A RESOLUTION CONCERNING THE RECEIPT OF UNANTICIPATED FUNDS
WHEREAS, it is necessary for the Board of County Commissioners of Monroe County, Florida, to increase items to
account for unanticipated funds in the Monroe County Budget for the Fiscal Year 2010 now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA,
that the following accounts of the Monroe County Budget for the Fiscal Year 2010 be and the same is hereby increased
by the amount hereinafter set forth:

DEEPWATER HORIZON MEMORANDUM OF UNDERSTANDING
WITH MONROE COUNTY TOURIST DEVELOPMENT COUNCIL
WHEREAS, in response to the discharge of oil from the Deepwater Horizon drilling platform
and well, the Governor issued Executive Orders 10-99, 10-100, 10-106 and 10-132 declaring an
emergency for the coastal counties extending along the Florida coastline from Escambia to Palm
Beach;. and
WHEREAS, the Florida Department of Environmental Protection is the Florida agency
designated as the lead state agency in Florida's response to the oil spill; and
WHEREAS, the Florida Division of Emergency Management ("DEM") has been designated
as the state agency through which funds issued by BP, a responsible party for the Deepwater
Horizon emergency, will be directed to assist with the promotion and advertisement of Florida's
tourism industry.
NOW THEREFORE, DEM hereby provides the MONROE COUNTY TOURIST
DEVELOPMENT COUNCIL with an advance of $400,000.00, the primary purpose of which is to
purchase, contract, manage, oversee and/or arrange for a Florida tourism and advertising campaign
relating to the Deepwater Horizon oil spill that is consistent with the approved media plan that is
attached. The funds shall be spent by August 18, 2010.
Authority
The Governor issued Executive Orders 10-99, 10-100, 10-106 and 10-132 placing a total of
26 counties in a state of emergency due to threats from the oil spill. Pursuant to these Executive
Orders and Chapter 252, DEM is given broad authority to prepare for and respond to this emergency,
including utilizing funds from private entities to maximize the effectiveness of the State's response
to this emergency.
Process
The MONROE COUNTY TOURIST DEVELOPMENT COUNCIL shall track all
expenditures and provide such documentation to DEM, including proof of payment, by August 31,
2010. All documentation shall be retained by the MONROE COUNTY TOURIST
DEVELOPMENT COUNCIL for five years for audit purposes. Any funds provided to the
MONROE COUNTY TOURIST DEVELOPMENT COUNCIL herein that are not utilized for the
purposes set forth above are to be returned to DEM.
