Joint County/City Commissions
Tuesday, May 21, 1991
Key West
A Special Meeting of the Monroe County Board of
County Commissioners and the Key West Board of City
Commissioners convened at 2:00 p.m. on the above date at Old
City Hall in the City of Key West. The following members
of the County Commission were present: Commissioner Earl
Cheal, Commissioner Douglas Jones, Commissioner Jack London,
Commissioner John Stormont, and Mayor Wilhelmina Harvey.
The following members of the City Commission were present:
Commissioner Sally Lewis, Commissioner Virginia Panico,
Commissioner Harry Powell, Commissioner Jimmy Weekley, and
Mayor Tony Tarracino. Also present were Danny L. Kolhage,
County Clerk; Randy Ludacer, County Attorney; Tom Brown,
County Administrator; County and City Staff; members of the
Press and Radio; and the general public.
County Attorney Randy Ludacer discussed his
April 5th memorandum to the Commission concerning the
demands of the City relative to the construction of the New
Jail on Stock Island.
Both Boards discussed fire protection and the
responsibilities of the City and County Commissions. Key
West Fire Chief Eddie Castro addressed the Board. Motion
was made by Commissioner Cheal and seconded by Commissioner
Stormont to acknowledge that the County would accept and pay
any impact fees adopted by the City Commission prior to the
issuance of the Certificate of Occupancy of the New Jail.
Roll call vote was unanimous. Motion was made by
Commissioner Jones and seconded by Commissioner Cheal to
acknowledge that the County would purchase any special
equipment required to fight fires in the New Jail and would
locate that equipment at the Jail Site. Motion was made by
Commisisoner Stormont to amend to require the purchase of
such special equipment from ad valorem funds. The amendment
was accepted by the maker and became part of the original
motion. Roll call vote was unanimous.
The Board then discussed the assurance that they
would need from the City Commission concerning the
wastewater treatment plant. The City Commission advised
that this matter would be the subject of a Public Hearing to
be held later in the day.
After additional Board discussion, the meeting was
adjourned.
