Two (2) red flashing front comer LED modules. One (1) red flashing driver side facing LED module. One (1) red flashing officer side facing LED module. One (1) switch located in the cab on the switch panel will control this lightbar. To meet NFPA requirements, all clear lights will be deactivated when the parking brake is applied. FRONT CHASSIS WARNING LIGHTS One (1) pair of Whelen, SUPER-LEDTM modeI50*03Z*R red flashing LED lights with flange kit will be mounted to the chassis grill. One (1) switch located in the cab on the switch panel will activate these lights. TOP OF BODY WARNING LIGHTS Two (2) Whelen, Model: RB6 red warning lights will be provided. One (1) each side at the top, rear of the body. One (1) switch located in the cab on the switch panel will control these lights. TOP OF BODY WORK LIGHTS Four (4) Weldon, Model 9186-23882-30, step lamps will illuminate the top of the truck, located one (1) each comer of the body but not to interfere with a walking path. 32 One (1) switch located in the cab on the switch panel will control these lights in addition to all other ground lighting. TOP OF BODY ROOF ACCESS LIGHT One (1) Weldon, Model 9186-23882-30, step lamp will illuminate the roof access steps and will be located on the upper right front side of the body. One (1) switch located in the cab on the switch panel will control these lights in addition to all other ground lighting. CROSS-LAY LIGHTING Two (2) Weldon, Model 9186-23882-30, step lamps will illuminate the hose bed on top of the pump module and will be mounted on the front of the body spaced over the hose bed. One (1) switch located in the cab on the switch panel will control these lights in addition to all other ground lighting. REAR LOWER BODY WARNING LIGHTS Two (2) Whelen, Mode160R02FRR, red, SUPER, LED warning lights will be located at the rear of the apparatus under the turn signal light. One (1) switch in the cab on the switch panel will control these lights. These lights will be installed with a flange. AOA MOVEMENT AREA LIGHTING One (1) amber flashing light that is mounted on the uppermost part of the vehicle structure to indicate movement in the airport operations area. ELECTRONIC SIREN One (1) Federal Signal model PA-300 electronic siren with noise canceling microphone will be provided. Siren head will be located in the center console. Siren will be actuated by a foot switch on the officer's side and by the horn button in the steering wheel. The driver will have the option to control the siren or the chassis horns from the horn button by means of a selector switch. SPEAKER There will be one (1) Federal 100 watt speaker provided and recessed in the front bumper. 33 TELESCOPING WIDELIGHTS There will be two (2), Fire Research, model OPA530-HDI5-TW, side mount, top raise style lights provided. The light will be mounted one (1) each side on the rear of the body. Each light head will be 12 volt, draw 12.5 amperes, and use a 150 watt HID bulb. The lights will be controlled by one (1) switch for each light. Switches will be located in the cab on the center console. All wiring used will be a minimum of 10 gauge wire in loom that is properly supported and protected from InJury. The light(s) will be wired to the "Do Not Move Truck" light. These lights may be load managed when the parking brake is set. 15. PAINT The following equipment will be furnished with the completed unit: - One (1) bag of chrome, stainless steel, or cadmium plated screws, nuts, bolts and washers, as used in the construction of the unit. PAINT The cab/chassis and body will be painted Yellowish-Green to meet the requirements of the FAA Advisory Circular No. 150/5210-5C, Appendix A. The exterior custom body painting procedure will consist of a six- (6) step finishing process as follows: 1. Manual Surface Preparation - All exposed metal surfaces on the custom cab and body will be thoroughly cleaned and prepared for painting. Surfaces that will not be painted include chrome plating, polished stainless steel, anodized aluminum and bright aluminum treadplate. Each imperfection on the exterior metal surface will be removed or filled and then sanded smooth for a smooth appearance. All seams will be sealed before painting. 2. Chemical Cleaning and Treatment - The aluminum surfaces will be properly cleaned using a 4-phase, high pressure and high temperature acid etching system. All steel surfaces will be properly treated using a 3-phase, high temperature, cleaning/phosphatizing system. Surfaces are chemically cleaned to remove all dirt, oil, grease and metal oxides to ensure the subsequent coatings bond well. The chemical treatment converts the metal surface to a passive condition to prevent corrosion. An ultra pure water final rinse of 25 parts per million solids or less, will be applied to final rinse all metal surfaces, (excluding undercarriage components), at the conclusion of the metal treatment process. This final rinse ensures all chemical residues are removed and that no minerals, (salts), from the water dry onto the metal surface and remain under the primers and topcoats. These salts can lead to blistering and under film corrosion. The pH of the final rinse drainage coming off the treated metal will be measured and within 1.0 pH of the pure water supply, (5.0 pH). 34 3. Primer/Surfacer Coats - A minimum of two (2) mil dry, (.002), of two component urethane primer/surfacer will be hand applied to the chemically treated metal surfaces to provide a strong corrosion protective base coat and to smooth out the surface. The primer is a high solids and low VOC paint. 4. Hand Sanding to Ultra Fine Finish The primer/surfacer coat is lightly sanded with mild abrasive paper to an ultra smooth finish. This hand finish process is critical to produce the smooth mirror like finish in the topcoat. 5. Sealer Primer Coat A two- (2) component sealer primer coat is applied over the sanded primer to again build toward the final smooth finish. This layer of primer sealer also gives additional corrosion protection. 6. Topcoat Paint Two (2) coats of an automotive grade, two component acrylic urethane paint are applied to provide the lasting beauty and durability. The acrylic urethane topcoat contains a clear coat resin chemistry that creates the high gloss and depth of image. This type of topcoat provides the best resistance against acid rain and other more common chemicals. The paint finish will have a surface gloss of no less than 90.00 percent reflection measured on a 60-degree geometry. A cyclic corrosion test, (General Motors test GM-9511P), of20 cycles will be required before making changes to the exterior coating process. Exterior coating systems, (excluding the undercarriage components), must achieve a 1/16 or less maximum creep from the scribe for aluminum and an 1/8 or less maximum creep from the scribe for galvanneal after 20 cycles in the General Motors GM-9511P test. Traditional salt spray tests have been proven in multiple studies to not accurately predict real world corrosion performance. Each batch of color topcoat, together with the finish painted vehicle, is tested for precise color match. Visual color match will be checked following ASTM D-1729, (American Standard Testing Methods), procedures using CIE, (International Commission on Illumination), D75 Northern Daylight light source. Instrumental color match will follow ASMT D-2244 procedures with a maximum delta E of 1.0 for whites, 1.4 for yellows, blues, greens and 1.5 for reds. All removable items such as brackets, compartment doors, door hinges, and trim will be removed and painted separately to insure paint behind all mounted items. Body assemblies that can not be finish painted after assembly will be finish painted before assembly. Prior to reassembly and reinstallation of lights, handrails, door hardware and any miscellaneous items an isolation tape, gasket or dielectric material will be used to prevent damage to the finish painted surfaces. A nylon washer will be installed under each acorn nut or metal screw that is fastened directly to an exterior painted surface. PAINT - ENVIRONMENTAL IMP ACT The Fire Equipment Supplier will meet or exceed our current State regulations concerning paint operations. Pollution control will include measures to protect the atmosphere, water and soil. Controls will include the following conditions: - Topcoats and primers will be chrome and lead free. - Metal treatment chemicals will be chrome free. The wastewater generated in the metal treatment process will be treated on-site to remove any other heavy metals. 35 - Particulate emission collection from sanding operations will have a 99.990/0 efficiency factor. - Particulate emissions from painting operations will be collected by a dry filter or water wash process. If the dry filter means is used, it will have an efficiency rating of 98.00%. Water wash systems will be 99.97% efficient. - Water from water wash booths will be reused. Solids will be removed mechanically on a continual basis to keep the water clean. - Paint wastes will be disposed of in an environmentally safe manner. - Empty metal paint containers will be crushed and recycled to recover the metal. - Solvents used in cleanup operations will be collected, sent off-site for distillation and returned for reuse. Residue from the distillation operation will be used as fuel in off-site kilns. Additionally, the finished apparatus will not be manufactured with or contain products that have ozone depleting substances. Fire Equipment Supplier will, upon demand, present evidence that their manufacturing facility meets the above conditions and that it is in compliance with our State EP A rules and regulations. WARRANTY - PAINT AND CORROSION Limited Warranty Except as provided below, and provided the vehicle has been placed in service within 60 days after delivery to the original purchaser as established by an original invoice, for a period often (10) years after delivery to the original purchaser, the Fire Equipment Supplier warrants to the user that its cab and body are free of blistering, peeling, corrosion, or any other adhesion defect caused by defective manufacturing methods or paint material selection for exterior surfaces of the cab and body of the vehicle. This limited warranty will apply only if the vehicle is properly maintained and used in service which is normal to the particular vehicle. Normal service means service which does not subject the vehicle to stresses or impacts greater than normally result from the careful use of the vehicle or chassis. If the buyer discovers a defect or nonconformity it must notify Fire Equipment Supplier in writing within 30 days after the date of discovery. Paint on the vehicle's undercarriage, cab and body interior shall be warranted by the Fire Equipment Supplier for a minimum of one year. 36 In addition to the foregoing, and subject to all of the terms and conditions of this Limited Warranty, except cost allocations, Fire Equipment Supplier warrants its cab and body exterior paint for a period often (10) years against corrosion perforation. This warranty text is an illustration only. For actual details, a warranty document is to be provided to the buyer. PAINT. COMPARTMENT INTERIOR The compartment interior will be painted with a gray spatter finish for ease of cleaning and to make it easier to touch up scratches and nicks. REFLECTIVE BAND An 8" wide reflective striping shall be provided in accordance with ASTM D 4956. Striping shall be placed on at least 60 percent of the perimeter length of each side, width, and rear. At least 40 percent of the perimeter width of the front of the vehicle shall have the reflective stripe. LETTERING To be determined. ZIEBART PROTECTION The vehicle will be treated with Ziebart undercoating and trans-coat treatment prior to shipment. I 6. MANUALS I Two (2) complete sets of manufacturer's operation and maintenance manuals will be included at completion of the apparatus. I 7. DELIVERY Delivery of the completed vehicle and all associated and/or related equipment and devices by the Fire Equipment Supplier will be to the Marathon Fire Rescue Station located at Florida Keys Marathon Airport, Marathon, Florida. Accordingly, all prices shall be quoted F.O.B. Marathon, Florida. I 8. INSPECTION FOR ACCEPTANCE I Inspection of the vehicle for compliance with all requirements of the specifications will take place upon the delivery of the vehicle to the Marathon Fire Rescue Station, Florida Keys Marathon Airport, Marathon, Florida. 19. TRAINING I The Fire Equipment Supplier will provide a minimum of three (3) days of training (one shift each day) at the Marathon Fire Rescue Station, Florida Keys Marathon Airport, Marathon, Florida in all aspects of the operation and routine maintenance of the vehicle and associated and/or related equipment and devices. Training will include as a minimum, but not be limited to the use and application of all extinguishing agents, proper cleaning and flushing of the systems and attachments after use of agents, re-servicing of agents, operation of all safety features and devices, troubleshooting and general familiarity of the vehicle. The cost of all travel and expenses associated with the aforementioned training by the Fire Equipment Supplier shall be included in the base price of the vehicle. 37 110. CONTINGENCY FUND A contingency fund in the amount of $5,000.00 will be added to the base price of the vehicle in a separate line item. These funds are available to be used to cover the cost of unanticipated changes, additions and deductions, to the vehicle and associated and/or related equipment and devices requested by the OWNER during the manufacturing of the vehicle. In the event a change is requested by the OWNER, the Fire Equipment Supplier will calculate the cost of such change and provide the OWNER with a written quote. Approval of the change and associated cost by the OWNER will be evidenced by signature of the Airport Manager on the written quote. The cost will then be applied to the contingency fund. An accounting of all approved changes that are charged to the contingency fund will be itemized on the final invoice. Any unused portion of the contingency fund will be deducted from the final cost of the vehicle. 38
