Marty first began his employment with the County nearly ten
years ago in February of 2002. During his tenure with Monroe
County, Marty has worked entirely for the Public Works Division.
He started out as a Heavy Equipment Operator and because of
his knowledge, skills and abilities, he was promoted to his current
position as Foreman.
Besides the day to day Road Department tasks, Marty IS
always ready, willing and able to take on additional work, special
projects, or respond to hurricanes or emergencies.
Marty is well liked and respected by his crew and co-
workers, he has received excellent performance appraisals, and
his personnel file is filled with commendations in affirmation of his
hard work and dedication.
Marty is an asset to Public Works and Monroe County, and
we are proud to recognize him for the Employee Services Award
for September, 2009.

Vicki Yaklevich
As Vicki Yaklevich is responsible for our MCTV television station, she is also responsible for the
design and implementation of the multimedia components of the new press room located at the
Marathon Government Center. She took the specifications required by Emergency Management
to design a media center with 9 LCD monitors, each capable of handling different signal inputs to
allow Emergency Managers the ability to monitor all local and nation news organizations
simultaneously. Furthermore, the room also has the capability to handle a press conference with
a pooled media feed for news outlets. The design of this system was very complex, but due to her
thorough planning, the installation went flawlessly. Monroe County now has a world class media
facility due to her efforts.
Vicki is always open to input for her team members and works hard to make Monroe County a
better place for us all. She is extremely professional and takes great pride in her work. I am
proud to nominate Vicki Yaklevich for the employee service award for October of 2009.

YEARS OF SERVICE A WARD
PAMELA PUMAR
15 YEARS OF SERVICE
Pam has been an employee with Monroe County since October 3, 1994. She
began her employment with the County as a Senior Office Assistant and
throughout her service with the County has served in the capacity of Staff
Assistant, Personnel Specialist, and Coordinator - all in the Human Resources
Office.
Pam is responsible for preparing and processing all duties necessary for new
employees: She makes all offers of employment; processes all Personnel Action
forms for changes in employee status and coordinates all the necessary follow up
and paperwork as required. She is the main point of contact when it comes to an
applicant transitioning from Applicant to Employee status. With the recent
budget cuts, Pam has also taken on some additional duties and works with
individuals at the initial applicant stage as well.
In 1999, Pam was largely responsible for beginning the Monroe County Relay for
Life Team and coordinating volunteer employees to participate in fundraisers to
raise money for the American Cancer Society. The team raised close to $3,000
~
and Pam was awarded the Employee of the Month for her leadership and efforts
that following year.
Throughout Pam's career she has consistently displayed a can do attitude and is
always approachable and pleasing to deal with. She has never backed away from
work or problems that need solving. If you review her personnel file you will see
that she has been consistently recognized by her co-workers, supervisors and
members of the public throughout her career.
We are proud to recognize Pam for her 15 years of service to Monroe County.

The Boy Scouts of America was founded in 1910, and is
celebrating its 100th anniversary. The Florida National
High Adventure Sea Base on Lower Matecumbe
opened in 1980 and is celebrating its 30th anniversary.

BOY SCOUTS OF AMERICA CENTENNIAL ANNIVERSARY
& FLORIDA SEA BASE 30TH ANNIVERSARY
WHEREAS, The Boy Scouts of America was founded on February 8,1910 with stated purposes
of character building, citizenship training and personal fitness for youth; and
WHEREAS, The original Boy Scout program for boys ages 11 to 18 expanded in 1912 to include
Sea Scouting for boys interested in watercraft and seamanship, and Cub Scouting
established in 1930 for boys ages 8 through 10; and
WHEREAS, The Boy Scout movement created the Exploring Program in 1959 to attract both
young adult men and women ages 14 to 18 in their pursuit of vocational and
avocation related education and the co-educational Venturing Outdoor Program in
1998; and
WHEREAS, Local Professional Scouter, Sam Wampler, developed aquatic high adventure
programs in the Florida Keys in 1973; and
WHEREAS, National Council Boy Scouts of America officially opened the Florida National High
Adventure Sea Base on Lower Matecumbe Key in 1980; and
WHEREAS, The Florida Sea Base has grown to include the Brinton Environmental Center, big
Munson Island and a sailing program in the Bahamas; and
WHEREAS, the Boy Scouts of America are celebrating their 100th Anniversary having served
over 100 million youth and the Florida Sea Base its 30th anniversary having served
over a quarter million Scouts with SCUBA diving, sailing and fishing programs
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the authority vested in me as Mayor of
Monroe County, Florida, hereby congratulate the Boy Scouts of America on its
Centennial Anniversary and our own Florida Sea Base on its 30th Anniversary
and declare February 8, 2010, as
Boy Scouts of America Centennial Birthday in Monroe County
and wish the Scouting movement continued success as it continues to mold
young men and women into the leaders of tomorrow.

Sculpture Key West Month - January 2010
WHEREAS, 15 years ago members of the art community formed Sculpture Key West, a nonprofit
organization whose purpose is to provide a platform for dynamic, contemporary sculpture designed to inspire and
educate the community of Key West, the Florida Keys and visitors as well as bring national attention to what has
become a widely recognized annual exhibition; and
WHEREAS, since its founding in 1995 by local sculptor Jim Racchi, Sculpture Key West has annually
exhibited sculpture in the historically, environmentally and culturally important settings of Fort Zachary Taylor State
Park, The Key West Garden Club at the National Historic West Martello Tower, and Key West Tropical Forest &
Botanical Garden, the only "frost-free" botanical garden in the continental United States; and
WHEREAS, artists exhibiting with Sculpture Key West have generously shared their work with the
community through participation in a public art program designed to place art in and around neighborhoods, at county
locales, and at businesses throughout Key West; and
WHEREAS, for the past 5 years Sculpture Key West has encouraged young artists at Key West High School,
the Montessori School, Horace a'Bryan and HS2 in their pursuit of learning about the process of making art by
hosting artist talks and tours of all of the venues for the students and their teachers; and
WHEREAS, for the past fifteen years, the Florida State Park Service, The Key West Garden Club and now
the Key West Botanical Garden have generously opened their facilities and provided substantial assistance to
Sculpture Key West, enabling Sculpture Key West to become an annual event thereby attracting many visitors to the
State Park, historic Fort, the Gardens and their environs; and
WHEREAS, this year, the Monroe County Tourist Development Council has again provided funding to
Sculpture Key West in recognition of the important role that the arts play in cultural tourism; and
WHEREAS, Sculpture Key West is considered a leading contemporary art event in South Florida; and
WHEREAS, Sculpture Key West provides much sought after exhibition space for local, county, state,
national and international artists; and
WHEREAS, during challenging times art, especially public art, connects the best parts of each of us to the
other and reminds us that we can transform our thinking in ways that help us see possibilities instead of problems;
and
NOW, THEREFORE,!, Sylvia Murphy, by virtue of the authority vested in me as Mayor of Monroe County,
Florida, here proclaim January 2010 as
SCULPTURE KEY WEST MONTH
The citizens of Monroe County, residents and visitors to our county are urged to visit Fort Zachary Taylor State
Park, the Key West Garden Club and the Key West Tropical Forest & Botanical Garden, particularly during the
forthcoming Sculpture Key West event (January 16 - April 16, 2010) to experience art in an art-loving community
that is tolerant and imaginative and to view art outdoors in extraordinary tropical settings.
