Resident Engineering Services
Gentlemen:
In accordance with our Basic Engineering Services Agreement
dated 3 June 1980, under Article 2.2.1 "Resident Services
During Construction," and Article 8.1.5, we hereby propose to
furnish technical inspection of construction for the above
referenced project by a qualified resident inspector,
Mr. Thomas A. Barber.
Mr. Barber has previously served in this capacity at Key West
International Airport. His resume is attached for your review
and acceptance.
Due to the nature of the planned construction project, it is
proposed in the interest of economics that Mr. Barber spend
only the minimum time necessary to adequately inspect the
project, and to assure Contractor compliance with the
construction specifications. It is anticipated that Mr. Barber
would spend an average of three days per week on the job site
as required. The FAA has indicated that they would concur with
this arrangement.
Compensation for the above described services shall be at a
rate of One Hundred-Seventy Dollars ($170.00) per diem (eight
hour day), or at the straight time rate of Twenty-Three Dollars
($23.00) per hour for partial days or per overtime hour.
Reimbursable expenses, as outlined in our Basic Engineering
Services Agreement, shall be as defined in Article 5.4 and
payable as provided in Article 5.1.3.
If this proposal is acceptable, please acknowledge your
acceptance below. Our receipt of this executed Letter of
Agreement shall constitute your Letter of Authorization to
proceed.

EXPERIENCE
Mr. Barber has more than 30 years of experience with consulting
engineering firms and contractors. His experience includes field
coordination and construction supervision of water, sewer, drainage,
highway, airport, and building projects. This includes a number of
sanitary projects for municipalities throughout the Southeast.
As a Field Representative and Resident Engineer with Connell Metcalf &
Eddy for more than 13 years, Mr. Barber has been responsible for the
construction supervision of water and sewer projects for the Miami-Dade
Water & Sewer Authority and sanitary pump stations for the City of Coral
Gables, and the City of South Miami. He has also been involved in site
development construction throughout Florida. This has included the
construction of storm drainage, water distribution and sewage collection
systems, streets and bridges as well as paving, grading and drainage. Be
was the Field Representative for the site development construction of the
presitgious Cocoplum development in Coral Gables, Florida.
Be has been involved in numerous projects at Miami International Airport,
both for the Dade County Aviation Department and ~he individual airlines.
He served as Chief Inspector for the construction of a sanitary pump
station, drainage systems, sewer systems, maintenance facilities, a
terminal building, canals and bridges.
Mr. Barber recently served as the Resident Engineer for the construction
of civil improvements at Key West International Airport in Monroe County,
Florida. Be was also involved in the construction of facilities at the
New Tamiami Airport in Dade County, Florida and has been involved in other
airport working throughout Florida including the construction of drainage
systems, taxiways, runways, and other civil projects.
Prior to joining Connell, Mr. Barber served as Resident Engineer, Field
Engineer and Field Coordinator for other architectural and engineering
firms. His responsiblities included the supervision of survey crews,
inspection and coordination of construction, coordination and liaison with
governmental agencies, and coordination with construction firms.
