In February of 1992, the switchboard operations were moved into the Information Systems Department and Lisa became the Telecommunications Specialist. Shortly thereafter, other County functions were combined with the Department and it then became the Division of Management Services. In October of 1997, she was promoted to the Telecommunications Coordinator, three years later became the Telecommunications Supervisor, and in 2004 was the Telecommunications Administrator. In 2005, Lisa was promoted to the Senior Administrator of Telecommunications, the Division was abolished, becoming a Department reporting directly under the County Administrator that includes the functions of Telecommunications, County television station Channel 76, and the County-wide computer system. She has been named employee of the month twice, in February 2000 and again in October 2001, and was awarded the Employee of the Year in 2001. Also, she earned the designation of Certified Public Manager in June of 2007 through the Florida Center for Public Management. Lisa continuously investigates ways in which to save the County money. She has a good relationship with vendors and, in almost every instance that I can remember, get's her way. She has the positive attitude of "deal or no deal". She always finds new or better ways to serve our employees and constituents of Monroe County. I am extremely proud to recognize you today for your 30 years of service to Monroe County. He started under the CETA program and quickly became a valued County employee. He worked in Social Services for seven years before transferring to Public Works, where he quickly moved up the ranks to his current position of Plumbing Foreman. Fred has proven to be a dedicated, diligent, and crafty team leader. He has earned several letters of commendation, and he was the Employee of the Month in November of 1993, and again in February of 2010. Fred has gained the respect of his peers and supervisors in the 30 years he has dedicated to Monroe County, and he is to be commended for his great attitude, attention to detail, and extensive job knowledge. Fred is an asset to Public Works and Monroe County, and we are proud to recognize him today for his 30+ years of dedicated and loyal service. Congratulations! Shortly afterwards, she was reclassified as Office Assistant II. The same year, she was promoted to Insurance Technician and then was transferred to the Purchasing Department. In 1993, Valerie became the Business Manager for the Library System, and was so effective that she was assigned the duties of Acting Senior Librarian for a period of time. For two years she had the pleasure of working with the late Charles Ingraham as Senior Administrative Aide in Veterans Affairs, until she again responded to the call of the Library, much to the relief of staff and especially that of her Supervisor. Although her position duties are primarily financial and business-related, on occasion she has helped out in various areas of the Library. Whenever staff shortages have occurred, Valerie is among the first to volunteer to fill the gap, helping with circulation, computer assistance, and presenting children's programs. She is always willing and eager to learn new skills that will benefit the Library and its patrons. Valerie is a fourth-generation Conch, with deep ties to the Key West community, which are reflected in her broad knowledge and understanding of how the County works. Among the traits which make her so valuable to the Library are her loyalty, dedication, professionalism and strong work ethic. Her County experience and the expertise she has acquired in many Library concerns have made her an all-round "go-to" person for Library Administration and Library staff throughout the County. Valerie is always pleasant and cheerful in her dealings with staff, patrons, and other County departments. It is a real pleasure to honor her on her twenty years of service with Monroe County, and the Library Administration and staff look forward to many more. He started out as a Custodian in Unincorporated Parks and Beaches, but within the first year, he was promoted twice! Today Terry is our Sr. Landscaper at Higgs Beach in Key West. Terry has proved to be a devoted, conscientious, and reliable employee. In his ten plus years with the County, he has earned several letters of commendation, including one each and every year from the inception of the Tropical Fruit Festival. Terry was the Employee of the Month in October of 2004 and all his evaluations show the he continually exceeds expectations. We would like to commend Terry for his positive outlook, dependability and team-player attitude. Terry is an asset to the County, Public Works, and Higgs Beach, we are proud to recognize him today for his 10 years of service. Thanks Terry! His personality and intelligence make him a pleasure to work with and he always goes out of his way to assist everyone; the public, the staff and administration. He is known for his sense of humor and pulls all of us together with his big heart. Brian regularly goes beyond the call of duty and has taken over the retrieval of public records, even though it was not part of his job description. This is a difficult job requiring hours of his time. Every week he gathers and reviews thousands of bits of electronic l information for the public, the news media and County staff and distributes it accurately and efficiently. Brian also gathers information for litigation purposes, scans County contracts into the computer system, assists with software and hardware problems, keep the legal department's computers running and answer numerous questions from attorneys and staff regarding every imaginable software and hardware issue. He never complains and reacts immediately to every mqutry. Brian is an asset to the County Attorney's Office and Monroe County and we are proud to recognize him today for the Employee Service Award for the month of April 2010. Congratulations Brian! Cassel Brian has a knack for talking some sense into requesters of public records to get them to refine their requests which saves them money & us staff time. He is always ready to help any staff with their problems & projects even when they are totally unrelated to his area of work. ITEM BACKGROUND: Spenser began interning with the Wastewater Department his sophomore year at Key West High School. After the South Florida Workforce program expired, he stayed on and has been responsible for depositing non-ad valorem assessment prepayments, updating the payment database, locating package plants, summarizing and calculating nutrient loads by area and developing an infopath interface for keys wide utilities to update their connection progress.
