Key Wl~st, FL 33040 Re: Sheriff's Substation and Tax Collector's Office Courthouse Annex, Key West, Florida Architect's Job No. 9333 Dear David: In response to your request, I have analyzed the change orders on the ahove- referenced project, and submit the following: Change Order No.1: This change order added the UPS system for the Sheriff's Office only, as was stipulated in the construction contract. Change Order No.2: This change order added RPZ valves to existing water lines and a new septic system to replace the cesspool, and was required oy HRS and the Building Department. A fire-rated assembly replaced an existing door and two fire wells were added, both required by the Fire Marshall. Both of the above Change Orders have been approved by the Board of County Commissioners. Change Order No.3: Change Order No. 3 accompanies this letter and is addressed on an item-by-item basis as follows: 1. An exhaust fan for the Interrogation Room was requested by the Sheriff's Office, to allow suspects in the process of confessing, to smoke. This requires a relatively nigh volume exhaust fan which needs to be remote so 'that the noise will not interfere with electronic monitoring eguipment. The decision was made to eliminate three small stand alone exliaust fans in three bathrooms and install a single high volume fan and ductwork for 720 Cuolirle S{re~! K~l' W'Clt. This modification came as a request from the Sheriff's Office but provides additional benefit through better ventilation of the public restrooms. Air conditioning ductwork and registers were added to the Mechanical Room to address concerns by the UPS manufacturer that equipment in this space might overheat. This requirement was not known during preparation of construction documents. 3. Substitution of light fixtures was required to avoid interference with, and subsequent modification of structural sUk'ports for the existing cupola. This condition could not have been anticIpated prior to demolition. Relocation of light fixtures due to interference with existing structural members required the elimination of one light fixture resulting in a credit. This: condition could not have been anticipated prior to demolition. A single fluorescent fixture was replaced with four incandescent fixtures in the Interrogation Room. This change was requested by the Sheriff's Office due to concerns about the fluorescent ballast interfering with the Sheriff's electronic monitoring equipment. Rece:ssed light fixtures would not fit in the existing structure. Surface mounted fixtures were substituted at no cost. This condition could not have been known prior to demolition. !his light fixture was not needed so it was deleted to offset other cost mcreases. 4. 5. 6. Sound insulation was added to the walls of the Station Commander's Office at the request of the Sheriff's Office. The addition of air conditioning ductwork to the Mechanical Room (Item #2 above) required re-routing of numerous electrical conduits to the opposite side of Room No. 116 and construction of this soffit to conceal tlie c(mduit and wiring. During demolition, when eower was cut to the Sheriff's Office. It was discovered that a number of lighting circuits from the Courthouse Annex were located in the Sheriff's Office and tied to the emergency generator. An electrical panel was added to accommodate these courthouse circuits and ;tllow for emergency generator tie in. This condition could not have been anticipated prIor to Clisconnection of power to the building. Incandescent lights were substituted for flourescents in dispatch to allow dimming of lights. This change resulted in a $30 cost increase and was requc~stea by the Sheriff's Office. During demolition, it was discovered that existing floors in the old jail cells could be salvaged and repaired in lieu of replacing them as called for in the construction documents. This change resulted in a credit to the Owner and could not have been anticipated prior to demolition. lnstalllation of a fire-rated attic draft stop was requested by" the Fire Marshall. Current codes allow the Fire Marshall, at his discretion, to require such items for renovation projects. The County review was not complete prior to receiving bids, so this item was not previously included. Structural repairs to this existing concrete block wall are required. This condition could not have been anticipated prior to demolition. Durin~ demolition of existing roofing, deteriorated roof rafters and sheathmg were uncovered which required replacement. This condition could not have been anticipated prior to the roof tearoff. During demolition, concrete structural members were uncovered where wood had been anticipated. This condition required re-routing of ductwork and could not have been anticipated prior to demolition. The unavailability of the specified Kohler plumbing fixtures required a substitution to maintain our schedule. Less expensive fixtures were selecte~d, resulting in a credit to the Owner.
