Roberts County Administrator DATE: July 30, 2001 SUBJECT: Report on Additional Positions ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ At the meeting of the Board of County Commissioners on July 24, 2001, there was discussion concerning the possibility of creating positions that were needed to fulfill key responsibilities. The Administration has reviewed a variety of proposals and recommends as below: 1. Community Services Library Aide - Marathon: Discussion at the meeting concerned the possible need for an additional Library Aide at the Marathon branch. Apparently, this was the result of a perception of some citizens that the branch was not able to provide the appropriate level of service. A situation of which the Board was not aware is that the Administration has been working to improve management and job efficiencies at the Marathon Library. There are already some training issues involved and, prior to the July 24 meeting, there had been approval for the hiring of a temporary employee while the additional management reforms were taking place. It is therefore recommended that the Board not authorize an additional position for a Library Aide in Marathon. t 2. Administrator's Office Communications Coordinator/Website Manager: During budget preparation for fiscal year 2001, the Board of County Commissioners included this position in the budget. There appeared to be a recognition that improving the internal and external communications of the County and professionalizing and paying constant attention to the County's website was of great importance. In November of 2000, the Board voted to instruct the Administrator not to hire this position and the position of Land Steward. Subsequently, the Board rescinded that instruction for Land Steward. It is specifically requested that the Board allow the Communications CoordinatorlW ebsite Manager position to be filled. Pay Grade 9: Salary: $33,117 already budgeted. 3. Manae:ement Services Accounting Specialist: Previously, the Public Works Division had an Accounting Specialist position that was responsible for handling a wide variety of J/ specific projects. During the downsizing process, that position was eliminated and, with the elimination of additional positions in the Office of Management and Budget, the County is having great difficulty in maintaining its responsibilities. In a recent audit, there were comments concerning some uncompleted or late reports, especially in reference to FEMA issues. The reinstatement of the accountant position in the Department of Administrative Services would help to respond to these problems. Pay Grade: 10 Salary: $37,090 4. Public Safety Administrative Assistant: In the downsizing and reorganization changes, the County eliminated the Administrative Assistant position in the Fire Marshal's office, the Personnel Assistant for the Division, and the Ambulance Billing Clerk in the Division. Even though the elimination of these three positions brought about savings, there has been great difficulty in assigning the responsibilities to other personnel. As a result, remaining personnel have assumed greater burdens and are having difficulty completing their tasks. It is recommended that an Administrative Assistant's position be established in the Division and that this position assume many of the responsibilities previously held by the other three positions identified above. Pay Grade: 7 Salary: $27,440 5. Growth Manal!:ement Senior Administrator for Special Projects: As a result of the reorganization and downsizing of the Growth Management Division, there has developed a lack of sufficient depth in senior level management. Staffing turnover will continue to be a problem but will be alleviated to some extent as additional positions are filled. With the Growth Management staff being called upon to undertake more and more special projects and activities and to sit on various committees for particular subjects, it is recommended that a Senior Administrator for Special Projects be created. This individual would report directly to the Division Director and would undertake a variety of projects as they occur. This would provide support for senior management staff as well as greater efficiency and effectiveness in completing needed activities. Pay Grade: 11 Salary: $40,711 ~ 6. Kev West International Airport As has been reported to the Board of County Commissioners on a number of occasions by the Key West Airport Manager, the work that has been done by the Ad Hoc Committee on Noise and the approval of programs by the Federal Aviation Administration are resulting in responsibilities to implement a noise abatement program. This includes dealing directly with the neighborhoods around the airport and implementing the various aspects of the noise program. It is recommended that the position of ~oise and Safety Officer be created for this 2 purpose, as is the case in other airports. Funding for the position would be from airport funds rather than ad valorem taxation. Pay Grade: 10 Salary: $37,090 Although there are many positions that the Administration feels are important to be established, these are the ones that appear to have the most immediacy.
