Hank Kokenzie
Hank Kokenzie has performed consistently as one of the top systems analysts in Technical
Services. He is a conscientious employee who always goes the extra mile. He has been
responsible for the automation of security updates and software patches for all county
computers and has implemented a process whereby the updates are automatically pushed out to
each workstation.
He is primarily responsible for the maintenance of County smartphones such as the iPhone. He
has worked tirelessly with each end user to ensure that they get the most out of their phones.
Hank exemplifies a team player. He supports all of his team members as well as end users. He
has maintained a positive attitude towards others and is always learning and growing his skill
set. We are proud to present the Employee ofthe Year Award for 2009 to him.

EMPLOYEE SERVICE AWARD FEBRUARY, 2010
KATHERINE PETERS
As can be seen in the email from a co-worker nominating her, Kathy Peters is highly
respected by her co-workers and all who interact with her. While her job duties require a lot
of contact with various departments and the administrator's office, what is remarkable is that
Kathy always helps pull it together when everyone else is late in providing documents,
providing incomplete documents or otherwise needing a major nudge to complete agenda
items properly. She manages to cajole recalcitrant folks into getting their paperwork
completed, and in a timely manner, or as timely as the most dilatory ones will allow.
Kathy is always willing to step in and help others in the office even though her job duties are
frequently so voluminous that her average workday is at least 9 or 10 hours. Despite the
pressure to get agenda items processed, and particularly the pressure to complete agenda
items for add-ons, Kathy is always cheerful and making jokes instead of griping.
She has been an invaluable asset to the County Attorney's Office in keeping track of items
tabled or continued and reminding the appropriate attorneys so that it can be decided
whether or when to put an item back on the agenda. One could sing Kathy's praises for quite
a while. Suffice it to say that she is an exemplary employee, often going above the call of
duty to help others with their agenda items, and is a key person in the processing of the
County's transactional documents.
Kathy is an asset to The County Attorney's Office and Monroe County, and we are proud to
recognize her today for the Employee Service Award for the Month for December, 2009.

Fred Gartenmayer started his career with Monroe County in April of
1980. He started with Monroe County under the CETA program and quickly
became a valued employee. He drove for Social Services for 7 years before
transferring to Public Works, where he quickly moved up the ranks to his
current position of Plumbing Foreman.
Fred has proved to be a dedicated, diligent, and crafty team leader.
Since his employment began, he has earned several letters of
commendation, was Employee of the Month in November of 1993 and has
gained the respect of his peers and supervisors in the 30+ years he has
dedicated to Monroe County.
Fred is to be commended for his great attitude, attention to detail,
cooperation, professionalism and extensive job knowledge. He is a proven
team leader.
Fred is an asset to Public Works and Monroe County, and we are proud
to recognize him today for the Employee Service Award for the Month for
February, 2010. Congratulations!

Tony Gartenmayer, Building Maintenance Specialist, Facilities Maintenance
Department, Public Works Division, has been employed by Monroe County since
January of 1995.
Mr. Gartenmayer first began his employment with the County as a Mason, and in
1997 was reclassified to his current position as Building Maintenance Specialist.
Mr. Gartenmayer is a model employee handling each task with a positive
attitude and going above and beyond what is expected of him. He has been
recognized by the local media and rightfully so, for the outstanding worked he
performed at Astro City, the African Memorial and the Conch Key Fire Station. Most
recently, Mr. Gartenmayer was recognized by Mr. Peter Horton, Director of Airports for
his outstanding work on Pines Park, bringing this park back into shape for public use,
and again by Rosa Washington, Sr. Solid Waste Administrator, for his hand in developing
a recycling bin to be used by Monroe County that is attractive, functional and durable
for our beautiful Keys weather!!! His perseverance in these tasks demonstrates his
commitment to all residents of Monroe County.
Mr. Gartenmayer has been Employee of the Month, twice; once in August of
1997, again in January of 2008, and he was the Employee of the Year in 2008! Public
Works is proud to recognize Tony for his 15+ years of consistent and devoted service to
Monroe County; he is an asset to his department, Monroe County and our residents.

Gisela Doval, Custodian, Facilities Maintenance Department, Public Works
Division, has been employed by Monroe County since January of 2000
Mrs. Doval is the epitome of a dedicated and responsible employee
and has been singled out, as an example of such, at a prior time. This is, in part,
because of her attitude and the fact that she works hard to assure that every
duty assigned to her is completed to the best of her ability; with a belief that, it is
worth doing, therefore, it is worth doing well.
Mrs. Doval takes great pride in the Cuban heritage represented by the
Gato Building in Key West, at which she works and this shines through with the
conscientious and meticulous attention she gives each of her tasks.
Mrs. Doval can always be relied upon to pitch in when extra help is
needed, no matter her job description. This is a true blessing in these times.
Mrs. Doval was recognized as the Employee of the Year in 2002, just 2 short
years after employment began; an accomplishment all in its own.
She is a true asset to Public Works and Monroe County, and we are proud
to recognize her for her 10+ years of consistent and devoted service to the
County.

Richard Sands, Maintenance Worker, Facilities Maintenance Department, Public
Works Division, has been employed by Monroe County since January, 2000.
Mr. Sands first began his employment with the County as a Custodian. In 2005,
he was promoted to his current position as Maintenance Worker, and in 2006 he
transferred to Higgs Beach.
Mr. Sands is a very dependable and knowledgeable team member. He has
outstanding skills and he does an excellent job of assisting the other trades to help
get the job done.
Mr. Sands has numerous commendations in his file, a notable commendation
came from Commissioner Carruthers, when she received information that Mr. Sands,
intervened as a vagrant seemed to be harassing park visitors. The witness was very
impressed that the employee was responsive in a professional and yet respectful
manner. As Commissioner Carruthers stated in her commendation, "this is exactly
the kind of attitude we need to keep this County a welcoming and safe place for our
residents and visitors alike.
Mr. Sands is an asset to Public Works and Monroe County, and we are proud to
recognize him for his 10+ years of consistent and devoted service to the County.

Roberto Perez
10 Years of Service Award
Mr. Perez came to work for Monroe County-Key West
International Airport on October f\ 1999.
During his ten years of service Mr. Perez has been a hard working,
reliable, cooperative and conscientious employee. He always goes
above and beyond and does so with a very positive, upbeat and
accommodating attitude. His work ethics are exemplarily and he
can always be depended on to do what is asked of him.
When he suffered a serious health issue some years back he was
anxious to return to work as quickly as possible as to not place
additional hardship on the Airport and its operations. This effort
was greatly appreciated and admired by his supervisors.
Mr. Perez is an asset to Monroe County and his hard work and
dedication are greatly admired my staff and the public.
We would like to take this opportunity to tharlk Mr. Perez for his
loyal service to Monroe County.

Richard Cletta, Captain with the Airport Fire Rescue. He first
began his employment as a firefighter with the Key West International
Airport ten years ago. Rich was able to move up in rank at a fast rate do
to his background, coming from the United States Air Force where he
had reached the rank of First Sergeant.
Rich is very dependable and knowledgeable, as a team leader he
has showed outstanding leadership ability both in day to day work or in a
emergency.
Richard is an great asset to the Airport Fire Rescue and Monroe
County, we are proud to recognize him for his 10 years of consistent and
devoted service to the County.

EMERGENCY MEDICAL SERVICES WEEK
WHEREAS, Emergency medical services are a vital public service; and
WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to
those in need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of
those who experience sudden illness or injury; and
WHEREAS, the emergency medical services system consists of firefighters, firefighter-EMTs,
firefighter-paramedics, emergency and trauma nurses, dispatchers, educators, emergency and trauma
physicians and support personnel; and
WHEREAS, the members of emergency medical services teams, whether career or volunteer, engage in
thousands of hours of specialized training and continuing education to enhance their lifesaving skills;
and
WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical
services providers by designating Emergency Medical Services Week; now
THEREFORE, I, Sylvia Murphy, by virtue of the power vested in me as the Mayor of Monroe
County, Florida, in recognition of this event from May 16 through 22,2010, with Wednesday, May 19
set aside as Emergency Medical Services for Children Day, do hereby proclaim this to be
EMERGENCY MEDICAL SERVICES WEEK
With the theme, "EMS: Anytime, Anywhere, We'll Be There," I encourage the community to observe
this week with appropriate programs, ceremonies and activities.

FAIR HOUSING MONTH
WHEREAS, although Equal Housing Opportunity is a right guaranteed to all Americans under Title
VIII of the 1968 Civil Rights Law, the struggle against discrimination in housing continues; and
WHEREAS, each year since the enactment of the National Fair Housing Act, the federal government
designates April, the anniversary month of that law, as Fair Housing Month; and
WHEREAS, on this, the 42th anniversary, Monroe County, Florida, is pleased to join in that
designation, since it provides an opportunity for all Americans to rededicate themselves to the
principles of freedom of housing choice and to reacquaint themselves with the rights and
responsibilities that are theirs under the law; and
WHEREAS, since fair housing is consistent with the principle of equality and justice for all -
principles upon which our nation was founded - we all need to share in the fight to ensure fair housing
is a reality for all residents; and
WHEREAS, the Housing Authority of Monroe County provides fair housing education and outreach
services for the County of Monroe,
NOW THEREFORE, I, Sylvia Murphy, Mayor of Monroe County, on behalf of the County Board of
Commissioners, do proclaim the month of April, 2010 as
FAIR HOUSING MONTH
in Monroe County, and urge all citizens to join the efforts to reaffirm fair housing opportunities for all
people.

WHEREAS, Our legal institutions and system of justice depend on popular participation and support
to maintain legitimate authority; and
WHEREAS, Americans from all walks of life, public figures and private individuals alike, have
reaffirmed in words and deeds our national allegiance to the rule of law; and
WHEREAS, lawyers and judges recognize that they bear a special responsibility to foster public
understanding of law and legal institutions and commitment to the rule of law; and
WHEREAS, Law Day has been an annual observance since President Dwight Eisenhower established
it in 1958 as "a day of national dedication to the principle of government under law;" and
WHEREAS, Law Day 2010 provides us with an opportunity to understand and appreciate the
emerging challenges that confront our world-and the law-in the 21 st century, while reaffirming
enduring legal traditions; and

I call upon the people of the County of Monroe County to acknowledge the importance of our legal and

and our city/state in support of this educational observance. I further encourage schools, businesses,
media, religious institutions, civic, and service organizations to join members of the bar and bench in
commemorating Law Day.

MAYOR'S PROCLAMATION
Motorcycle Safety Awareness Month, May 2010
WHEREAS, motorcycles are increasingly used as a regular means of transportation; and
WHEREAS, the motorcycle is an energy-efficient vehicle that reduces fuel
consumption, traffic and parking congestion and is an important form of transportation,
commuting, touring, and recreation; and
WHEREAS, with motorcycle ownership in Florida exceeding 750,000 registered
motorcycles, the Governor of the State of Florida and the National Highway Traffic
Safety Administration and the Motorcycle Safety Foundation have traditionally named
Mayas 'Motorcycle Safety Awareness Month;' and
WHEREAS, states and motorcycle organizations across this country will be conducting a
variety of activities to promote the importance of motorists' awareness and safety
shari ng the road with motorcycles; and
WHEREAS, locally, ABATE of Florida, Inc. Southernmost Chapter is highly involved in
motorcycle safety through the Rider and Motorists' Education Programs which includes
the 'Motorcycle Safety Awareness Program' to educate the non-riding public how to
safely share the road with motorcycles; and
WHEREAS, ABATE of Florida, Inc. promotes friendship and safety among all
motorcyclists using their motto of 'American Bikers Aiming Towards Education' and
'Zero Accidents, Zero Deaths;' and
WHEREAS, a certified motorcycle safety course is now being offered in Monroe County
and the County of wishes to join in ABATE'S public safety campaign in an effort to
ensure the safety and well being of its citizens,
NOW THEREFORE, I, Sylvia Murphy, by virtue of the power vested in me as Mayor of
Monroe County, Florida hereby proclaim the month of May, 2010 as
'MOTORCYCLE SAFETY AWARENESS MONTH'
in Monroe County, Florida and urge its citizens to be more aware of motorcycles on our
roads and highways and for all motorcyclists to take advantage of motorcycle safety
programs throughout the year.
