I understand that you had some questions regarding insurance requirements and documentation for the
contract between Monroe County and South Florida Regional Planning Council for the development of a
Marine Management Plan.
On 28 January 2005 I worked on the insurance requirements with Maria Slavik in Risk Management. I
provided SFRPC's insurance documents to her and she forwarded the documents and the scope of work to
her department's consultant Sid Webber in Tampa. I had several conversations with Mr. Webber and he
concluded that since SFRPC is a state agency that we. do not need a county certificate of insurance. He felt
that the insurance documents that were provided sufficiently covered the type of work the agency would be
performing. Subsequently, Risk Management signed off on the contract summary.
I spoke to Maria Slavik yesterday and she asked that I pass this information on to you. Attached are the
four original contracts ready for the final signatures. Please feel free to call if you have any further
questions.

Here are some of my notes from March of this year which explains the communications I had that day clearing things up with both
the Attorneys Office and Risk Management. Attached is the memo I sent to Suzanne Hutton explaining things. Apparently Sid
Webber is the guy (legal consultant for Risk) that made the decision.

3/15 Left a message for Kathy Peters at the attorneys office. She indicated, via memo, that we needed a certificate of
insurance before the mayor can sign the contract with SFRPC. I'm letting her know that we've already been through all
this and Risk Management had their consultant review the documents and indeed detennined that no certificate of
insurance is required. I also called Maria Slavik (3178) to confinn with her that Risk Management was happy with the
insurance after Sid Webber had reviewed it. Maria said that Kathy Peters is probably not aware that Risk Management
was ok with things. She said Kathy is just down the hall from her, so she'll talk to her and someone will call me back.
Maria called back. Kathy called back- she said send it back with a cover memo about what happened, no need for a
waiver or certificate, etc. She said that Suzanne won't be back until Monday.
