It is the opinion of this Office that payments on the contract may be
made prior to Board ratification on 10/21 /98. This opinion is based on Reso. No. 201-
1 ~7 that outhorizes the Mayor to execute such contracts on behalf of the County
during a hurricane emergency without prior BOCC approval and Sec. 252.38(3) (a) (5),
F.S., that (]uthorizes the County to waive the normally required purchasing and
contracting policies during a local emergency.
