ITEM BACKGROUND:

AGENDA ITEM WORDING: Discussion regarding BOCC approval and direction to staff to
create and institute standardized statistical reporting criteria for Animal Control Shelter
Provider monthly activity reports.
ITEM BACKGROUND:
The individualized variables in monthly activity reporting from one
Animal Shelter provider to the other should be eliminated and fully standardized by the County to
provide a clear and reliable picture of shelter activities; and to properly monitor and oversee the
County Animal Shelters and the services provided by the contractors to the public. The shelter
providers do not have standardized statistical reporting criteria set by the County, and record their
monthly activities in different ways as they deem appropriate, For example, service calls; it should be
clearly standardized as to what the County expects to be recorded as a service call, and what requires
the generation of a service call written report. Bite cases, and cruelty/neglect cases are other important
areas which need specific reporting criteria.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
SUPPORTING THE FLORIDA KEYS ENVIRONMENTAL COALITION AND
ITS EFFORTS IN CONNECTION WITH THE DEEPWATER HORIZON OIL
SPILL
I WHEREAS, the Deepwater Horizon Oil Spill is the worst oil spill in US history and has
the potential to cause unprecedented devastation to the waters and shoreline of the Gulf of
Mexico, and that has already resulted in severe economic losses, destruction of wildlife and
their habitat, degradation of recreational areas, nature preserves, unique ecosystems and
entire ways of life; and __

~ WHEREAS, the threats from the Deep Water Horizon Oil Spill continue to escalate due
to the continuing release of oil and toxic dispersants into the Gulf of Mexico, causing unique
threats that even the greatest and most experienced scientific minds are not able to
categorize, quantify, or suggest defenses against; and

County and the Florida eys via the Loop Current, the Gulf Stream and other currents within
the Gulf of Mexico and epresent peril to the various hyper-sensitive ecosystems of the
Florida Keys including the "Backwater", salt and brackish water sections of the Everglades
National Park, the coral reefs and the Florida Keys National Marine Sanctuary, John
Pennekamp State Park, the Gulf Stream offshore fish habitat and irreplaceable national and
world treasures; and
~ 'f WHEREAS, the efficacy of techniques, directives, cooperation, and coordination
demonstrated by BP and the Unified Incident Command in the areas already affected by oil
intrusion, has proven questionable and has created public belief in inadequate ability or
determination to protect the safety of the people, wildlife and ecosystems of those areas; and
S WHEREAS, the people of Monroe County represent one of the most self-sufficient,
resilient and knowledgeable communities of people with regard to the preparation and
survival of disastrous events, such as hurricanes, the specific behaviors and workings of its
ecosystems and the effects of changes on the way of life of the community and residents; and

stewardship specific to the Florida Keys reside and practice their expertise within Monroe
County and that world renowned leadership has attracted the support of many more experts

Management System (NIMS) training to enable proper leadership and coordination with all
Incident Command participants; and
4 WHEREAS, "The Mission of the Florida Keys EnvironmentalCoaIition is to coordinate
and support the initiatives of organizations, businesses, and individuals who work to protect
the coral reefs and ecosystems of the Florida Keys, and to provide a unified voice for our
communitY'; and
.. WHEREAS, the Florida Keys Environmental Coalition has requested to take action to
try to get the Unified Command to incorporate the volunteer expertise and resources of the
Florida Keys Environmental Coalition in the response actions; now therefore
THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY RESOLVES THAT:
1. Monroe County, and its Board of County Commissioners, in preparation for and the
protection of all of the various intertwined ecosystem of the Florida Keys does; support the
Florida Keys Environmental Coalitions (FKEC) in research, improved defense techniques,
emergency operation coordination, deployment of protection systems, strategies, and tactics,
as a significant idea and implementation leader for a community defense strategy.

2. The Monroe County BOCC does direct its staff to continue to take all action necessary to
prepare for response, including active participation in the Unified Command actions for
protection, clean~up and remediation, as well as ability to file claims for the county.
"^ 3. Further, the Monroe County BOCC does request and encourage that all agents of the
Unified Incident Command System, including the US Coast Guard, BP, the State of Florida and
its Department of Environmental Protection, US Fish and Wildlife, Florida Fish and Wildlife
and all emergency decision:making entities to include and consider the recommendations of
the FKEC with regards to the gathering and deployment of alternative oil response resources
and techniques, operational systems and training programs developed and directed via
FKEC's steering committee, and research and development efforts, including professional and
expert technical leadership in preserving the unique and sensitive ecosystems of the Florida
Keys.
4. The Monroe County BOCC demands the best and proper protection of its ecosystems,
livelihood and people from the pending threats of the Deep Water Horizon Oil Spill and
believes that it is vital to the necessary transparency and effectiveness of the Unified
Command and BP responses to protect the Florida Keys to incorporate the full cooperation of
all participating Keys entities in this effort, including the FKEC.

Discussion regarding the current status of the Deepwater Horizon oil leak and its current and potential
impact on Monroe County including:
- Securing assistance from the Federal government and BP to offset emerging economic damages resulting
from the misperception that oil is currently present in Keys waters
- Securing Federal support to minimize possible environmental damage to the Florida Keys should oil
reach our near-shore waters and beaches
- Review of plans to protect local ecosystems
- Clarification of communication pathways among government entities, BP and local volunteer forces
- Utilization of local contractors and those familiar with Keys waters and environments in any potential
clean-up effort.
ITEM BACKGROUND:
On April 20, 2010, a semi-submersible exploratory offshore drilling rig owned and operated
by Transocean Ltd on behalf of BP in the Gulf of Mexico exploded causing a massive oil spill threatening
the coast of Louisiana, Mississippi, Alabama, Texas, and Florida. Current estimates for the original and a
secondary leak are between 20,000 and 100,000 barrels per day. No oil from this rupture has yet reached
the Keys and it is still unknown whether it ever will. NOAA experts report that should any oil reach the
Keys, the environmental damage will be quite different from that being experienced in Louisiana; it will be
in the form of tar balls, less widespread and viscous than in other Gulf states. Nonetheless, local business
owners are already suffering from the misperception that the Keys are being impacted. Residents are eager
to understand plans to combat any environmental impacts and to participate in the clean-up effort, yet feel
stymied by a lack of direction on how to proceed.
