ITEM BACKGROUND: Bids received were in excess of funds budgeted, revisions in the contract
resulted in a savings of S 34,811.00. Total project funds allow the reinstatement of certain necessary items
that had been deleted. The Fire Marshall and the Building Department required additional items to be
. included prior to issuance of permit. PLEASE SEE A ITACHED BACKGROUND EXPLANATION.

AGENDA ITEM BACKGROUND FOR CHANGE ORDER FOR ISLAMORADA LIBRARY
The Islamorada Library project was bid on August 31, 1995, the low bid was $315,000.00 submitted by
D. L. Porter Construction, Inc. and was over budget. In order to bring the project within budget, the
construction manager and consultant negotiated a group of price reductions amounting to $34,811.00. The
resulting contract price was $280,189.00 and well within the total project budget, enabling several
important items to be reinstated such as the enclosed entryway, ceramic tile in the rest rooms, etc.,
amounting to $7,766.00. At the time of issuance of the permit, the Fire Marshall and Building Department
demanded additional items such as a new rear entrance, door closers, labeled doors with panic hardware,
additionail bike rack amounting to $9,013. The Planning Department demanded that the existing trees to be
removed must be transplanted, preferably by the existing park or along U.S. I, amounting to be an
additional! cost of$3,000.00. The total increase as stated is $19,779.00.
The total project budget will allow $22,000.00 which covers the increase. Monroe County Construction
Management will negotiate with the consultant to reimburse the County for consultant omissions.
In order to avoid this happening in the future, Monroe County Construction Management will require that
the consultant's completed plans and specifications be submitted to the Building Department prior to
advertisement for bids. The comments and requirements of the Building Department and the Fire Marshall
will then be incorporated into the plans and specifications prior to bidding and will become a part of the
contract, thereby avoiding a conflict after bids are received. The permit will then be transferred to the
successful contractor for implementation.
