MEMORANDUM
TO
Mr. William E. P. Roberts, Jr.
.County Administrator
DATE October 5, 1978
FROM Michael H. Cates, Esq.
Legal Advisor
SUBJECT Transportation of
Mental Health Patients
As a thou?ht in regards to the above and a follow-up
to the Commission s discussion of same on October 3, 1978,
I submit for your possible consideration the following:
1. At the present time the contracts with the three
Guidance Clinics have ended on September 30,
1978. A new contract will be required for the
year 1978-1979 (October 1, 1978 to September 30,
1979).
2. In light thereof, possibly the best solution to
the alleged problem is when considering the new
contracts with the Guidance Clinics is to make
the transportation of patients part of the
contracts and the responsibility of the Clinics.
3. This would eliminate the problems of communica-
tion, who is to actually provide service in
each particular case, and all other problems
relative thereto.
4. This would allow the Clinics to solely and totally
operate the program in "one house".
If you feel the above idea is reasonable, I am sure
some consideration will have to be given to provide the Clinics
with a vehicle, but this possibly would result in less overall
costs to all parties concerned. Reduced coordination and manpower
would be spent on getting transportation arranged which could
be more beneficially used by actually providing the transporta-
tion.
If I can be of further assistance, please advise.

Dear Mr. 1Nhite:
Due to the reluctance of the Dade-Monroe Mental Health Board to continue
funding of our Center, the Board of Directors was placed in a position to
discontinue services as of June 30, 1983. This will necessitate disolving
all contracts and obligations before or on this date.
Specifically, our contract with. the County involves providing services
in the following areas: Baker Act Evaluations and Transportation, Mental
Health Services and Drug and Alcolhol services.
I realize that our termination of services comes with short notice, how-
ever, our financlal situation necessitates ending services in the time frame
determined by the Dade-Monroe Board..
If you have any questions, do not hesitate to call or write.
