ITEM BACKGROUND: The individualized variables in monthly activity reporting from one Animal Shelter provider to the other should be eliminated and fully standardized by the County to provide a clear and reliable picture of shelter activities; and to properly monitor and oversee the County Animal Shelters and the services provided by the contractors to the public. The shelter providers do not have standardized statistical reporting criteria set by the County, and record their monthly activities in different ways as they deem appropriate, For example, service calls; it should be clearly standardized as to what the County expects to be recorded as a service call, and what requires the generation of a service call written report. Bite cases, and cruelty/neglect cases are other important areas which need specific reporting criteria. WHEREAS, the Florida Keys Environmental Coalition has requested to take action to try to get the Unified Command to incorporate the volunteer expertise and resources of the Florida Keys Environmental Coalition in the response actions; now therefore THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY RESOLVES THAT: 1. Monroe County, and its Board of County Commissioners, in preparation for and the protection of all of the various intertwined ecosystem of the Florida Keys does; support the Florida Keys Environmental Coalitions (FKEC) in research, improved defense techniques, emergency operation coordination, deployment of protection systems, strategies, and tactics, as a significant idea and implementation leader for a community defense strategy. ~~ o 2. The Monroe County BOCC does direct its staff to continue to take all action necessary to prepare for response, including active participation in the Unified Command actions for protection, clean~up and remediation, as well as ability to file claims for the county. "^ 3. Further, the Monroe County BOCC does request and encourage that all agents of the Unified Incident Command System, including the US Coast Guard, BP, the State of Florida and its Department of Environmental Protection, US Fish and Wildlife, Florida Fish and Wildlife and all emergency decision:making entities to include and consider the recommendations of the FKEC with regards to the gathering and deployment of alternative oil response resources and techniques, operational systems and training programs developed and directed via FKEC's steering committee, and research and development efforts, including professional and expert technical leadership in preserving the unique and sensitive ecosystems of the Florida Keys. 4. The Monroe County BOCC demands the best and proper protection of its ecosystems, livelihood and people from the pending threats of the Deep Water Horizon Oil Spill and believes that it is vital to the necessary transparency and effectiveness of the Unified Command and BP responses to protect the Florida Keys to incorporate the full cooperation of all participating Keys entities in this effort, including the FKEC. 5. ITEM BACKGROUND: On April 20, 2010, a semi-submersible exploratory offshore drilling rig owned and operated by Transocean Ltd on behalf of BP in the Gulf of Mexico exploded causing a massive oil spill threatening the coast of Louisiana, Mississippi, Alabama, Texas, and Florida. Current estimates for the original and a secondary leak are between 20,000 and 100,000 barrels per day. No oil from this rupture has yet reached the Keys and it is still unknown whether it ever will. NOAA experts report that should any oil reach the Keys, the environmental damage will be quite different from that being experienced in Louisiana; it will be in the form of tar balls, less widespread and viscous than in other Gulf states. Nonetheless, local business owners are already suffering from the misperception that the Keys are being impacted. Residents are eager to understand plans to combat any environmental impacts and to participate in the clean-up effort, yet feel stymied by a lack of direction on how to proceed.
