Brief u as 0 u ualifi atl n 0 aerve on thl c mittee:
As a long time resident and business member of Monroe County I understand the important & vital role that our tourist economy
plays. I have been here for the slowest of times and through the best of times. The qualifications I have is an understanding of
how fragile out Tourism market is and how we must continue to give people a reason to come. We must be effectively marketing
the keys and reminding folks that this truly is a place to get away from it all.
Islamorada hes created a name for itself by being Identlfled as the Sport Fishing Capitol of the World but It also has created a
wedding niche and has a stayed on top of the Green Market & Tourist. Islamorada continues to create It's own Identity and
needs to continue to do so. I have over 17 years experience in the lodging industry where we were consistenUy monitoring the
trends, the consumer and watching for areas of opportunity. I spend countless hours a week volunteering in the community and
hear what is concerning to our residents & businesses. I believe I can bring a well rounded, well educated opinion to the District
Advisory Council.
As a graduate of Leadership Monroe County I feel r have been Identified as a person that has the qualifies it takes to be part of
the leadership of our county. I would certainly enjoy the opportunity to learn more about our district here in Islamorada and
contribute my business skills to the council.

Brief summa as to our ualmcations to serve on this committee:
I have devoted over twenty-five years to the field of human resources management, primarily in the areas of individual and
organizational development. I approach strategic plans from a business perspective, focusing on the alignment between
customer needs and human resources requirements. I am a champion and designer of cost-effective programs to attract and
retain talent. Relying on business acumen and strong communication skills, I have been highly successful in situations that
require timely and effective implementation of programs. My current focus is developing plans and programs to support small
businesses and not-for-profit organization in the County. My work centers around business planning, employee relations and
professional management counseling.
During my career, I was responsible for market research and communications departments, in addition to human resources and
a corporate university, for a $3.8 billion division of The Thomson Corporation (now Thomson-Reuters); we employed over 20,000
people around the world. Under my leadership, the division significantly expanded Thomson University across cultures,
implemented worldwide human resources information systems, and set the pace for new programs across the corporation.
Before Thomson, I spent close to 20 years with American Express in a series of progressively more responsible roles. Starting
my career in human resources in an operating unit, I later took an assignment in operations before moving into the corporate
setting in New York. I understand market segmentation, marketing and the power of image in advertising. I have been part of
executive teams who operated cross-functionally to meet aggressive financial targets. My skills are directly transferable to this
role. As a visionary, I can spot opportunities and determine the resources needed to execute plans. I have both the persistence
and the implementation skills to bring projects to reality on time and on budget. My strategic focus, leadership skills and
decisiveness, will enable me to help the Council achieve its business objectives.
My business experience is supported by a Master's degree in Human Resources Management and a Bachelor's Degree in
Ps cholo .

Kelly Payne, Administrative Secretary
MONROE COUNTY TOURIST DEVELOPMENT COUNCIL
1201 White Street, Suite 102
Key West, Florida 33040

Dear Ms. Payne:
My application for the DISTRICT IV ADVISORY COMMITTEE AT LARGE
REPRESENTATIVE V ACANCY is enclosed for your consideration. I am a non-traditional
candidate who wants to help the Monroe County Tourist Development Council develop and
execute realistic business plans to attract people to Paradise. I have operated in the best and
worst of times, and have always been successful in gaining support for well-conceived projects
to move the business forward. Even in these economically challenging times, I believe I can
help you do likewise.
I have been fortunate in my career to have worked with and for people who understood the
importance of "team effort." In the corporate setting, I was involved on an equal footing with
leaders of all disciplines in making and implementing decisions. Thus, my perspective is one of
investing time and money today to get maximum return without mortgaging the future.
As a permanent resident of Monroe County for over seven years and a member of the Islamorada
Chamber of Commerce, I have seen the benefit of good marketing plans. Similarly, I have
watched businesses and perhaps an entire (fishing) industry practically fade away due to the lack
of strategic thinking and poor potential problem analysis. It is time to get back on track with our
comprehensive tourist industry.
My list of references, both local and beyond will provide the information you need to judge my
skills and abilities in this regard. I will be happy to make references available should I become a
viable candidate for the position.
Please contact me for further discussion on this very important role. I can be reached at the
number above or my residence telephone at (305)664-9186. Thank you for your time and
attention.
Respectfully,
r!A~ $. ~

Brief 5um as to our i cations to 5e 0 this commIttee:
The blend of my personal and professional experiences would provide valuable perspective to the DAV IV, In the last six years,
I've evolved from a tourist to a commuter to a highly-involved member of the Upper Keys community. as a member of the current
Leadership Monroe class, I am keen to the dynamics tourism creates in our community. As the wife of a seasoned backcountry
guide, I am sensitive to an aware of the effects of tourism in good times and in bad, As a marketer,
Professionally I am a marketer with experience supporting travel and tourism-related companies - Disney, United Airlines, Hyatt,
and even a little Jewelry company peppering the Caribbean iSlands. Prior to that, I cut my chops in the agency world, working on
retail and destination travel accounts like Park City and Deer Valley, Utah. Even in my current position as VP of a community
bank, I see the ebb and flow of tourism dollars reflect the seasonality of our guests, Additionally, part of my role at the bank is to
Oversee the donation and spOnsorship dollars that oftentimes support events initially approved and supported by the OAC, At the
bank level, we tie value back to investment at every opportunity u participating in an event must have some positive and
measurable effect on our own business objectives. so I understand the evaluation process and key considerations.
As the director of Sales, I travel throughout the Keys and gain insight each time I cross a bridge, While I'm (incredibly) partial to
Islamorada, I appreciate the insight and subtle differences delineating one Keys community from the next. These differences
drive why one family goes to lslamorada every year, while the next pushes on to Big Pine. Each community represents a
different take on "paradise" and it is the responsibility of the respective committee members to impart that insight into his or her
service. I would like to be part of the DAC IV and I believe my experience would provide depth and relevant perspective to
committee discussions, I know why people come to Islamorade .. I used to be one of them, I hope to never leave.
