On September 16, 1992, the Board of County Commissioners approved
and authorized execution of an Agreement with Atlantic Builders
for roof repairs at Marathon Fire Station #2 in the amount of
$21,700.
Attached for return to the Contractor is a duplicate original of
the sUb:ject Agreement which has now been fUlly-executed by all

At their September 16, 1992 meeting, the Monroe County
Board of County Commissioners approved award of bid and con-
tract execution with your company for roof repairs at the Mara-
thon Fire Station #2 in the amount of $21,700.00.
As of this date, your company still has not met the mini-
mum insurance requirements as outlined in our request for pro-
posal dated July 22, 1992. I have attached a memorandum from
the County's Risk Manager outlining discrepancies in the insur-
ance documents you have provided to us. This memorandum was
faxed to you on October 26, 1992. Since that time, I have re-
ceived indication from the Johnson's Insurance Agency that you
have con1tacted them to upgrade your Vehicle Liability pOlicy,
however, we have not yet received the Certificate of Insurance
that is required before contract execution. We have received
no indication of required changes to your General Liability
or Workers Compensation policies.
At this time I must notify you that if all the proper in-
surance documentation is not received by Wednesday, November 4,
1992, I will have no choice but to recommend to the Board of
County Commissioners that the award of bid to your company be
rescinded. ?

Risk Management has reviewed the certificates of insurance and
other insurance documents submitted by Atlantic Builders and
compared them wi th the contract requirements. Below are listed
the deficiencies:
1. General Liability - The only deficiency is that the
contract requires 45 days notice of cancellation, while Atlantic
Builder's certificate only indicates 10 d~s. {
2. Vehicle Liability - Totally unacceptable. The con-
tract recluires either $300,000 combined single limit, or $100,000
per person, $300,000 per accident for bodily injury, and $50,000
for property damage. Atlantic Builders has produced what appears
to be a personal auto policy, with no bOdily injury coverage and
only $10,000 property damage. Of course there is no indication
that Monroe County is an additional insured.
3. Workers Compensation - The contract requires Employ-
er's LiaJbility with $100,000 per accident, $500,000 for disease
and $500,000 pOlicy limit. Atlantic Builders has supplied
$100,000, $100,000, and $500,000, again with only 10 days notice
of canceJ.lation.
Until all of the above discrepancies have been resolved, Risk
Managemerlt cannot sign off on the insurance and the contract
cannot be executed.
