Box 1680 Key West, Florida 33040 Re: Key West International Airport Security Fence Project, ADAP 8-12-0037-04 Resident Engineering Services Ge!ntlemen: In accordance with our Basic Engineering Services Agreement dated 27 February 1979, under Section C "Special Services," Item 4, and Section D "Compensation," Item 2, we hereby propose to furnish technical inspection of construction for the above referenced project by a qualified resident inspector, Mr. Thomas A. Barber. Mr. Barber has previously served in this capacity at Key West International Airport. His resume is attached for your review and acceptance. Due to the nature of the planned construction project, it is proposed in the interest of economics, that Mr. Barber spend only the minimum time necessary to adequately inspect the project and to assure contractor compliance with the construction specifications. It is anticipated that Mr. Barber would spend on the average two to three days per week on the job site, as required. FAA has indicated that they would concur with this arrangement. Campensation for the above described services shall be at a rate of one hundred fifty dollars ($150.00) per diem (eight-hour day) or at the straight time rate of eighteen dollars and seventy five cents ($18.75 per hour) for partial ~iS or per overtime hour. The above rates are inclusive of travel, subsistence and all other incidental expenses. If this proposal is acceptable, please acknowledge your acceptance below. EXPERIENCE MJ:. Barber has more than 30 years of experience with consulting er~ineering firms and contractors. His experience includes field cc~rdination and construction supervision of water, sewer, drainage, highway, airport, and building projects. This includes a number of sanitary projects for municipalities throughout the Southeast. 1U; a Field Representative and Resident Engineer with Connell Metcalf & Ecldy for more than 13 years, Mr. Barber has been responsible for the cc)nstruction supervision of water and sewer projects for the Miami-Dade Welter & Sewer Authority and sanitary pump stations for the City of Coral Gelbles, and the City of South Miami. He has also been involved in site dE~velopment construction throughout Florida. This has included the cc)nstruction of storm drainage, water distribution and sewage collection systems, streets and bridges as well as paving, grading and drainage. He walS the Field Representative for the site development construction of the pl~esitgious Cocoplum development in Coral Gables, Florida. He~ has been involved in numerous projects at Miami International Airport, bc)th for the Dade County Aviation Department and the individual airlines. He~ served as Chief Inspector for the construction of a sanitary pump st.ation, drainage systems, sewer systems, maintenance facilities, a te~rminal building, canals and bridges. ~. Barber recently served as the Resident Engineer for the construction of civil improvements at Key West International Airport in Monroe County, Florida. He was also involved in the construction of facilities at the NeM Tamiami Airport in Dade County, Florida and has been involved in other ai.rport working throughout Florida including the construction of drainage sy'stems, taxiways, runways, and other civil projects. Prior to joining Connell, Mr. Barber served as Resident Engineer, Field Engineer and Field Cc>ordinator for other architectural and engineering firms. His respansiblities included the supervision of survey crews, in,spection and coordination of construction, coordination and liaison with goyernmental agencies, and cc>ordination with construction firms.
