Pat Kennedy has been employed by Monroe County for over 17 years. He
was hired in 1992 as a Maintenance Worker, was promoted to Building
Maintenance Technician just a year later, and was reclassified to Sr. Technician
Maintenance in 1997.
Though Pat's job title refers to maintenance, and he performs
maintenance duties with ease, he is well know for his excellent customer
service, exceptional carpentry skills, and outstanding construction and
renovation projects. Fine examples of his work are found everywhere in the
County. Most recently he completed renovations to create the media room at
the Marathon Government Center which came out wonderful. He saves the
County thousands of dollars by performing the work in-house.
Pat is also detailed oriented and goes out of his way to make sure
everything is taken care of, large or small. Customer service is his number one
priority. His Personnel file which is overflowing with commendations from his
supervisors, peers, and other agencies praising his positive attitude,
cooperation, assistance, and skills and abilities.
Pat is an asset to Public Works and Monroe County, and we are proud to
recognize him for the Employee Service Award for January, 2010.

MAYOR'S PROCLAMATION
KEY WEST ART CENTER
50TH ANNIVERSARY
March 2010
WHEREAS, Since 1960, the Key West Art Center continues to fulfill its
charter by raising awareness and support for the arts in Monroe County.
The Center found a permanent home at 301 Front Street, Key West after
agreeing to repair the condemned building. The group stems from the
1939 WPA artists group formed during the depression; and
WHEREAS, The Key West Art Center sponsors the annual Craft Show, in
its 25th year, & the Annual Old Island Days Art Festival, in its 45th year.
The Art and Craft shows have brought thousands of artists and art fans to
the keys over the 45-year history as visitors plan their trips around these
events; and
WHEREAS, The Key West Art Center conducts seasonal monthly
meetings and demonstrations which are open to the public and hosts the
very popular "Hands On" student art program;
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the power vested in me
as Mayor of Monroe County, Florida, hereby wish to celebrate & honor
the
50th Anniversary of the Key West Art Center

MAYOR'S PROCLAMATION
WATER CONSERVATION MONTH
APRIL, 2010
WHEREAS, water is a basic and essential need of every living creature; and
WHEREAS, clean, safe, sustainable water resources and supplies are now and have
historically been a defining factor in the lives of Monroe County residents and visitors;
and
WHEREAS, drought, water shortages, development and population growth, serve as a
reminder that Florida's water resources, no matter how diverse are finite and fragile;
and
WHEREAS, the State of Florida has for several years declared April as Water
Conservation month; and
WHEREAS, the every business, industry, school, citizen and visitor can make a
difference when it comes to saving water; and
WHEREAS, every business, industry, school, citizen and visitor can help save water by
using simple methods to conserve water, for example, the use of native plants and
xeroscaping, not running the water needlessly, using rain barrels, and running
dishwashers and cloths washers only when fully loaded; and
WHEREAS, the Board of County Commissioners of Monroe County has always
encouraged and supported water conservation.
NOW, THEREFORE, I, Sylvia Murphy, serving as Mayor of Monroe County, Florida, do
hereby proclaim April 1st through April 30th, 2010 as
"W ATER CONSERVATION MONTH"
in Monroe County, Florida, and encourage all residents and visitors to observe this
month with appropriate personal actions, programs, ceremonies, and activities.

April - Earth Month and
April 22 - Earth Day - 2010
WHEREAS, it is very important that we as a county set aside a month and a
special day for environmental awareness; and
WHEREAS, all people should be aware of the protection of the environment
for the future of human, animal and plant life; and
WHEREAS, in 1970, the United States Congress designated April as "Earth
Month" and April 22, as "Earth Day"; and
WHEREAS, as a result of environmental awareness many laws have been
created to protect land, water, species and air.
WHEREAS, our environment directly impacts the quality of life for everyone in
Monroe County and an increased awareness of this issue will lead to the
continued improvement of our community.
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the power vested in me as
Mayor of Monroe County, Florida, hereby proclaim the month of April, 2010 as
"EARTH MONTH" and April 22 as "EARTH DAY"

MAYOR'S PROCLAMATION
America's Waterway Watch Month - April 2010
WHEREAS, the Florida Keys are the recreational "Boating and Fishing Capital of the World;" therefore
our residents and thousands of tourists are attracted here to participate in these popular activities
each year; and
WHEREAS, the Florida Keys consist of more than one hundred islands spanning a distance of
approximately 126 miles, connected by forty-two bridges, surrounded by the Atlantic Ocean, the Gulf
of Mexico, and the Florida Straits, and with approximately 650 miles of vulnerable shoreline, canals,
and offshore islands; and
WHEREAS, the protection of people and property are the obligation of every boater, yet in 2008
Monroe County recorded the highest number of boating accidents in Florida; and
WHEREAS, the US Coast Guard and the US Coast Guard Auxiliary work diligently with the boating
public and community to improve boating safety and increase public awareness of the responsibility
to protect Monroe County through the America's Waterway Watch program; and
WHEREAS, the Department of Homeland Security recognizes the potential threats by the use of our
waterways, there is a growing additional responsibility to be vigilant of potential threats to our
national security while enjoying boating and fishing activities; and
WHEREAS, to this end, all boaters are asked to practice safe boating skills throughout the entire year
by wearing a life jacket, completing a boating education course, requesting an annual vessel safety
check, operating vessels responsibly, safely, and soberly, and obeying Coast Guard Regulations, and
learning how to participate in America's Waterway Watch.
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the authority vested in me as Mayor of Monroe
County, Florida, do hereby proclaim April 1 through April 30, 2010 as
America's Waterway Watch Month in Monroe County

MAYOR'S PROCLAMATION
1 st Annual Florida Keys Day - April 20, 2010 -Tallahassee, Florida
WHEREAS, The primary goal of the 1st Annual Florida Keys Day is to inform all of the Florida Legislature of
the uniqueness of Monroe County and the Florida Keys, their value and contributions to the state
as a whole, and the significant problems they are facing that require the help of the Legislature
to address.
WHEREAS, The Keys are one of the State's major tourist destinations and as a result are a net contributor
to state sales tax revenues, tourist development taxes, and gas tax revenues.
WHEREAS, The Keys are also a major net contributor of education tax revenues to the state due to the
extremely high market value of limited developable property and the relatively low number of
school age children.
WHEREAS, Monroe County is one of the only areas of the state under a mandate to upgrade its wastewater
treatment systems to state of the art Advanced Wastewater Treatment standards; this requires
the wholesale construction of new sewage systems in a unique environment.
WHEREAS, The Keys relative isolation, unique geography, and tourist/hospitality based economy all combine
to make affordable health care and an extremely high level of uninsured individuals a major
problem.
WHEREAS, The 1st Annual Florida Keys Day will be an outreach and partnership building day with a broad
range of stake holders promoting supportive policy at the state level.
WHEREAS, The 1st Annual Florida Keys Day is a leadership action day!
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the authority vested in me as Mayor of Monroe
County, Florida, hereby declare April 20, 2010, as
Florida Keys Day in Tallahassee
and wish the community success as it strives to make a difference in our state capitol.

Mayor's Proclamation
SEAGRASS AWARENESS MONTH
WHEREAS, the seagrass community of South Florida is the largest seagrass meadow in
the world and has helped create and sustain the world class fishing in the Florida Keys; and
WHEREAS, many commercial fishery species rely on seagrass habitat during some part
of their life cycles including pink shrimp, lobster, red fish, snapper, and stone crab; and
WHEREAS, seagrass is less glamorous than corals but equally important and seagrasses provide a
multiplicity of functions that contribute to a healthy and viable marine ecosystem; and
WHEREAS, in 2009 alone, seagrass communities in Monroe County supported an estimated harvest
of roughly $12.1 million for six commercial species of fish and shellfish; and
WHEREAS, while there are 1.5 million acres of seagrass in Monroe County, Florida, over 30,000
acres in South Florida have propeller scars; and
WHEREAS, seagrass stabilizes bottom sediments and helps to absorb the excess
nutrients from land run-off which can further damage the quality of our waters; and
WHEREAS, the seagrass community supports hundreds of species of fish at various
stages of their development; and
WHEREAS, awareness of the problems facing this vital natural resource will help to
create an understanding of the ways seagrass damage can impact both the economic and ecological
value of our marine resources.
NOW, THEREFORE, I, Sylvia Murphy, by virtue of the power vested in me as Mayor of Monroe
County, Florida, hereby proclaim the month of March, 2010 as
SEAGRASS AWARENESS MONTH
