NOTICE OF CALLING FOR BIDS
NOTICE IS HEREBY GIVEN TO WHOM IT MAY CONCERN that on
the 13th day of August, A. D. 1968, at 2:00 P. M. in the Monroe County
Court: House, Key West, Florida, the Board of County Commissioners of
Monroe County, Florida will open ~ealed bids for the following:
Lease-purchase of two (2) fire trucks.
Specifications and all bid information may be obtained from the office
of Earl R. Adams, Clerk of the Circuit Court, Monroe County Court House,
Key West, Florida.
All bids must be in the hands of the County Clerk on or before 2:00
P. M. Tuesday, August 13, 1968.
The successful, bidder must agree on a satisfactory Lease-Purchase
AgreeJ:nent for said trucks.
The Commission reserves the right to accept or reject any and all
bids made pursuant to this advertisement.

(A) The appcratus sha~_ ~a Of ~ne mod~~n typs, carefUllY ca-
signed to suit the nature of the service which the apparatus
must parform. All materials, workmanshipf and finish entsri~g
into the construction of the apparatus shall conform to the cna=ac-
~er of the apparatus and the purpose for which it is intended.

(h) Tre contrnctor shall furnish satisfactory evidence of his
ability to construct the apparatus as specified and shall state
the location of the factory where the apparatus is to be built.
(6) T~e contractor shall defend any and all suits and assume all
liability for any and all claims made against the purchasers or
any of its officials or agents for the use of any patented pro-
cess, device or article forming a part of the apparatus or any
appliance furnished under the contract.
(c) As a condition of the acceptance of the apparatus, the con-
tractor shall furnish the following Warranty:

WARRANT: Each new apparatus manufactured or assembled by us to
be free from defects in material and workmanship under normal use
and service, our obligation under this Warranty being limited to
making good at our factory any part or parts thereof, including
all equipment or trade accessories (except tires) supplied by us
which shall, within one (1) year after making delivery or such
vehicle to the original purchaser, be returned to us with trans-
portation charges prepaid, and which on examination by the manu-
facturer shall disclose to his satisfaction to have been thus
defective. This Warranty being expressly in lieu of all cther
warranties expressed or implied and of all other obligations or
liabilities on our part, and we neither assume nor authorize any
other person to assume for us any liability in connection with
the sale of our apparatus.
3. ~CCEPTANCE AU~HORITY
(A) The Chief of the Fire Departme~~, 2 representative of the
insurance inspection department having jurisdiction, and such
ether person or persons as are, or may be designated by the pur-
chasers to witness the pumping and road tests, and compliance
with all the requirements of this specification, shall be sole
judges in determing the acceptability of the apparatus.
(8) In the event the apparatus fails to meet the test re~u~re-
~ents on first trials, second trials may be made at the option
of the contractor within thirty (30) days of the date of the f~rs~
trials. Such trials shall be final and conclusive and failure ~o
comply with these requirements shall be cause for rejection.
Failure to make such changes as the Chief of the Fire Department
and/or the purchaser may consider necessary to conform to any
clause of the specifications within thirty (30) days after ~otic8
is given to the contractor to make such changes shall also be
cause for rejection of the apparatus. Permission to keep or stcrs
the apparatus in any building owned or occupied by the purChaser
or its use by the fire department during the above specified
period '~ith the permission of the contractor shall not consti:~t2
acceptaice of the same.

(J) DelivB~y of the fire 2pparatus shall be made by compe~5nt
factory trained delivery engineer. In all cases the responsibility
for thE? apparatus and equipment remains with the manufacturer until
the satisfactory completion of acceptance tests and formal accept-
ance by ~he purchasers. Acceptance will not be made by purchaser
until all items called for in this specification are to specifica-
tions c;nd apparatus is complete and ready to be placed in service.
(c) A competent representative of the manufacturer shall ramain
in the community purchasing the apparatus for a sufficient length
of timE, to instruct fire department personnel in the operation,
care and maintenance of the apparatus delivered.
5. DESIGN RECUIREMENTS
(A) The apparatus shall be constructed with due considerati8n to
the nature and distribution of the load to be sustained and to ~na
~aneral character of the service to which the apparatus is to be
subjected when placed in service. All parts of the apparatus
shall be strong enough to withstand the road speed, practical tes~s,
and general service under full load. The apparatus shall be so
designed that the various parts are readily accessible for lubri-
cGtion, inspection and adjustment and repair. Suitable access
shall ce provided to permit inspection and adjustment of the pu~p
while operating.
(8) The apparatus shall cGmp~y Wl~~ all applicable StaLe motor
vehicle laws.
o. C~RRYIN~ CAPACITY
(A) The apparatus shall be so cesign2d and the equip~8nt so
mounted with due considEratic~ LO distribution of load between
front and rear axles, that all specified equipment, including the
filled water tank, a full complement of hose and equipment and
equivalent personnel load of 1200 pounds; excep~ as otnerwise
specified, will be carried without injury to tne apparatus. ~

filling of radiator from fire pump while pumping.

8. FUEL SYSTE~v:
(A) The gasoline feed system shall include an electric fuel pu~p
located near the gasoline tank, as required by N.B.r.U. Pamphlet
1'Ii o. 1 9 .
(6) The gaso~lne tank shall not be less than 40 gallons capacity
or of sufficient capacity to operate engine for four (4) hours
with pump operating at full capacity. The furnishing and instal-
ling of adequate c~pacity gasoline taG~ to comply with N.B.r.U.
requirements is the responsibility of the apparatus manufacturer
when adequate size tank is not available from manufacturer of
chassis. Total gasoline capacity to be provided in a single tank.
The fuel tank and fuel lines when insta:led shall not be subjected
to heating, pocketing of vapor or heat from the exhaust syste~,
and shall be protected from all other mechanical damage. Suit-
able valves, drains and filters shall be installed in the fuel
lines, including a sediment trap with removable screen.

Full length 1-1/4" stainless steel body rails supported on

All hand rails shall be stainless steel tubing and shall be so
arranged as to avoid snagging of hose or equipment. The mini-
mum clearance between hand rails and any surface shall not be
less than 2 inches.
14. FIRE PUMP AND ACCESSORIES

International Association of Fire Chiefs, and shall also comply

(D) Tile pump impsller chamber and discharge connections shall be
tested by the pump manufacturer for ten minutes to a hydrostatic

working pressure, and the suction chamber of the pump shall be
tested to a hydrostatic pressure of 350 pounds per square inch.
(E) Impeller - shall be bronze accurately balanced and of latest
design to afford ample reserve capacities at a minimum horsepower
requirements.
(F) ~8ar Rings - shall be bronze and easily replaceable so ~s to
eliminate need for replacing entire pump volute case.
(c) Impeller Shaft - a single stainless steel impeller shaft shell
be supplied heat treated and stress relieved before being ground
to size, with impeller mounted on the single shaft for rugged
durab:Llity and simplicity. Shaft shall be supported and bearings
shall be oil lubricated.
(ri) Gears - used for transmitting power from the engine to the
pump impellers shall not number more than three (3) and shall be
manufactured from top quality alloy forged steel. Gears shall be
halic21 cut hardened and ground.
(I) ~Limps requiring water cooling coils in pump transmission to
m3int2~in proper operating temperature of transmission oil are net
acceptable. Drive line through pump transmission to be equipped
~ith anti-friction oil lubricated ball bearings. Plain bronze
bushings not acceptable.
(J) Priming pump - shall be a positive displacement rotary gear pu~p,
electrically driven. Prime pump to be attached to the gear case
and shall be an integral part of the main pump assembly. ~hen
pril;;er is operating it shall be automatically oil lubricated
internally, and shall develop a minimum of 26 in. hg. vacuum at the
inlet side of the priming pump within ten (10) seconds after start-
ing. ~rime pump shall be manufactured by the manufacturer of ~2in
~. Engine vacuum exhaust type primer will not be accepted.

)K) Suction Capaullity - when dry the pump, _~x~'~~iRx~ii~i~x

discharging water with a lift of 10 feet in not more than 30
seconds through 20 feet of suction hose of appropriate size.
At time of ~elivery, a vacuum test will be conducted, using
the pump priming device with a capped suction line at least 20
feet long of appropriate size for capacity of pump; shall de-
velop 22 inches of vacuum and hold the vacuum with a drop not
in excess of 10 inches in 10 minutes. The primer shall not be
used after the 10 minute test period has started. This test
shall be made with all discharge outlets and gated suction
inlet~3 uncapped.
(L) Suction Inlets - of appropriate size shall have centers
not more than four (4) feet above the ground, with a removab18
strainer provided inside each inlet. Each pump suction connec-
tion shall have male threads. One (1) suction inlet on each
side of apparatus for hard suction hose. The location of the
suctions shall be such as to provide easy connection for draft-
ing and for connection to fire hydrants. A connection shall
be provided so that the main pump may take suction from the
water tank. The pipe shall have a minimum 2-1/2 inch internal
diameter. Consideration shall be given to prevent damage to
piping due to normal flexing of the chassis frame.
(r~) One (1) 2-1/2" suction inlet shall be installed on the
left side of apparatus near the operator's panel. To be gated
with 2-1/2" ball valve quarter turn operated and fitted with
strainer, chrome female swivel and plug.
Cutting or alteration of chassis frame side rails voids
the chassis manufacturer's guarantee. Pumps requiring any al-
terations of this type to install suction tubes or discharge
lines will not be acceptable.
(N) Discharge Valves - shall be bronze, ball type adjustable
for wear. Valves to be recessed behind body panels for protec-
tion with only male nipples, caps, chrome control handles and
chrome guides extending through body panels. All discharge
valves to be fitted with chrome caps and remotely controlled
from the operator's panel. Valves shall be capable of being
locked in any position between full open and full closed and
shall operate freely at all pressures. Valve shall be' furnished
for each 250 G.P.M. of pump capacity.

switch showing when the relief valve is by-passing excess pres-

The vcllve shall be manufactured, especially for the fire pump
furnished, by the manufacturer of the fire pump, and shall be
of such size and design that when set 10 pounds higher than
pump working pressure, there will not be an increase in pressure
greatE:r than 30 P.S.I. when discharge lines are shut off slowly.
The relief valve shall be controllable and adjustable by one man
at the pump operator's position.
A pressure governor which requires the engine to race up
and down the scale to desired pumping pressures will not be
accepted.
(p) Gauges and Devices -
One (1) electric type water level gauge
One (1) pressure gauge to 600 P.S.I. on the volume
discharge of pump.
One (1) compound gauge -30 to 400 P.S.I. on suction
side of pump.
One (1) engine tachometer.
One (1) engine oil.pressur~ gauge.
One (1) 1/4" plugged connection for Underwriters
pressure test gauge.
One (1) 1/4" plugged connection for Underwriters vacuum
test gauge.
All gauges to be arranged in a neat and symmetrical manner
and mounted in a poliShed panel with a heavy cast shield contain-
ing two (2) 21 CP lights and switch to completely light all
gauges and controls for efficient "After Dark" operation.
(Q) Speed Indicator - a r~adily accessible permanently attach-
ed speed indicator at the pump operator's position shall indi-
cate the speed at which the motor is operating, when driving
the pump. Provisions shall be made by means of which reading
of the permanently attached speed indicator may be checked
with a hand revolution counter. These provisions shall be
readily and conveniently accessible and shall not involve dis-
connecting the above indicated permanently attached speed
indicator.
(R) Throttle - one (1) Vernier type micrometer adjustment hand
engine throttle is to be installed on the operator's panel.

through the discharge ports of the pump, shall be deemed most
satisfactory for the type of service intended. Water flow
charts shall be included in the bidder's proposal, together
with drawings or photographs to show such features as packing

There shall be a transmission gear shift lever lock to prevent truck
transmission from accidental disengagement while pumping.
There shall be polished shrouds around all discharge and suction open-
ings.
15. PIPINC AND VALVES
(A) All piping coming in contact with water to be of copper
with sweat fittings, oversize for the purpose intended with
large radius bends instead of 90 degree elbows wherever pos-
sible to minimize friction loss.
Bidders shall guarantee that their piping system
will comply with these specifications.
(B) All valves used in the water line piping system to be of
the quarter turn operated bronze union forming ball type, thus
providing ease of operation and maintenance.
16. BOOSTER EQUIPMENT
(A) _TwQ (2) Hannay booster reel(s) with brake, mounted.
Reel(s) to have capacity for 250 feet of 1" high pressure hose.
Supply 200 feet of 1: high pressure booster hose with chrome
Bar-Way couplings mounted on reel(s). Reel(s) to be fitted
with two (2) Akron #1209 booster nozzle.
(B) One (1) set Hannay booster hose rollers and guide spools.
One (1) roller each side of reel mounted at each side of truck.
Chroma and high polish finish.
(C) Elooster hose reel to have (~ individual special low
current draw electric motor) rewind control. per each reel.
(D) The booster reels shall be mounted on recessed steel tread
plate flooring. No plywood or wood flooring will be accepted.

1~. BOCSTER TANK
(A) . 1000 gallon capacity booster tank shall be furn-
ished. The tank shall be completely separate unit easily re-
movable from apparatus body. Apparatus construction utilizing
the body side and end panels to form booster tank will not be
acceptable.
(8) The complete tank top shall be remova~~e to facilitate
inspection and cleaning of tank interior. The removable top
is to be attached to 1" flange with positive sealing gasket on
outer perimeter of tank.
(c) Tank top retaining bolts to be cadmium plated and fitted
with cadmium plated special 111 diameter disc type compression
lock washers. Retaining bolts to be located on the outside of
the water chamber.
(0) Tank shall be fabricated of 10 gauge copper alloy tank type
steel. The fabrication of the tank metal shall incorporate
flanges on the horizontal bottom corners of the tank to
eliminate welded bottom corner seams. The tank shall be baffled
in 50 to 75 gallon compartments with the same gauge and type
steel as the tank proper. Baffle plates shall be securely .
welded in position and arranged to secure maximum road stability
of apparatus when traveling with less than full tank of water,
and shall have proper cut-outs to permit adequate water flow to
pump under the most demanding conditions.
(E) At the completion of all fabrication of tank, and all
welding has been thoroughly chipped and brushed free of all
slag and metal completely cleaned, the interior and exterior of
the tank shall be coated with a high quality water tank rust
and corrosion inhibiting material that will che~ically bond to
the tank metal and retain its plasticity indefinitely, thereby
preventing chipping, cracking, and peeling due to contraction
and expansion of the tank and normal flexing. It also shall be
resistant to alkalis, mild acid solutions, cyanides and salt
brine"
(r) Bidders to describe in detail in their proposal, the type
of materials used and methods employed to protect the tank from
rust and corrosion.
(G) The tank shall be securely mounted in apparatus body, em-
ploying a cushion suspension system that shall absorb road shocks,
vibration and flexing of the chassis frame due to rough road
conditions without transmitting damaging stresses to the tank.
(H) Due consideration shall be given the placement of the
tank on apparatus as actual weighing of completely loaded ve-
hicle will be performed to determine compliance with item
"Carrying Capacity" on page 3, para. A, of this specification.
(1) Suction lines from tank to pump shall have an internal
diameter of not less than 2-1/2". Pipe shall be of copper
fitted with union forming quarter turn push-pull operatG0 ~~
valve controlled from pump operator's position.

(J) Tank fill opening shall have a mlnlmum of 5" opening
fitted with removable strainer and gasketed brass screw cap,
located in left front corner of hose body. A special 3" dual
purpose \lent and overflow shall be provided to pr~vent vacuum
damage to the tank when subjected to severe pumping conditions
and prevE~nt pressure damage to tank when filled direct through
pump from hydrant or draft.
(K) The vent and overflow shall be so arranged that water
spillage will not effect the traction of the rear wheels of
the apparatus.
(L) One (1) 1" booster tank refill line to fill booster tank
direct through pump from hydrant or draft. Copper line with
quarter turn push-pull bronze ball valve controlled from oper~
ator's pelnel with chrome "T" handle.
18. LIGHTS-WARNING SIGNALS AND ELECTRICAL DEVICES
(A) Polarized battery charger plug and receptacle shall be
conveniently installed and permanently connected to batteries.
(8) Two (2) rear stop and tail lights shall be provided and
so mounted that they will not be obscured by equipment and men
normally carried on rear step.

provided, along with the standard ICC package equipment.

(A) All unfinished metal surfaces that are not normally
painted shall be polished to a smooth high lustre finish. All
steel, brass or bronze surfaces that are not normally painted
shall be buffed to a smooth finish, then proper preliminary
platings applied to assure permanent adhesion of the final
heavy platings of chromium. All plating to be polished to a
high lustre.
(B) Painting of Apparatus - Consideration of the final finish
painting shall begin during the fabrication and assembly of the
component parts of the apparatus in that the best grades of
metals, free of all imperfections are selected. All lapped
joints, seams, reinforcing bars, brackets, inside surfaces,
undersides of all fastening devices, etc. shall be thoroughly
coated with best known type of rust preventive metal primer.
All seams that are required to be weatherproof are to be
caulked with caulking material acceptable to the automotive
industry.
Upon completion of assembly, prior to any painting, the
complete apparatus, including chassis and undercarriages,
shall be steam cleaned to remove all grease, oils, tar, and
foreign matter.
Complete body shall be sandblasted to remove all mill
scale, metal pickle and etch the metal to assure proper paint
adhesion. All seams are to be recaulked after sandblasting to
insure weatherproofing before painting.
Two (2) coats of DuPont PREPARACOTE shall be applied to
the prepared surface with adequate drying time and hand sand-
ing between coats and sanding of final primer coat.
Prior to application of finish colors, entire apparatus
to be high pressure air cleaned and thoroughly wiped with
tack cloth treated with DuPont Prepsol to remove all dust
particles.
Two (2) coats of DuPont Synthetic Enamel shall be applied,
